【摘要】：針對產(chǎn)業(yè)共性技術(shù)研發(fā)投入不足及政府支持的重要作用,首次站在政府視角設(shè)計了以企業(yè)研發(fā)投入最大化為目標(biāo)并考慮共性技術(shù)市場化過程的最優(yōu)研發(fā)支持合同,對影響合同的因素進行了分析。研究結(jié)果表明:共性技術(shù)最優(yōu)研發(fā)支持合同以足夠大的政府預(yù)算為存在前提,企業(yè)最優(yōu)研發(fā)投入隨政府預(yù)算的增大而增大,其增長速度比政府支持投入更快;企業(yè)最優(yōu)投入與企業(yè)和政府投入對共性技術(shù)研發(fā)成功影響系數(shù)正相關(guān),與雙方單位投入成本系數(shù)負(fù)相關(guān);考慮市場化過程后,企業(yè)最優(yōu)投入與基于共性技術(shù)的產(chǎn)品市場容量正相關(guān),與共性技術(shù)外部性程度、后續(xù)開發(fā)難度、價格敏感系數(shù)及單位銷售成本負(fù)相關(guān)。
[Abstract]:In view of the insufficiency of R & D investment and the important role of government support, the optimal R & D support contract with the goal of maximizing enterprise R & D investment and considering the marketization process of common technology is designed for the first time from the perspective of government. The factors influencing the contract are analyzed. The results show that the optimal R & D support contract for common technology is based on a large enough government budget, and the optimal R & D investment of enterprises increases with the increase of government budget, and the growth rate is faster than that of government support. The optimal investment of enterprises is positively correlated with the influence coefficient of enterprise and government input on the success of R & D of common technology, and negatively correlated with the coefficient of unit input cost of both sides. The optimal input is positively correlated with the product market capacity based on common technology, negatively correlated with the degree of externality of common technology, the difficulty of subsequent development, the price sensitivity coefficient and the unit sales cost.
