【摘要】：系統(tǒng)收集中美兩國(guó)中小企業(yè)扶持政策,經(jīng)過(guò)分類、標(biāo)引、加工形成包含829份中國(guó)中小企業(yè)政策文本的研究數(shù)據(jù)集和包含363件美國(guó)中小企業(yè)法律與政策文本的研究數(shù)據(jù)集。采用政策文本計(jì)量方法,在統(tǒng)一的分類框架下對(duì)中美兩國(guó)中小企業(yè)政策進(jìn)行計(jì)量分析和對(duì)比研究,并提出政策建議:中國(guó)中小企業(yè)政策缺乏法律依據(jù)性,需建立健全中小企業(yè)法律法規(guī)體系;政策的發(fā)布機(jī)構(gòu)相對(duì)分散,需構(gòu)建"核心機(jī)構(gòu)+支撐機(jī)構(gòu)"的中小企業(yè)管理與服務(wù)體系;政策專指性、專用性存在不足,需形成多維度多層次的中小企業(yè)扶持政策體系;對(duì)中小企業(yè)的扶持缺乏多方資源整合,需建立多元協(xié)作的中小企業(yè)服務(wù)體系。
[Abstract]:Through the classification, indexing and processing, the research data set containing 829 Chinese SME policy texts and 363 US SME laws and policies texts were collected. Adopting the policy text measurement method, this paper makes a quantitative analysis and comparative study on the policies of small and medium-sized enterprises in China and the United States under the unified classification framework, and puts forward some policy recommendations: the policy of China's small and medium-sized enterprises lacks the legal basis. It is necessary to establish and improve the system of laws and regulations for small and medium-sized enterprises; the issuing institutions of policies are relatively scattered, and the management and service system of small and medium-sized enterprises with "core institutions supporting institutions" should be constructed; It is necessary to form a multi-dimensional and multi-level support policy system for small and medium-sized enterprises, and the support for small and medium-sized enterprises is lack of multi-resource integration, so it is necessary to establish a multi-cooperation service system for small and medium-sized enterprises.
