【摘要】：隨著我國對外開放程度的深化和信息技術的加速更新,企業(yè)之間的競爭已變?yōu)榘l(fā)展速度快與慢的競爭。因此,企業(yè)制定出好的發(fā)展戰(zhàn)略并通過一系列的項目運作快速有效地成功實施,對于企業(yè)實現(xiàn)其使命愿景、發(fā)展目標具有極其關鍵的作用。目前,國內(nèi)外對項目管理理論的應用研究主要集中在項目層面,而將企業(yè)發(fā)展戰(zhàn)略看做項目模式組織實施的研究卻并不多。本文總結了項目管理和企業(yè)戰(zhàn)略管理理論的研究成果,并對比分析了二者的相似之處,即可以將企業(yè)發(fā)展戰(zhàn)略的實施與項目管理結合起來,將企業(yè)發(fā)展戰(zhàn)略實施看作項目組合,運用系統(tǒng)的理論和方法,對項目涉及的全部工作進行管理,將企業(yè)整體發(fā)展戰(zhàn)略分解成若干個戰(zhàn)略子項目,借助項目管理的思維模式和管理模式來組織開展企業(yè)發(fā)展戰(zhàn)略,提出了企業(yè)發(fā)展戰(zhàn)略實施的項目管理匹配模型。論文研究的重點是通過對項目管理理論、企業(yè)發(fā)展戰(zhàn)略理論進行對比研究分析,結合JNXC投資開發(fā)集團金融產(chǎn)業(yè)發(fā)展戰(zhàn)略的實施現(xiàn)狀及遇到的困境,研究總結出了適合JNXC投資開發(fā)集團地方政府投融資平臺類企業(yè),基于項目管理的某公司投資開發(fā)集團戰(zhàn)略實施的基本思路。在認真分析總結的基礎上,提出了按照項目管理的思想來組建多個產(chǎn)業(yè)發(fā)展戰(zhàn)略研究項目工作組的工作思路。最后,以筆者所在的JNXC投資開發(fā)集團為樣本,介紹了當前各地方政府投融資平臺類企業(yè),在由承擔的政府性業(yè)務要全面轉(zhuǎn)型為市場性業(yè)務的背景下的產(chǎn)業(yè)發(fā)展戰(zhàn)略如何按照項目管理的辦法來組織實施的一般路徑與方法。
[Abstract]:With the deepening of China's opening to the outside world and the accelerated renewal of information technology, the competition among enterprises has become a fast and slow competition. Therefore, making a good development strategy and implementing successfully through a series of projects is very important for the enterprise to realize its mission vision and development goal. At present, the research on the application of project management theory at home and abroad is mainly focused on the project level, but the research on the enterprise development strategy as the organization and implementation of the project model is not much. This paper summarizes the research results of project management and enterprise strategic management, and compares the similarities between them, that is, the implementation of enterprise development strategy can be combined with project management, and the implementation of enterprise development strategy can be regarded as project portfolio. Using the systematic theory and method, we manage all the work involved in the project, decompose the whole development strategy of the enterprise into several strategic sub-projects, and organize and carry out the enterprise development strategy with the help of the thinking mode and the management mode of the project management. The matching model of project management for the implementation of enterprise development strategy is put forward. The emphasis of this paper is to compare and analyze the theory of project management and the theory of enterprise development strategy, combined with the implementation of JNXC investment and development group financial industry development strategy and the difficulties encountered. This paper summarizes the basic ideas of the strategy implementation of a certain company based on project management which is suitable for JNXC investment and development group local government investment and financing platform. On the basis of careful analysis and summary, this paper puts forward the idea of setting up several working groups of industrial development strategy research projects according to the idea of project management. Finally, taking the JNXC Investment and Development Group as a sample, the paper introduces the current local government investment and financing platform enterprises. Under the background that government business should be transformed into market business, the general path and method of industrial development strategy should be organized according to the method of project management.
