高技術(shù)產(chǎn)業(yè)研發(fā)效率研究——基于非合意產(chǎn)出SBM-DEA模型

【摘要】:本文克服高技術(shù)產(chǎn)業(yè)研發(fā)過(guò)程非合意產(chǎn)出難以度量的問(wèn)題,以未達(dá)標(biāo)專利數(shù)量作為非合意產(chǎn)出,對(duì)各地區(qū)高技術(shù)產(chǎn)業(yè)的研發(fā)效率進(jìn)行系統(tǒng)測(cè)度。研究發(fā)現(xiàn):(1)隨著創(chuàng)新要素的大量投入,中國(guó)高技術(shù)產(chǎn)業(yè)的總體研發(fā)效率水平卻在逐年降低。造成這種現(xiàn)象的根本原因在于投入無(wú)效率與合意產(chǎn)出無(wú)效率,也即投入要素的大量增加并未有效推動(dòng)創(chuàng)新產(chǎn)出的增加。(2)近年來(lái)中國(guó)東、中、西部地區(qū)高技術(shù)產(chǎn)業(yè)研發(fā)效率均呈現(xiàn)下降趨勢(shì),但東部地區(qū)技術(shù)落差比較高,其技術(shù)水平始終處于領(lǐng)先地位。(3)京津冀、長(zhǎng)三角、珠三角等地區(qū)高技術(shù)產(chǎn)業(yè)研發(fā)效率呈現(xiàn)L型趨勢(shì)。
[Abstract]:This paper overcomes the problem that it is difficult to measure the undesired output in the research and development process of high-tech industry, and measures the R & D efficiency of the high-tech industry in various regions by taking the number of patents not up to standard as the non-desirable output. It is found that with the investment of innovation factors, the overall R & D efficiency of China's high-tech industry is decreasing year by year. The root cause of this phenomenon lies in the inefficiency of input and the inefficiency of desired output, that is, the large increase in input elements has not effectively promoted the increase in innovative output. The R & D efficiency of high-tech industries in the western region shows a downward trend, but the technology gap in the eastern region is relatively high, and its technical level has always been in a leading position.) Beijing-Tianjin-Hebei, Yangtze River Delta, The R & D efficiency of high-tech industries in Pearl River Delta and other regions shows L-type trend.
