【摘要】：區(qū)域技術(shù)創(chuàng)新能力對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的影響極其重要,本文以已有研究為基礎(chǔ),依據(jù)江西技術(shù)創(chuàng)新的現(xiàn)有情況,依次從技術(shù)創(chuàng)新基礎(chǔ)能力、技術(shù)創(chuàng)新投入能力和技術(shù)創(chuàng)新產(chǎn)出能力三個(gè)角度出發(fā),按照指標(biāo)的挑選原則構(gòu)建相應(yīng)指標(biāo)體系,并采用主成分分析法對(duì)江西技術(shù)創(chuàng)新能力給與綜合評(píng)價(jià)。其中技術(shù)創(chuàng)新基礎(chǔ)能力選取了4個(gè)指標(biāo)因子,分別為高中及以上學(xué)歷人口占全部人口的比重、研究生及以上學(xué)歷科學(xué)研究人員占全部科學(xué)研究人員的比重、人均GDP和研究機(jī)構(gòu)及高新技術(shù)企業(yè)數(shù);技術(shù)創(chuàng)新投入能力選取了5個(gè)指標(biāo)因子,分別是科學(xué)研究及技術(shù)服務(wù)社會(huì)就業(yè)人員、RD人員占科學(xué)研究及技術(shù)服務(wù)社會(huì)就業(yè)人員比重、RD經(jīng)費(fèi)內(nèi)部支出、教育經(jīng)費(fèi)和RD項(xiàng)目數(shù);技術(shù)創(chuàng)新產(chǎn)出能力選取了6個(gè)指標(biāo)因子,分別是發(fā)表科技論文數(shù)、有效發(fā)明專利數(shù)、高新技術(shù)產(chǎn)業(yè)增加值占GDP比重、規(guī)模以上工業(yè)企業(yè)新產(chǎn)品銷售收入占銷售收入比重、高新技術(shù)產(chǎn)業(yè)對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)度和單位RD經(jīng)費(fèi)GDP強(qiáng)度。通過(guò)對(duì)比分析各種評(píng)價(jià)方法,在已有數(shù)據(jù)的基礎(chǔ)上選擇主成分法對(duì)指標(biāo)體系進(jìn)行評(píng)價(jià)。選擇江西省2008-2014年各指標(biāo)因子的數(shù)據(jù),并分析各指標(biāo)因子數(shù)據(jù)的相關(guān)性情況,對(duì)各指標(biāo)因子的數(shù)值進(jìn)行量綱化處理,利用主成分分析的方法,評(píng)價(jià)分析江西技術(shù)創(chuàng)新能力,并從技術(shù)創(chuàng)新基礎(chǔ)能力、技術(shù)創(chuàng)新投入能力、技術(shù)創(chuàng)新產(chǎn)出能力三個(gè)方面進(jìn)行不同的評(píng)價(jià)。研究結(jié)果表明,2008-2014年江西技術(shù)創(chuàng)新能力的綜合得分分別為-3.51、-2.19、-1.33、-0.33、0.61、2.73、4.02,江西技術(shù)創(chuàng)新能力以穩(wěn)步遞增為趨勢(shì)。技術(shù)創(chuàng)新所需基礎(chǔ)方面的能力、投入于技術(shù)創(chuàng)新方面的能力、技術(shù)創(chuàng)新產(chǎn)出能力三者對(duì)江西技術(shù)創(chuàng)新能力都很重要。在技術(shù)創(chuàng)新基礎(chǔ)能力的影響因子中,研究生及以上學(xué)歷科學(xué)研究人員占全部科學(xué)研究人員的比重、研究機(jī)構(gòu)和高新技術(shù)企業(yè)數(shù)對(duì)江西技術(shù)創(chuàng)新基礎(chǔ)能力影響較大,高中及以上學(xué)歷人口占全部人口比重對(duì)江西技術(shù)創(chuàng)新能力的影響較小。在技術(shù)創(chuàng)新投入能力的影響要素中,RD經(jīng)費(fèi)內(nèi)部支出是江西技術(shù)創(chuàng)新投入能力的必備要素,科學(xué)研究及技術(shù)服務(wù)社會(huì)就業(yè)人員數(shù)、教育經(jīng)費(fèi)和RD項(xiàng)目數(shù)都對(duì)江西技術(shù)創(chuàng)新投入能力有重要影響,RD人員占科學(xué)研究及技術(shù)服務(wù)社會(huì)就業(yè)人員比重對(duì)江西技術(shù)創(chuàng)新投入能力影響不大。在技術(shù)創(chuàng)新產(chǎn)出能力的影響因子中,高新技術(shù)產(chǎn)業(yè)對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)度作為技術(shù)創(chuàng)新效率指標(biāo)對(duì)江西技術(shù)創(chuàng)新產(chǎn)出能力占據(jù)重要作用,發(fā)表科技論文數(shù)、有效發(fā)明專利數(shù)、高新技術(shù)產(chǎn)業(yè)增加值占GDP比重、規(guī)模以上工業(yè)企業(yè)新產(chǎn)品銷售收入占銷售收入比重均對(duì)江西技術(shù)創(chuàng)新產(chǎn)出能力有重要影響,單位RD經(jīng)費(fèi)GDP強(qiáng)度作為技術(shù)創(chuàng)新效率指標(biāo)對(duì)江西技術(shù)創(chuàng)新產(chǎn)出能力的影響相對(duì)較小。本文研究的理論意義在于,可進(jìn)一步豐富區(qū)域技術(shù)創(chuàng)新能力評(píng)價(jià)的研究案例,為其他研究者提供比較數(shù)據(jù);研究的實(shí)際意義在于,可為江西省政府有關(guān)部門把握江西技術(shù)創(chuàng)新能力的現(xiàn)狀,認(rèn)識(shí)影響江西技術(shù)創(chuàng)新能力的不利因素,進(jìn)而制定有針對(duì)性的政策提供數(shù)量依據(jù)。
[Abstract]:The influence of regional technical innovation ability on regional economic development is very important. Based on the existing research, this paper starts from the three angles of technological innovation basic ability, technological innovation input ability and technological innovation output capability, based on the existing situation of Jiangxi technological innovation. According to the selection principle of index, the corresponding index system is constructed, and the comprehensive evaluation of Jiangxi technical innovation ability is given by the principal component analysis method. Among them, the basic ability of technological innovation has selected four index factors, which represent the proportion of the whole population in high school and above, and the proportion of scientific research personnel above or above in all scientific research personnel, per capita GDP and research institutions and the number of high-tech enterprises; The ability of technological innovation investment has selected five index factors, namely, the social employment personnel of scientific research and technical service, RD personnel accounting for the proportion of the social workers in scientific