【摘要】：目前,我國人口已經(jīng)進(jìn)入“低生育率、低死亡率、低增長率”的階段,社會主義政治、經(jīng)濟的巨大而深刻的變化,給家庭生育自主決策帶來了機會。市場是資源配置的決定性力量,人是市場經(jīng)濟和家庭決策的主體,生育決策回歸個人或家庭,可促進(jìn)社會主義市場經(jīng)濟資源的優(yōu)化配置。計劃生育是在計劃經(jīng)濟的大背景下產(chǎn)生的,計劃經(jīng)濟制度安排激勵人們產(chǎn)生多育的動機。社會主義市場經(jīng)濟條件下,家庭生育行為產(chǎn)生的外部性內(nèi)在化,市場經(jīng)濟和生育理性成為家庭生育決策的主要影響因素�；趥€人利益最大化的個體理性不可避免將與國家理性產(chǎn)生沖突,在實質(zhì)自由的基礎(chǔ)上,通過民主協(xié)商、公開討論形成一致偏好使個體理性與國家理性的沖突得以和解。市場經(jīng)濟追求資源配置的效率,政治角度的公平正義可以完善市場經(jīng)濟產(chǎn)生的不平等,本選題從效率、公平、正義的政治經(jīng)濟學(xué)角度看待生育決策。本文以馬克思主義和阿馬蒂亞·森的實質(zhì)自由為指導(dǎo),生育自主決策能否實現(xiàn)依賴于人們是否獲得實質(zhì)自由,文章圍繞生育決策應(yīng)當(dāng)回歸家庭展開論述。
[Abstract]:At present, China's population has entered the stage of "low fertility rate, low mortality rate and low growth rate". The great and profound changes of socialist politics and economy have brought opportunities to family reproductive decision-making. Market is the decisive force of resource allocation. People are the main body of market economy and family decision making. Reproductive decisions return to individuals or families, which can promote the optimal allocation of resources in the socialist market economy. Family planning is produced in the background of the planned economy under the planned economy, the incentive system arrangement of people education motivation. Under the condition of socialist market economy, externality of family reproductive behavior is internalized, and market economy and fertility rationality become the main influencing factors of family decision making. Individual rationality based on the maximization of personal interests will inevitably conflict with national rationality. Based on substantive freedom, we can form consistent preferences through democratic consultation and public discussion, so as to reconcile the conflicts between individual rationality and national rationality. Market economy pursues the efficiency of resource allocation, and fairness and justice from a political perspective can improve the inequalities arising from market economy. This topic looks at fertility decision-making from the perspective of efficiency, fairness and justice. In this paper, guided by Marx and Amartya Sen's substantive freedom, whether independent decision-making can depend on whether or not people get substantive freedom, the article should discuss family planning around family planning.
