【摘要】：中小型企業(yè)在國民經(jīng)濟(jì)當(dāng)中扮演者相當(dāng)重要的角色,不單能夠?qū)?jīng)濟(jì)的發(fā)展起著重要的作用,還有利于幫助穩(wěn)定社會秩序。自從改革開放以來,我國中小型企業(yè)發(fā)展的速度和發(fā)展的質(zhì)量越來越好,其發(fā)展?fàn)顩r也有著很大的改善。并且近些年來,我國政府對中小型企業(yè)的成長問題傾注的目光和心力也愈來愈多。2003年,我國正式出臺并實施了《中華人民共和國中小企業(yè)促進(jìn)法》,首次對中小型企業(yè)的內(nèi)涵進(jìn)行真正意義上的界定,緊接著又建立起了多項幫助中小型企業(yè)的發(fā)展基金,給予中小型企業(yè)相應(yīng)的資金扶助和人才支持。在2009年,通過頒布《國務(wù)院關(guān)于進(jìn)一步促進(jìn)中小企業(yè)發(fā)展的若干意見》,又為中小型企業(yè)提供了一系列實質(zhì)性的建議和政策舉措。雖然現(xiàn)在中小型企業(yè)無論在數(shù)量上還是在質(zhì)量上都得到了很大的發(fā)展,無論在市場、就業(yè)、創(chuàng)新等方面都作出了巨大的貢獻(xiàn),但是中小型企業(yè)整體來講規(guī)模還是較小,不能很好地防范市場風(fēng)險,甚至出現(xiàn)融資困難,這些問題都不利于中小型企業(yè)的長足發(fā)展。本文試著從政策支持方面的角度來探究中小型企業(yè)的發(fā)展以及成長所存在的問題,通過對中小型企業(yè)相關(guān)的理論介紹來認(rèn)識中小型企業(yè)進(jìn)行發(fā)展的理論基礎(chǔ)。接著對一些發(fā)達(dá)國家以及地區(qū)中小型企業(yè)發(fā)展情況包括政策措施等方面的介紹來為我國中小型企業(yè)政策支持提供借鑒。在論述我國現(xiàn)今中小型企業(yè)發(fā)展的狀況和存在問題的基礎(chǔ)上分析我國中小型企業(yè)政策支持方面的發(fā)展以及所面臨的問題,從而進(jìn)一步為我國中小型企業(yè)政策支持體系的構(gòu)建提出建議。
[Abstract]:Small and medium-sized enterprises play a very important role in the national economy, not only plays an important role in economic development, but also helps to stabilize social order. Since the reform and opening up, the development speed and quality of small and medium-sized enterprises in China have been getting better and better, and the development situation has been greatly improved. And in recent years, the Chinese government has devoted more and more attention to the growth of small and medium-sized enterprises. In 2003, China formally promulgated and implemented the "Law of the people's Republic of China on the Promotion of small and Medium-sized Enterprises", defining for the first time the connotation of small and medium-sized enterprises, followed by the establishment of a number of development funds to help small and medium-sized enterprises. To give small and medium enterprises corresponding financial support and talent support. In 2009, through the promulgation of several opinions of the State Council on further promoting the development of small and medium-sized enterprises, a series of substantive suggestions and policy measures were provided for small and medium-sized enterprises. Although small and medium-sized enterprises have developed greatly both in quantity and in quality, and have made great contributions to the market, employment, innovation and so on, the overall scale of small and medium-sized enterprises is still relatively small. These problems are not conducive to the rapid development of small and medium enterprises. This paper tries to explore the development and growth of small and medium-sized enterprises from the perspective of policy support, through the introduction of the relevant theory of small and medium-sized enterprises to understand the theoretical basis for the development of small and medium-sized enterprises. Then it introduces the development of small and medium-sized enterprises in some developed countries and regions, including policy measures and so on, to provide reference for the policy support of small and medium-sized enterprises in China. On the basis of discussing the status quo and existing problems of the development of small and medium-sized enterprises in our country, this paper analyzes the development of the policy support for small and medium-sized enterprises in our country and the problems they face. Thus, some suggestions are put forward for the establishment of policy support system for small and medium enterprises in China.
