【摘要】：相關(guān)數(shù)據(jù)顯示,2015年國內(nèi)通航發(fā)生12起墜機(jī)事故,共18人死亡。2016年國內(nèi)發(fā)生16起通航事故,導(dǎo)致22人死亡。目前通航產(chǎn)業(yè)發(fā)展迅猛,然而通航事故卻仍舊頻發(fā)�？焖僭鲩L的飛行總量和相對落后的安全管理之間的矛盾已日益顯著。因此,研究通用航空公司的安全管理體系是十分迫切與必要的。本文首先介紹了國內(nèi)外通用航空安全管理體系的發(fā)展和研究現(xiàn)狀,接著從A通用航空公司的實(shí)際情況入手,從安全政策、風(fēng)險(xiǎn)管理、安全保證、系統(tǒng)評價(jià)、預(yù)防和糾正措施、安全促進(jìn)等方面對A通用航空公司的生產(chǎn)運(yùn)行系統(tǒng)進(jìn)行了安全體系建設(shè)。通過對A通用航空公司生產(chǎn)運(yùn)行系統(tǒng)工作流程進(jìn)行仔細(xì)地剖析,對收集到的風(fēng)險(xiǎn)源進(jìn)行分析、評價(jià)與管理,提出改善措施,并用PDCA循環(huán)不斷地監(jiān)督與控制,從而實(shí)現(xiàn)對風(fēng)險(xiǎn)源的控制,保證生產(chǎn)運(yùn)行系統(tǒng)的安全。通過對A通用航空公司生產(chǎn)運(yùn)行系統(tǒng)的分析與安全管理體系的建設(shè),本文為通用航空企業(yè)建立生產(chǎn)運(yùn)行系統(tǒng)的安全管理體系總結(jié)出了一套完整的實(shí)施方法,從而提升了生產(chǎn)運(yùn)行的安全管理水平,提高了運(yùn)行效率,對減少運(yùn)行差錯(cuò)、避免重大事故與事故征候的發(fā)生有一定的借鑒意義。
[Abstract]:A total of 18 people were killed in 12 domestic air crashes in 2015, according to data. In 2016, 22 people were killed in 16 accidents. At present, the navigation industry is developing rapidly, but the accidents of navigation are still frequent. The contradiction between fast-growing flight volume and relatively backward safety management has become increasingly evident. Therefore, it is very urgent and necessary to study the safety management system of General Aviation Company. This paper first introduces the development and research status of general aviation safety management system at home and abroad, and then starts with the actual situation of A General Aviation Company, starting with safety policy, risk management, safety assurance, system evaluation, prevention and corrective measures. Safety promotion and other aspects of A general airline production and operation system for the construction of safety system. Through the careful analysis of the workflow of the production and operation system of A General Aviation Company, the risk sources collected are analyzed, evaluated and managed, and the improvement measures are put forward, and the continuous supervision and control of the system are carried out by using PDCA cycle. In order to achieve the control of risk sources, to ensure the safety of production and operation system. Based on the analysis of the production and operation system and the construction of the safety management system of A General Aviation Company, this paper summarizes a set of complete implementation methods for the safety management system of the production and operation system for the general aviation enterprise. Thus, the safety management level of production and operation is improved, the operation efficiency is improved, and the operation error is reduced and the occurrence of major accidents and accident symptoms is avoided.
