【摘要】：在靜態(tài)和動(dòng)態(tài)碳減排獎(jiǎng)勵(lì)與懲罰機(jī)制下,考慮碳排放約束的地方政府和企業(yè)群體行為的演化博弈,重點(diǎn)分析了碳配額、碳交易價(jià)格、政府監(jiān)督成本和企業(yè)減排投資(減排效果參數(shù))對(duì)演化穩(wěn)定策略(ESS)的影響,最后進(jìn)行了算例分析。研究結(jié)果表明:在動(dòng)態(tài)獎(jiǎng)勵(lì)與懲罰機(jī)制下,地方政府和企業(yè)的演化軌跡圍繞著唯一的演化穩(wěn)定策略螺旋趨近。碳配額對(duì)地方政府監(jiān)督策略的作用與企業(yè)單位減排量市場(chǎng)收益的大小有關(guān),政府監(jiān)督成本和減排效果參數(shù)對(duì)地方政府監(jiān)督策略起負(fù)向作用;政府監(jiān)督成本對(duì)企業(yè)誠(chéng)實(shí)減排策略起負(fù)向作用。隨著碳交易價(jià)格的不斷上升,地方政府監(jiān)督的積極性先增加后降低,企業(yè)碳交易行為由購(gòu)入碳排放權(quán)轉(zhuǎn)為出售碳排放權(quán),但是地方政府監(jiān)督行為的轉(zhuǎn)變滯后于企業(yè)減排行為的轉(zhuǎn)變。研究結(jié)果對(duì)碳交易體系下政府減排策略制定和企業(yè)減排投資具有較強(qiáng)啟示。
[Abstract]:Under the static and dynamic carbon abatement incentive and punishment mechanism, the evolutionary game between local government and enterprise group behavior considering the carbon emission constraint is discussed, and the carbon quota and carbon trading price are analyzed. The effects of government supervision cost and enterprise emission reduction investment (emission reduction effect parameters) on evolutionary stabilization strategy (ESS) are analyzed. The results show that under the dynamic reward and punishment mechanism, the evolution path of local government and enterprise approaches to a spiral around the only evolutionary stabilization strategy. The effect of carbon quota on local government supervision strategy is related to the market income of enterprise unit emission reduction, and the cost of government supervision and the parameters of emission reduction effect play a negative role in local government supervision strategy. The cost of government supervision plays a negative role in the honest emission reduction strategy of enterprises. As the price of carbon trading continues to rise, the enthusiasm of local governments for supervision increases first and then decreases. The carbon trading behavior of enterprises changes from buying carbon emission rights to selling carbon emission rights. But the transformation of local government supervision behavior lags behind the change of enterprise emission reduction behavior. The research results have strong implications for government emission reduction strategy formulation and enterprise emission reduction investment under carbon trading system.