research and technical service, the internal expenditure of RD, the education funds and the RD expenditure; The output capability of technological innovation has selected six index factors, which are the number of published scientific papers, the number of effective inventions, the added value of high-tech industry accounting for the specific gravity of GDP, and the sales revenue of new products of industrial enterprises above the scale accounting for the specific gravity of the sales income. The contribution of high-tech industry to economic growth and the GDP strength of unit RD. By comparing and analyzing various evaluation methods, the index system is evaluated on the basis of existing data. the data of each index factor in Jiangxi Province from 2008 to 2014 is selected, and the correlation of each index factor data is analyzed, the numerical value of each index factor is analyzed and analyzed, the technical innovation capability of Jiangxi is evaluated and analyzed by the method of principal component analysis, and the basic capability of technological innovation is obtained. Different evaluation was carried out on three aspects of technological innovation input ability and technological innovation output capability. The results show that the comprehensive scores of the technological innovation ability of Jiangxi in 2008-2014 are-3.51, -2.19, -1.33,-0.33, 0.61, 2.73, 4.02, and the technological innovation ability of Jiangxi is steadily increasing. The ability of technological innovation, the ability to invest in technological innovation and the capability of technological innovation output are important to the technological innovation ability of Jiangxi. in that influence factor of technological innovation basic ability, the graduate degree and above scientific research personnel accounts for the specific gravity of all scientific research personnel, the research institutions and the number of high-tech enterprises have great influence on the technological innovation basic capability of Jiangxi, The proportion of the whole population in high school and above has little influence on the technological innovation ability of Jiangxi. In the influence factors of technological innovation investment ability, the internal expenditure of RD funds is the essential factor of Jiangxi technical innovation investment ability, the number of social workers in scientific research and technical service, the education funds and RD expenditure have important influence on the ability of Jiangxi technical innovation investment. RD personnel accounted for scientific research and technical service, and the proportion of social workers in social employment was not affected by the ability of Jiangxi technical innovation investment. In the influence factors of technological innovation output ability, the contribution degree of high-tech industry to economic growth plays an important role in Jiangxi's technological innovation output ability as the index of technological innovation efficiency, publishing the number of scientific papers, the number of effective inventions, the added value of high-tech industry accounting for the proportion of GDP, The proportion of the new product sales revenue of the above-sized industrial enterprises accounts for the specific gravity of the sales income, which has an important impact on the output ability of Jiangxi's technological innovation, and the impact of the unit RD's GDP strength as the technical innovation efficiency index on the technological innovation output capability of Jiangxi is relatively small. The theoretical significance of this paper is to enrich the research cases of regional technical innovation ability evaluation, and provide comparative data for other researchers. Understanding the disadvantageous factors affecting the technological innovation ability of Jiangxi, and then formulating targeted policies to provide quantitative basis.
