【摘要】：在中國新型市場(chǎng)經(jīng)濟(jì)的建立過程中,小型及微型企業(yè)對(duì)整體經(jīng)濟(jì)的發(fā)展起著越來越重要的作用�？萍夹托∥⑵髽I(yè)的活動(dòng)為經(jīng)濟(jì)發(fā)展與產(chǎn)業(yè)創(chuàng)新帶來了新的活力,但我國小微企業(yè)的發(fā)展仍然面臨諸多困難。微型企業(yè)的概念首次正式出現(xiàn)于2011年《中小企業(yè)劃分標(biāo)準(zhǔn)》中,大部分統(tǒng)計(jì)年鑒中仍缺少微型企業(yè)的獨(dú)立統(tǒng)計(jì)數(shù)據(jù)。因此,本文首先回顧并梳理了現(xiàn)有文獻(xiàn)資料中的小微企業(yè)發(fā)展模式、發(fā)展環(huán)境與政策的影響,繼而運(yùn)用全國有關(guān)高新產(chǎn)業(yè)園區(qū)的數(shù)據(jù)分析當(dāng)前科技型企業(yè)的盈利模式,并對(duì)2013—2014年國家級(jí)相關(guān)政策進(jìn)行關(guān)鍵詞的關(guān)聯(lián)分析以確定政府的政策導(dǎo)向。在此基礎(chǔ)上,本文收集了2011—2012年北京、上海、江蘇、浙江、四川、陜西這六個(gè)省(市)的小型微型企業(yè)統(tǒng)計(jì)數(shù)據(jù),依此建立區(qū)域科技政策環(huán)境指數(shù),在宏觀上比較主要經(jīng)濟(jì)區(qū)域的科技型小微企業(yè)生存環(huán)境。通過對(duì)區(qū)域高新技術(shù)區(qū)相關(guān)情況及公共政策的比較,對(duì)科技型小微企業(yè)的發(fā)展加以分析,進(jìn)而提出了地區(qū)性的發(fā)展目標(biāo)及建議。
[Abstract]:In the process of establishing a new market economy in China, small and micro enterprises play a more and more important role in the development of the whole economy. The activities of science and technology small and micro enterprises bring new vitality to economic development and industrial innovation, but the development of small and micro enterprises in our country still faces many difficulties. The concept of microenterprise is first formally appeared in the Standard for the Classification of small and Medium-sized Enterprises in 2011. Most statistical yearbooks still lack independent statistical data of microenterprises. Therefore, this paper first reviews and combs the existing literature on the development model of small and micro enterprises, the development environment and the impact of policies, and then analyzes the current profit model of science and technology enterprises by using the national data on high-tech industrial parks. The key words of the state-level policies in 2013-2014 are analyzed to determine the policy direction of the government. On this basis, this paper collects the statistical data of small and micro enterprises in Beijing, Shanghai, Jiangsu, Zhejiang, Sichuan and Shaanxi from 2011 to 2012, according to which the regional science and technology policy environment index is established. In macro comparison of the main economic areas of small and technological micro-enterprises survival environment. This paper analyzes the development of science and technology small and micro enterprises by comparing the relative situation and public policies of regional high and new technology zones, and puts forward the regional development goals and suggestions.
