【摘要】：自20世紀(jì)90年代起,全球經(jīng)濟社會開始發(fā)生深刻而復(fù)雜的轉(zhuǎn)變,世界經(jīng)濟一體化迅猛發(fā)展。河北省從20世紀(jì)80年代開始進行對外投資,以期達到提高其經(jīng)濟地位的目的。然而,由于河北省的經(jīng)濟發(fā)展水平較低,且一直沒有良好的機會來助力河北企業(yè)的“走出去”,故而河北省的“走出去”戰(zhàn)略并沒有取得顯著成效。2015年兩會期間,“一帶一路”聲名鵲起,應(yīng)者云集�！耙粠б宦贰毖鼐�涉及國家大多為發(fā)展中國家,有迫切的城市基礎(chǔ)設(shè)施、公共物品的建設(shè)需求,從而對建材產(chǎn)品形成了巨大的有效需求。一些主要建筑材料如水泥、鋼、鐵、玻璃等,都面臨難得的發(fā)展機遇。這些行業(yè)又恰恰是河北省的優(yōu)勢,“一帶一路”戰(zhàn)略給河北省企業(yè)“走出去”帶來了難得的發(fā)展機遇。2015年03月28日,國家發(fā)展與改革委員會、外交部、商務(wù)部聯(lián)合發(fā)布“一帶一路”建設(shè)的總體規(guī)劃,即《推動共建絲綢之路經(jīng)濟帶和21世紀(jì)海上絲綢之路的愿景與行動》(以下簡稱《愿景與行動》),《愿景與行動》重點圈定18個省,明確提及28個省,河北卻成了僅有的三顆遺珠之一。雖未被納入“一帶一路”核心區(qū)域,但河北省也已明確表態(tài),將積極融入“一帶一路”建設(shè)。[1]本文以河北省“走出去”和國家“一帶一路”發(fā)展戰(zhàn)略為切入點,研究兩者可以發(fā)生對接的可能性。河北省要想搭乘“一帶一路”發(fā)展快車,自身存在著哪些優(yōu)勢,應(yīng)如何去利用。與此同時,又有哪些挑戰(zhàn)擺在面前,應(yīng)如何去應(yīng)對克服。本文首先列明“一帶一路”戰(zhàn)略提出的背景和核心內(nèi)涵�！耙粠б宦贰睉�(zhàn)略提出后,得到了戰(zhàn)略所及沿線各區(qū)域國家和地區(qū)以及國內(nèi)相關(guān)地區(qū)的熱烈響應(yīng),各方政府都嚴(yán)陣以待,躍躍欲試,“一帶一路”發(fā)展勢頭良好。接下來本文繼續(xù)分析河北省目前“走出去”的實施情況。河北省目前觸及的對外直接投資領(lǐng)域主要包括水泥、鋼鐵、玻璃、裝備、新能源等的20余行業(yè)。從主體結(jié)構(gòu)來看,河北積極“走出去”的企業(yè)已逐漸形成了先鋒隊(省級鋼、能源等企業(yè))、中流砥柱(優(yōu)秀民營企業(yè))、和后生力量(縣級支柱企業(yè))層次分明,結(jié)構(gòu)牢固的陣營,此結(jié)構(gòu)為河北省企業(yè)“走出去”的持續(xù)發(fā)展提供了可靠的保證。河北省高度重視自己的“走出去”事業(yè),于上世紀(jì)80年代就有了相關(guān)的發(fā)展規(guī)劃。但由于各種歷史的、國情的、自身的因素,“走出去”一直沒有很好的發(fā)展起來。比如,產(chǎn)業(yè)結(jié)構(gòu)不合理矛盾比較突出,大項目偏少,對于到哪些國家和地區(qū)投資拿捏不準(zhǔn),投資區(qū)域過度集中,“走出去”缺乏整體規(guī)劃,保障機制不完善,缺乏資金等狀況,都限制了河北省企業(yè)的“走出去”。[14]河北省在完善自身的基礎(chǔ)上需要一些機遇來促進自己的發(fā)展,而“一帶一路”就是現(xiàn)實情況下最好的機遇。故而文章接下來的分析就將河北省“走出去”戰(zhàn)略和國家的“一帶一路”發(fā)展戰(zhàn)略結(jié)合在一起,具體分析河北省“走出去”在對接國家“一帶一路”發(fā)展戰(zhàn)略時的機遇,如河北省具有的優(yōu)勢產(chǎn)業(yè)——鋼鐵、水泥、玻璃等,都是“一帶一路”建設(shè)過程中所必須的原材料。面對這樣好的機遇我們應(yīng)提高全球化意識,在充分認(rèn)識自身優(yōu)勢的基礎(chǔ)上不斷完善自我,盡力而為,不讓好機會擦肩而過。接下來分析與機遇并行的風(fēng)險和挑戰(zhàn),如國家層面的,來自其他國家的不和諧、不友好的因素,以及企業(yè)層面的缺乏資金、缺乏經(jīng)驗等問題,這些問題都應(yīng)該是國家、各級政府和企業(yè)聯(lián)合起來,協(xié)同共進,共同克服。只有這樣,河北省企業(yè)才能充分發(fā)揮自身優(yōu)勢,才能有效抓住機遇,實現(xiàn)自身“走出去”的健康發(fā)展。
