【摘要】：創(chuàng)新作為“五大發(fā)展理念”之首,是引領(lǐng)發(fā)展的第一動力。高新技術(shù)企業(yè)是推動科技創(chuàng)新、實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的重要主體。提升高新技術(shù)企業(yè)發(fā)展能力對于推動青海省加快實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,推動經(jīng)濟(jì)轉(zhuǎn)型升級發(fā)展具有重要的現(xiàn)實(shí)意義。論文在文獻(xiàn)綜述、奠定理論基礎(chǔ)和青海省高新技術(shù)企業(yè)發(fā)展現(xiàn)狀實(shí)證分析的基礎(chǔ)上,分三個步驟對青海省高新技術(shù)企業(yè)發(fā)展能力進(jìn)行評價(jià)研究。首先,依據(jù)所構(gòu)建的操作層面評價(jià)指標(biāo)體系,運(yùn)用層次分析法以及主成分分析法,對青海省高新技術(shù)企業(yè)發(fā)展能力進(jìn)行測算。然后,結(jié)合青海省高新技術(shù)企業(yè)發(fā)展能力測算評價(jià)結(jié)果,對青海省高新技術(shù)企業(yè)發(fā)展能力存在的問題進(jìn)行分析。最后,通過分析影響青海省高新技術(shù)企業(yè)發(fā)展能力提升的關(guān)鍵因素,提出提升青海省高新技術(shù)企業(yè)發(fā)展能力的措施。論文主要結(jié)論如下:青海省高新技術(shù)企業(yè)總體存在發(fā)展能力偏低的問題,主要表現(xiàn)為研發(fā)水平較弱、創(chuàng)新能力差距大;管控能力薄弱、市場開發(fā)能力有待提高;盈利能力不強(qiáng)、效率水平不高等。針對上述問題,提出提高研發(fā)投入、加快推動科技成果轉(zhuǎn)化;提高產(chǎn)品供給質(zhì)量、挖掘市場潛力;加強(qiáng)財(cái)務(wù)管理、提高營運(yùn)效率等措施。論文豐富了高新技術(shù)企業(yè)發(fā)展能力研究成果,對于提高青海省高新技術(shù)企業(yè)發(fā)展能力具有參考價(jià)值。
[Abstract]:Innovation, as the first of the five development concepts, is the first motive force leading the development. High-tech enterprises are the main body of promoting scientific and technological innovation and implementing innovation-driven development strategy. Promoting the development ability of high-tech enterprises has important practical significance for promoting the implementation of innovation-driven development strategy and promoting economic transformation and upgrading in Qinghai Province. On the basis of literature review, theoretical foundation and empirical analysis of the development of high-tech enterprises in Qinghai Province, the paper evaluates the development ability of high-tech enterprises in Qinghai Province in three steps. First of all, according to the operational level evaluation index system, using analytic hierarchy process and principal component analysis, the development capacity of high-tech enterprises in Qinghai Province is measured. Then, based on the evaluation results of the development ability of high-tech enterprises in Qinghai province, this paper analyzes the problems in the development ability of high-tech enterprises in Qinghai province. Finally, by analyzing the key factors that affect the development ability of high-tech enterprises in Qinghai province, the paper puts forward the measures to promote the development ability of high-tech enterprises in Qinghai province. The main conclusions of the paper are as follows: the development ability of high-tech enterprises in Qinghai province is on the low side, which mainly shows that the R & D level is weak, the innovation ability gap is large, the control ability is weak, the market development ability needs to be improved, and the profitability is not strong. The level of efficiency is not high. In view of the above problems, this paper puts forward some measures, such as increasing R & D investment, accelerating the transformation of scientific and technological achievements, improving the quality of product supply, tapping the market potential, strengthening financial management and improving operation efficiency. The paper enriches the research results of the development ability of high-tech enterprises and has reference value for improving the development ability of high-tech enterprises in Qinghai province.
