【摘要】:自從改革開放,我國經(jīng)濟(jì)飛速發(fā)展,至今經(jīng)濟(jì)總量僅次于美國,國家影響力巨大,中華民族崛起于世界之顛。我國國策鼓勵大眾創(chuàng)業(yè),萬眾創(chuàng)新,小微企業(yè)大量涌現(xiàn),成為推動我國經(jīng)濟(jì)發(fā)展、促進(jìn)社會穩(wěn)定、構(gòu)造市場經(jīng)濟(jì)主體的重要力量,在實(shí)現(xiàn)經(jīng)濟(jì)復(fù)蘇、優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)、科技創(chuàng)新、緩解就業(yè)壓力等方面,發(fā)揮著越來越重要的作用。如何保障小微企業(yè)生存乃至可持續(xù)發(fā)展尤為重要,是中國經(jīng)濟(jì)必須持續(xù)重視與研究的課題。人才是企業(yè)生存乃至發(fā)展的根本。對于小微企業(yè)來說,人才尤為重要。企業(yè)所有的創(chuàng)新、研發(fā)、成果都是由企業(yè)中的人來創(chuàng)造,把人力創(chuàng)新、科技研發(fā)、智慧資源作為有價值的經(jīng)濟(jì)資源,從而形成各種具有創(chuàng)新性的研究、設(shè)計、發(fā)明和管理,形成企業(yè)獨(dú)一無二的知識資產(chǎn)。這些企業(yè)的知識資產(chǎn)將比傳統(tǒng)的企業(yè)原材料、設(shè)備、廠房等有形資產(chǎn)更有價值,可為企業(yè)帶來巨大規(guī)模的經(jīng)濟(jì)財富和效益增值。因此,小微企業(yè)的人才培訓(xùn)和發(fā)明創(chuàng)新就顯得尤其重要。我們必須在人才的培養(yǎng)、知識傳播、培訓(xùn)引導(dǎo)以及管理的創(chuàng)新等方面做出不懈的努力,克服當(dāng)前小微企業(yè)面臨的各種困難,為企業(yè)快速發(fā)展和可持續(xù)發(fā)展創(chuàng)造價值。深圳是我國最早改革開放的經(jīng)濟(jì)特區(qū),是中國南部的經(jīng)濟(jì)中心城市,也是金融中心、貿(mào)易中心、科技創(chuàng)新中心和航運(yùn)中心,是與北京、上海、廣州并列的一線城市。深圳的注冊企業(yè)90%以上為民營企業(yè),這些民營企業(yè)大多屬于小微企業(yè),因此未來深圳的可持續(xù)發(fā)展將與小微企業(yè)的成長和壯大密不可分。根據(jù)調(diào)查研究情況來看,深圳市絕大多數(shù)的小微企業(yè)并沒有系統(tǒng)地來開展企業(yè)培訓(xùn)工作,或者壓根就不重視企業(yè)培訓(xùn)工作,或者還不知道如何有效地開展企業(yè)培訓(xùn),從而導(dǎo)致人才的流動率居高不下,產(chǎn)業(yè)知識難以深入的挖掘和傳播,企業(yè)經(jīng)營和管理經(jīng)驗(yàn)難以得以傳承。綜上所述,如何來幫助小微企業(yè)茁壯成長就顯得尤為迫切和重要了,本研究報告就是在此背景下萌發(fā)、產(chǎn)生和撰寫的。本文以深圳市小微企業(yè)員工培訓(xùn)模式研究為課題,采用深圳市小微企業(yè)為樣本,通過多種方式來調(diào)查小微企業(yè)的培訓(xùn)狀況,總結(jié)和提煉出小微企業(yè)在開展培訓(xùn)過程中所存在的問題,深入分析其原因,并將國內(nèi)外先進(jìn)的培訓(xùn)理論與作者的實(shí)際工作經(jīng)驗(yàn)相結(jié)合,提出了小微企業(yè)培訓(xùn)管理的改進(jìn)建議。本文通過調(diào)研發(fā)現(xiàn),深圳小微企業(yè)的主要問題是對于培訓(xùn)的認(rèn)識不足,缺少相關(guān)培訓(xùn)理論,組織內(nèi)各角色的定位不明確,培訓(xùn)需求分析不夠,培訓(xùn)方法單一重復(fù),培訓(xùn)評估不完善,最終嚴(yán)重影響了培訓(xùn)成效,也導(dǎo)致企業(yè)員工和管理層對培訓(xùn)的態(tài)度冷漠,感覺培訓(xùn)可有可無。這一現(xiàn)象產(chǎn)生的根本原因是大多數(shù)小微企業(yè)面臨著巨大的生存發(fā)展壓力,人財物資源有限,往往培訓(xùn)資源不足,很難吸引培訓(xùn)人才,最終導(dǎo)致培訓(xùn)管理不到位。因此,作者認(rèn)為研究深圳小微企業(yè)的有效培訓(xùn)模式,應(yīng)該基于一個核心的問題,即如何能夠在節(jié)省成本、不浪費(fèi)資源的基礎(chǔ)上,作出有效的培訓(xùn)。所以,深圳小微企業(yè)要構(gòu)建有效的培訓(xùn)模式,必須從三個維度入手組建,即學(xué)習(xí)文化、組織結(jié)構(gòu)和管理流程,然后提出具體對策和有效改造措施。本文著力點(diǎn)是深圳市廣大小微企業(yè),深入調(diào)查了深圳市小微企業(yè)的培訓(xùn)現(xiàn)狀和存在的問題,其研究的理論基礎(chǔ)是當(dāng)前國內(nèi)外最新的企業(yè)管理和培訓(xùn)學(xué)習(xí)理論,結(jié)合本人的實(shí)際工作經(jīng)驗(yàn),將其融入到科技創(chuàng)新技術(shù)與創(chuàng)新思維之中,將有關(guān)企業(yè)培訓(xùn)管理的理論進(jìn)一步豐富和完善,形成可為深圳市小微企業(yè)培訓(xùn)管理借鑒和參考的理論體系,為深圳市小微企業(yè)員工培訓(xùn)模式的不斷探索做出積極貢獻(xiàn)。
