【摘要】：無論是在發(fā)達(dá)國家還是在發(fā)展中國家,中小企業(yè)在推動(dòng)經(jīng)濟(jì)、增加就業(yè)、技術(shù)創(chuàng)新、維護(hù)經(jīng)濟(jì)穩(wěn)定等方面都起到了極其重要的作用,具有特殊的戰(zhàn)略地位。金州新區(qū)、金普新區(qū)的先后設(shè)立為新區(qū)的中小企業(yè)帶來了新的發(fā)展機(jī)遇,如何借此契機(jī)擴(kuò)大生產(chǎn)規(guī)模,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),打入國際市場,帶動(dòng)新區(qū)新一輪大發(fā)展,不單單是企業(yè)的需求,更是新區(qū)管委會(huì)的責(zé)任。本文主要以大連市金州新區(qū)中小企業(yè)扶持政策及執(zhí)行情況現(xiàn)狀為研究對象,通過發(fā)放調(diào)查問卷的方式,分析研究金州新區(qū)中小企業(yè)扶持政策及執(zhí)行情況的現(xiàn)狀,提出扶持中小企業(yè)發(fā)展的法律法規(guī)不健全、政府缺乏統(tǒng)一協(xié)調(diào)的管理機(jī)構(gòu)、缺乏中小企業(yè)發(fā)展長遠(yuǎn)規(guī)劃、政府公共服務(wù)職能缺失等問題。通過借鑒英、美、日等發(fā)達(dá)國家對中小企業(yè)扶持政策的演變過程和實(shí)踐經(jīng)驗(yàn),以及國內(nèi)中小企業(yè)扶持政策的現(xiàn)狀,采用文獻(xiàn)調(diào)研、調(diào)查問卷和比較分析等方法對金州新區(qū)中小企業(yè)扶持政策及執(zhí)行情況現(xiàn)狀進(jìn)行研究,并對存在的實(shí)際問題進(jìn)行原因分析。最后從深化體制改革和機(jī)制創(chuàng)新、營造適合中小企業(yè)發(fā)展的外部環(huán)境、完善中小企業(yè)扶持政策三個(gè)方面,有針對性的提出解決金州新區(qū)中小企業(yè)扶持政策及執(zhí)行情況的對策和建議。希望這些對策和建議,能在完善金州新區(qū)中小企業(yè)扶持政策,促進(jìn)中小企業(yè)發(fā)展的過程中具有一定的參考價(jià)值,從而在推動(dòng)金州新區(qū)經(jīng)濟(jì)新一輪大發(fā)展的歷史進(jìn)程中貢獻(xiàn)一份綿薄之力。
[Abstract]:In both developed and developing countries, small and medium-sized enterprises play an extremely important role in promoting economy, increasing employment, technological innovation and maintaining economic stability. The establishment of Jinzhou New District and Jinpu New District has brought new opportunities for the development of small and medium-sized enterprises in the new district. How to take this opportunity to expand the scale of production, optimize the industrial structure, break into the international market, and drive a new round of major development in the new area? Not only the needs of enterprises, but also the responsibility of the new district management committee. This article mainly takes the small and medium-sized enterprise support policy and the implementation present situation of Jinzhou New District of Dalian as the research object, through the way of issuing the questionnaire, analyzes the present situation of the small and medium-sized enterprise support policy and the implementation situation of the Jinzhou New District. The problems such as the imperfection of laws and regulations to support the development of small and medium-sized enterprises, the lack of unified and coordinated management organization of the government, the lack of long-term planning for the development of small and medium-sized enterprises, and the lack of public service functions of the government are Through drawing lessons from the evolvement process and practical experience of small and medium-sized enterprise support policies in developed countries such as Britain, the United States and Japan, as well as the present situation of domestic small and medium-sized enterprises support policies, the paper adopts literature research. Questionnaire and comparative analysis are used to study the status quo of supporting policy and implementation of small and medium-sized enterprises in Jinzhou New District, and to analyze the causes of the existing problems. Finally, from three aspects of deepening system reform and mechanism innovation, creating an external environment suitable for the development of small and medium-sized enterprises, and perfecting the support policy for small and medium-sized enterprises, Put forward the countermeasures and suggestions to solve the support policy and implementation of small and medium-sized enterprises in Jinzhou New District. It is hoped that these countermeasures and suggestions will have a certain reference value in the process of improving the policy of supporting small and medium-sized enterprises in Jinzhou New District and promoting the development of small and medium-sized enterprises. In order to promote a new round of economic development in Jinzhou New area in the historical process of contribution to a modest force.
