【摘要】：國有企業(yè)是一種特有的公有制組織形式。在信息時代中,以國家電網(wǎng)公司為代表的國有企業(yè)也接受了信息化所帶來的巨大變化。根據(jù)國家電網(wǎng)公司有關戰(zhàn)略安排,自2009年起,公司進入了信息化建設的高潮。信息化建設目前已經(jīng)不再是新鮮概念,但依然有研究的必要。很多事例說明信息化建設開展后結果并不盡如人意,不僅沒有達到當初的規(guī)劃目標,有些甚至十分危險,導致信息化建設帶來的新問題比它所解決的問題還要多。本文從采用文獻法、社會調(diào)查法、比較分析法開展研究,從社會走向信息化和社會需要可持續(xù)發(fā)展兩個方面對國有企業(yè)開展信息化建設提供的理論依據(jù)。隨后對國家電網(wǎng)公司信息化建設過程、內(nèi)容、成效和成功經(jīng)驗四部分進行詳細介紹。通過信息化滿意度問卷調(diào)查,分析國家電網(wǎng)公司當前的信息化水平及影射出的信息化建設可能存在的不足。最后本文指出了國家電網(wǎng)公司目前信息化建設中存在的大量使用國外產(chǎn)品、存在一定程度的信息化建設失控、區(qū)域發(fā)展不平衡及信息化人才隊伍需要進一步加強四個關鍵問題,并對存在的問題開展對策分析。本文對國家電網(wǎng)公司信息化建設進行了深度的研究分析,這些研究分析能夠有助于其他組織理解信息化建設的基本內(nèi)容,使得其他組織在有針對性的開展自身信息化建設工作時少走彎路,從而加快中國整體信息化的進展。
[Abstract]:State-owned enterprises are a unique form of public-owned organizations. In the information age, the state-owned enterprises, represented by the State Grid Corporation, have also accepted the tremendous changes brought about by information technology. According to the State Grid Company strategic arrangements, since 2009, the company has entered the climax of information construction. Information construction is no longer a new concept, but there is still a need for research. Many examples show that the result of information construction is not satisfactory, not only did not reach the original planning goal, some even very dangerous, resulting in information construction brings more new problems than it solves. This paper provides the theoretical basis for the information construction of state-owned enterprises from the aspects of literature, social investigation and comparative analysis, from the two aspects of social informatization and the sustainable development of social needs. Then the information construction process, content, effectiveness and successful experience of State Grid Company are introduced in detail. Based on the questionnaire survey of informatization satisfaction, the paper analyzes the current level of informatization and the possible shortcomings of informatization construction in State Grid Company. Finally, this paper points out that there are a lot of foreign products used in the current information construction of State Grid Company, some information construction out of control, the imbalance of regional development and the need to further strengthen the information talent team four key issues. And carries on the countermeasure analysis to the existence question. This paper makes a deep research and analysis on the informatization construction of State Grid Company, which can help other organizations to understand the basic contents of the informatization construction. So that other organizations in the targeted development of their own information construction less detours, thus speeding up the progress of China's overall informatization.
