【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的加快和我國改革開放深度的不斷加深,我國對外開放的戰(zhàn)略方針正經(jīng)歷著從全面引進(jìn)外資走向全方位“走出去”的改變。特別是在“十三五”規(guī)劃的提出,以“一帶一路”建設(shè)為總的綱領(lǐng),加大豐富對外開放內(nèi)涵,提升對外開放的水平,在提高利用外資和對外投資水平上,鼓勵企業(yè)擴(kuò)大對外投資和境外融資,為企業(yè)“走出去”過程中提供更多的金融政策支持。新疆企業(yè)“走出去”的戰(zhàn)略實(shí)施已經(jīng)二十多年了,在這二十多年的時(shí)間里,新疆企業(yè)“走出去”取得了一些成績,但同時(shí)也面臨許多危險(xiǎn)和困境,在面臨復(fù)雜多變的國際環(huán)境和金融環(huán)境之時(shí),企業(yè)往往孤立無援且自身防御風(fēng)險(xiǎn)較差,在加上對外投資和進(jìn)出口貿(mào)易額的急劇上漲,大部分企業(yè)“走出去”也面臨著融資難等困境。本文選擇金融支持新疆企業(yè)“走出去”作為研究對象,主要分析金融支持以及新疆企業(yè)“走出去”的歷史現(xiàn)狀以及金融支持對于新疆企業(yè)“走出去”過程中存在的問題,通過計(jì)量實(shí)證分析,金融支持對于新疆企業(yè)“走出去”的影響深度和強(qiáng)度,從中找到金融支持新疆企業(yè)“走出去”存在的問題,同時(shí)借鑒國內(nèi)外金融支持企業(yè)“走出去”實(shí)踐經(jīng)驗(yàn)和結(jié)合新疆獨(dú)特的人文經(jīng)濟(jì)環(huán)境,從金融支持角度提出促進(jìn)新疆企業(yè)“走出去”的具體解決措施,希望彌補(bǔ)新疆金融支持機(jī)構(gòu)在支持企業(yè)“走出去”過程中的不足,使新疆能更好的實(shí)施促進(jìn)企業(yè)“走出去”步伐,使新疆經(jīng)濟(jì)更好的騰飛。研究結(jié)果表明,第一,金融對新疆企業(yè)“走出去”有積極的明顯支持作用,加大金融對新疆企業(yè)“走出去”的支持力度必將加快其“走出去”步伐,但金融對新疆企業(yè)“走出去”的支持作用還存在明顯差異;第二,新疆銀行業(yè)、證券市場、保險(xiǎn)市場以及金融支持政策在支持新疆企業(yè)“走出去”過程中均存在各種問題,究其原因,是由于新疆經(jīng)濟(jì)發(fā)展水平較低,證券市場發(fā)展不完善、保險(xiǎn)市場發(fā)展緩慢、金融服務(wù)水平低下等原因;第三,分別從構(gòu)建完善資金支持體系建設(shè)主要包括完善商業(yè)性金融支持支持體系以及政策性金融支持體系、完善對外投資服務(wù)和保障體系以及風(fēng)險(xiǎn)防范機(jī)制等方面促進(jìn)新疆企業(yè)“走出去”金融支持體系,從而發(fā)揮新疆金融更好對新疆企業(yè)“走出去”的支持、帶動和促進(jìn)作用,實(shí)現(xiàn)新疆企業(yè)加快“走出去”步伐的目標(biāo)。
[Abstract]:With the acceleration of the process of economic globalization and the deepening of China's reform and opening up, the strategic policy of our country's opening to the outside world is undergoing a change from the overall introduction of foreign capital to the all-round "going out".In particular, in the proposal of the 13th Five-Year Plan, taking the construction of "Belt and Road" as the general program, we should increase the connotation of opening to the outside world, raise the level of opening to the outside world, and raise the level of utilization of foreign capital and foreign investment.Enterprises should be encouraged to expand their overseas investment and overseas financing, and provide more financial policy support for enterprises'"going out" process.Xinjiang enterprises have been implementing the strategy of "going out" for more than 20 years. In the past 20 years or so, Xinjiang enterprises have made some achievements in "going out", but at the same time they are also facing many dangers and difficulties.Faced with a complex and volatile international and financial environment, companies tend to be isolated and less vulnerable to their own defence risks, coupled with a sharp rise in outward investment and import and export trade,Most enterprises "go out" also faces financing difficulties and other difficulties.This paper chooses financial support for Xinjiang enterprises to "go out" as the research object, mainly analyzes the financial support, the historical situation of Xinjiang enterprises "going out" and the problems existing in the process of financial support for Xinjiang enterprises "going out".Through econometric empirical analysis, the influence of financial support on "going out" of Xinjiang enterprises is deep and strong, and the problems existing in "going out" of financial support enterprises in Xinjiang are found.At the same time, using the practical experience of financial support enterprises at home and abroad for reference and combining with Xinjiang's unique humanistic economic environment, this paper puts forward concrete solutions to promote Xinjiang enterprises'"going out" from the angle of financial support.It is hoped that the financial support institutions in Xinjiang can make up for the deficiencies in the process of supporting enterprises to go out, so that Xinjiang can better implement and promote the pace of enterprises going out, and make Xinjiang's economy take off better.The results show that, first, finance has a positive and obvious role in supporting Xinjiang enterprises "going out", and increasing the financial support for Xinjiang enterprises "going out" will surely accelerate its "going out" pace.However, there are still obvious differences in the role of finance in supporting Xinjiang enterprises to "go out". Second, there are various problems in the process of supporting Xinjiang enterprises'"going out" in the banking, securities, insurance, and financial support policies of Xinjiang.The reasons are due to the low level of economic development in Xinjiang, the imperfect development of the securities market, the slow development of the insurance market, and the low level of financial services. Third,Separately from the construction consummates the fund support system construction mainly to include consummates the commercial finance support system as well as the policy finance support system,To improve the system of foreign investment services and security, as well as the risk prevention mechanism, to promote the financial support system for Xinjiang enterprises to "go out", so as to give play to the role of Xinjiang finance in better supporting and promoting the "going out" of Xinjiang enterprises.Xinjiang enterprises to speed up the pace of "going out" goal.
