【摘要】：建立新型政商關(guān)系亟需治理"權(quán)""利"合謀行為。政商"權(quán)""利"合謀行為的主要表現(xiàn):民營企業(yè)家與公職人員建立非理性私人聯(lián)系,重要事項(xiàng)以利益誘惑為手段的"政商合謀"現(xiàn)象,以各種方式尋求政治代言人結(jié)成固化的"政商利益聯(lián)盟"等。成因主要包括:"官本位"和"抑商"的傳統(tǒng)文化,人的逐利性本能在市場(chǎng)經(jīng)濟(jì)條件下的膨脹,改善政治地位和經(jīng)濟(jì)基礎(chǔ)的非理性契合,市場(chǎng)運(yùn)行機(jī)制不完善的制度缺欠,隱蔽性與低成本致使禁而不止。治理政商"權(quán)""利"合謀行為的路徑選擇有:建立界面清晰、簡約的公共權(quán)力體系,建立公共權(quán)力在陽光下運(yùn)行的社會(huì)機(jī)制,建立公正廉潔的公職人員隊(duì)伍,建立民營企業(yè)家的正面引導(dǎo)與激勵(lì)機(jī)制,建立加大政商"權(quán)""利"合謀機(jī)會(huì)成本的法紀(jì)制度。
[Abstract]:It is urgent to establish a new relationship between government and business in order to control the collusion of power and profit. The main manifestation of "power" and "profit" collusion of government and business is the phenomenon of "political and commercial collusion" in which private entrepreneurs establish irrational private relations with public officials, and important matters are "political and commercial collusion" by means of interest temptation. Seeking political spokesmen in various ways to form a firm alliance of interests between government and business. The causes mainly include: the traditional culture of "official standard" and "restraining commerce", the expansion of man's instinct of pursuing profits under the condition of market economy, the irrationality of improving political status and economic base, and the imperfection of the system of market operation mechanism. Concealment and low cost lead to prohibition. The path to govern the "power" and "benefit" of government and business is to establish a clear and simple system of public power, to establish a social mechanism of running public power in the sun, and to set up a fair and clean contingent of public officials. To establish a positive guidance and incentive mechanism for private entrepreneurs, and to establish a system of law and discipline to increase the opportunity cost of "power" and "benefit" of government and business.
