【摘要】：在災(zāi)害的復(fù)雜化與常態(tài)化趨勢(shì)日趨突顯的今天,合作治理已經(jīng)成為公共管理的新范式,而這一趨勢(shì)在災(zāi)害管理領(lǐng)域更是日益明顯。實(shí)際上,企業(yè)在參與災(zāi)害管理的過(guò)程中正發(fā)揮著越來(lái)越多的作用。不可否認(rèn),企業(yè)參與災(zāi)害管理已成為企業(yè)承擔(dān)社會(huì)責(zé)任的客觀需要和具體表現(xiàn)。盡管很多學(xué)者從協(xié)同治理、企業(yè)社會(huì)責(zé)任和國(guó)家治理現(xiàn)代化的視角對(duì)企業(yè)參與災(zāi)害管理進(jìn)行了研究,但仍然缺乏深入探討,企業(yè)參與災(zāi)害管理的相關(guān)理論已經(jīng)落后于實(shí)踐需要。在這一背景下,本文選擇以“企業(yè)參與災(zāi)害管理能力評(píng)價(jià)指標(biāo)體系”為主題進(jìn)行研究。災(zāi)害管理中的企業(yè)參與能力評(píng)價(jià)指標(biāo)體系的建立,是私營(yíng)企業(yè)面對(duì)巨災(zāi),能夠從容應(yīng)對(duì)、積極參與的關(guān)鍵步驟。本文主張要提高企業(yè)參與的有效性,必須參與到災(zāi)害管理全過(guò)程,即參與到減災(zāi)—準(zhǔn)備—響應(yīng)—恢復(fù)各個(gè)環(huán)節(jié),并對(duì)災(zāi)害管理四個(gè)階段中企業(yè)參與災(zāi)害管理能力的提煉,總結(jié)各能力所包含的參與方式,從而構(gòu)成評(píng)價(jià)的指標(biāo)。從而能夠有效彌補(bǔ)現(xiàn)有企業(yè)參與災(zāi)害管理研究中重應(yīng)急響應(yīng),而輕減災(zāi)、準(zhǔn)備和恢復(fù)全過(guò)程中參與的不足。在根據(jù)相關(guān)理論與實(shí)際的基礎(chǔ)上為企業(yè)參與災(zāi)害管理能力的評(píng)價(jià)構(gòu)造出一套科學(xué)的評(píng)價(jià)指標(biāo)體系,由此進(jìn)行相關(guān)參與能力的測(cè)量、對(duì)比、評(píng)分和評(píng)價(jià),從而為企業(yè)自身參與災(zāi)害管理能力建設(shè)提供相關(guān)理論指導(dǎo),將企業(yè)參與災(zāi)害管理走向一種制度化和規(guī)范化的常規(guī)性發(fā)展變得可能,而這也是作者撰寫(xiě)本文的主要價(jià)值。另外,由于本人所掌握知識(shí)和經(jīng)驗(yàn)方面的限制,以及國(guó)內(nèi)外在這方面研究還很匱乏,可以借鑒的東西相對(duì)較少。雖然在企業(yè)參與災(zāi)害管理方面提出了自己的一些觀點(diǎn)和建議,但是還存在著諸多的不足,企業(yè)參與災(zāi)害管理方面的研究還存在很大的探索空間。希望本人能在日后的不斷學(xué)習(xí)和積累過(guò)程中繼續(xù)深化研究的內(nèi)容,使這方面的研究不斷充實(shí)和完善。
[Abstract]:With the increasing trend of complexity and normalization of disasters, cooperative governance has become a new paradigm of public management, and this trend is becoming more and more obvious in the field of disaster management. In fact, enterprises are playing more and more roles in the process of disaster management. There is no denying that the participation of enterprises in disaster management has become the objective need and concrete performance of enterprises to bear social responsibility. Although many scholars have studied the participation of enterprises in disaster management from the perspective of cooperative governance, corporate social responsibility and modernization of national governance, there is still a lack of in-depth discussion, and the relevant theory of enterprise participation in disaster management has fallen behind the needs of practice. Under this background, this paper chooses "the enterprise participates in the disaster management ability appraisal index system" to carry on the research. The establishment of evaluation index system of enterprise participation ability in disaster management is a key step for private enterprises to deal with catastrophe calmly and participate actively. This paper argues that in order to improve the effectiveness of enterprise participation, it is necessary to participate in the whole process of disaster management, that is, to participate in all aspects of disaster reduction, preparedness, response and recovery, and to refine the ability of enterprises to participate in disaster management in the four stages of disaster management. Summing up the means of participation included in each capacity, thus constituting an evaluation index. Therefore, it can effectively compensate for the deficiency of the existing enterprises' participation in the whole process of disaster management research, which emphasizes emergency response, but not disaster reduction, preparation and recovery. On the basis of relevant theory and practice, a set of scientific evaluation index system is constructed for the evaluation of enterprises' ability to participate in disaster management, and the relevant participation ability is measured, compared, graded and evaluated. Thus it is possible for enterprises to take part in disaster management capacity building and make it possible for enterprises to take part in disaster management, which is also the main value of the author writing this paper. In addition, due to the limitations of my own knowledge and experience, as well as the lack of domestic and foreign research in this area, there are relatively few things that can be used for reference. Although some viewpoints and suggestions have been put forward in the aspect of enterprise participation in disaster management, there are still many deficiencies, and there is still a lot of space for exploration in the research of enterprise participation in disaster management. I hope I can continue to deepen the content of the research in the process of continuous learning and accumulation in the future, so as to enrich and improve the research.
