【摘要】：在中央和地方一系列支持性政策的推動下,農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)活力明顯增強,其創(chuàng)業(yè)類型主要包括發(fā)展家庭農(nóng)場、發(fā)展農(nóng)村電商、發(fā)展農(nóng)產(chǎn)品加工業(yè)和發(fā)展休閑農(nóng)業(yè)等。農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)的四種類型均取得了較好的成效,但發(fā)展過程中也面臨資金、人才、用地、服務(wù)等方面的瓶頸。下一步,應(yīng)引導(dǎo)返鄉(xiāng)創(chuàng)業(yè)的高能要素不斷集聚,扶持返鄉(xiāng)創(chuàng)業(yè)的產(chǎn)業(yè)企業(yè)融合發(fā)展,完善返鄉(xiāng)創(chuàng)業(yè)的包容性制度政策體系,健全返鄉(xiāng)創(chuàng)業(yè)的普惠性公共服務(wù)體系,以此構(gòu)建支持農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)四種類型的長效機制。
[Abstract]:Driven by a series of supporting policies from the central and local governments, migrant workers and other workers returned to their hometown to start their own businesses. The main types of entrepreneurship include the development of family farms, the development of rural e-commerce, the development of agricultural products processing industry and the development of leisure agriculture, and so on. The four types of migrant workers who return to their hometown to start their own businesses have achieved good results, but in the process of development they also face bottlenecks in the aspects of funds, talents, land use and services. In the next step, we should guide the gathering of high-energy elements of returning entrepreneurship, support the integration and development of returning enterprises, improve the inclusive system and policy system, and improve the inclusive public service system. In this way, four types of long-term mechanism to support migrant workers and other people returning home to start their own businesses.
