【摘要】：科技計(jì)劃是政府開展公共科技活動的基本形式。隨著政府財(cái)政科技投入的持續(xù)增長,考察并評估科技計(jì)劃的實(shí)際效果,已成為近20年來創(chuàng)新研究,尤其是創(chuàng)新經(jīng)濟(jì)學(xué)與創(chuàng)新政策研究關(guān)注的焦點(diǎn)問題。增量效應(yīng)與信號功能是學(xué)者們?yōu)闇?zhǔn)確認(rèn)識政府科技計(jì)劃的作用,減少評估的認(rèn)知偏誤而逐漸發(fā)展起來的兩個前沿概念。回顧上述兩個概念的緣起、發(fā)展、內(nèi)涵與相關(guān)的實(shí)證研究發(fā)現(xiàn)。未來,基于中國現(xiàn)實(shí)的治理情境,開展基于"增量"概念的評估研究,深入分析"信號功能"的作用邏輯。
[Abstract]:Science and technology plan is the basic form that the government carries out public science and technology activity. With the continuous growth of government financial investment in science and technology, it has become the focus of research on innovation, especially innovation economics and innovation policy, to investigate and evaluate the actual effect of science and technology plan in the past 20 years. Incremental effect and signal function are two advanced concepts developed by scholars in order to accurately understand the role of government science and technology plan and reduce the cognitive bias of evaluation. Review the origin, development, connotation and empirical findings of the above two concepts. In the future, based on the governance situation of Chinese reality, the evaluation research based on the concept of "increment" is carried out, and the function logic of "signal function" is deeply analyzed.
