【摘要】：發(fā)達(dá)國(guó)家高度重視對(duì)大眾創(chuàng)新創(chuàng)業(yè)的政策支持,把政府購(gòu)買(mǎi)服務(wù)作為支撐國(guó)家創(chuàng)新戰(zhàn)略的有機(jī)組成部分,從本國(guó)實(shí)際出發(fā),通過(guò)推出創(chuàng)新券政策對(duì)大眾創(chuàng)業(yè)創(chuàng)新提供專(zhuān)項(xiàng)資金扶持。本文通過(guò)文獻(xiàn)研究和比較研究的方法,對(duì)發(fā)達(dá)國(guó)家創(chuàng)新券政策支持大眾創(chuàng)新創(chuàng)業(yè)的目的與形式、服務(wù)內(nèi)容與項(xiàng)目、申請(qǐng)和承接服務(wù)資格條件、管理流程與制度規(guī)范和政策評(píng)估與完善五位一體的運(yùn)行模式進(jìn)行討論和分析,并歸納其對(duì)我國(guó)政府購(gòu)買(mǎi)服務(wù)支持眾創(chuàng)的可資借鑒的基本經(jīng)驗(yàn)。
[Abstract]:The developed countries attach great importance to the policy support for popular innovation and entrepreneurship, and regard government purchase of services as an integral part of the national innovation strategy, proceeding from the reality of their own countries. Through the introduction of innovation voucher policy to provide special funding support for mass entrepreneurship innovation. Based on the methods of literature research and comparative study, this paper discusses the purpose and form of innovation voucher policy in developed countries to support public innovation and entrepreneurship, the service content and project, the qualification conditions of applying for and accepting service. This paper discusses and analyzes the operation mode of management process and system standardization and policy evaluation as well as the improvement of the five-in-one operation mode, and sums up its basic experience which can be used as a reference for our government to purchase services to support numerous creators.
