A水庫水電建設(shè)項目人力資源優(yōu)化配置研究

【摘要】:A水庫水電建設(shè)項目位于F市W河中游,北依A,是F市為了解決農(nóng)業(yè)灌溉用水和兼顧發(fā)電的重點建設(shè)工程,該項目的建設(shè)也有利于發(fā)揮出A水庫的居民生活用水和企業(yè)生產(chǎn)用水的儲備水庫作用,具有很重要的民生意義,對促進當(dāng)?shù)亟?jīng)濟發(fā)展具有很重要的作用。A水庫水電建設(shè)項目作為一項大型建設(shè)工程項目,在近幾年面臨了一些問題,很多方面存在與時代脫節(jié)的地方,其中最關(guān)鍵的是該項目中的人力資源配置出現(xiàn)問題,不但影響了項目各層面工作人員的生產(chǎn)熱情,也造成了項目建設(shè)效率比較低,各部門協(xié)調(diào)不順,資源利用不到位,妨礙了整個工程建設(shè)的進度。為了盡快推進該項目進度,順利完成建設(shè)任務(wù),必須盡快有針對地制定出更加有效的人力資源優(yōu)化配置方案,這對于項目顯得尤為重要。本文采用文獻研究和案例分析相結(jié)合的研究方法,針對A水庫項目建設(shè)和運行中的人力資源管理問題,開展了研究。具體包括:(1)建設(shè)項目人力資源管理概述;(2)A水庫水電建設(shè)項目人力資源配置現(xiàn)狀分析;(3)A水庫水電建設(shè)項目人力資源配置優(yōu)化方案;(4)該人力資源優(yōu)化方案的實施與評價。通過以上研究,本文認(rèn)為:企業(yè)的發(fā)展,要樹立人力資源是第一生產(chǎn)力的理念,并將該理念充分發(fā)揚到工程建設(shè)實踐中去。在水庫水電建設(shè)項目中,需要綜合調(diào)配好各項資源,而其中如何配置好人力資源,便成為了首要問題。為了實現(xiàn)水庫水電建設(shè)項目的總目標(biāo),保證各個建設(shè)環(huán)節(jié)有序進行,就必須充分調(diào)動好每名員工的積極性,發(fā)揮好他們的作用。大量的建設(shè)工程和生產(chǎn)經(jīng)營經(jīng)驗表明,不同的人力資源配置,必然產(chǎn)生不同的工作成績,采用科學(xué)方法對該項目人力資源進行優(yōu)化配置,是解決A水庫水電項目存在問題的重要途徑和方法,只有及時優(yōu)化配置該項目的人力資源,才能保證每位員工的權(quán)益,提高他們的工作效率,順利的完成工程建設(shè)目標(biāo)。
[Abstract]:The hydropower construction project of Reservoir A is located in the middle reaches of W River in F City, and is located in the north according to A.It is a key construction project in F City to solve the problem of agricultural irrigation water and to take into account the power generation. The construction of this project is also conducive to bringing into play the role of reservoir as a reservoir for water used by residents of reservoir A and water for production by enterprises, which is of great significance to people's livelihood. As a large-scale construction project, the hydropower construction project of reservoir A has faced some problems in recent years, and many aspects are out of step with the times. Among them, the most critical is the problem of human resources allocation in the project, which not only affects the enthusiasm of the staff at all levels of the project, but also results in a relatively low efficiency of the project construction, poor coordination among various departments, and inadequate utilization of resources. It hinders the progress of the whole project. In order to advance the progress of the project as soon as possible and successfully complete the construction task, it is necessary to formulate a more effective human resource optimal allocation scheme as soon as possible, which is particularly important for the project. In this paper, the method of combining literature research with case analysis is used to study the problems of human resource management in the construction and operation of reservoir A project. The analysis of the present situation of the human resource allocation of the hydropower construction project of the reservoir No. 2 and the analysis of the optimization scheme of the human resource allocation of the hydropower construction project of the reservoir No. 3, the implementation and evaluation of the human resource optimization scheme. The paper discusses the implementation and evaluation of the human resource management of the water power project in the following aspects: 1) introduction of the human resource management of the construction project. Through the above research, this article thinks: the enterprise development, must establish the human resources is the first productive force idea, and fully develops this idea in the engineering construction practice. In the project of reservoir hydropower construction, it is necessary to allocate all kinds of resources synthetically, and how to allocate human resources well becomes the most important problem. In order to realize the overall goal of the reservoir hydropower construction project and ensure the orderly progress of each construction link, we must fully mobilize the enthusiasm of each employee and give full play to their role. A large number of experiences in construction engineering and production and management show that different human resources allocation will inevitably lead to different work achievements. The scientific method is adopted to optimize the allocation of human resources in this project. It is an important way and method to solve the problems existing in the hydropower project of reservoir A. Only by optimizing the human resources of the project in time can the rights and interests of each employee be guaranteed, their work efficiency be improved, and the project construction goal be successfully completed.
