【摘要】:市場稽查員是我國煙草專賣局落實行使國家法律法規(guī)、維持煙草行業(yè)秩序的首要操作者,是煙草專賣局的核心業(yè)務(wù)構(gòu)成員工。按照執(zhí)法者的構(gòu)成來說,稽查員人員眾多、站在首要執(zhí)法一線,不論是煙草行業(yè)法律規(guī)章的準(zhǔn)確執(zhí)行,還是煙草企業(yè)執(zhí)法公正的外在表現(xiàn),都由他們的技能和素養(yǎng)直接決定,在煙草行業(yè)領(lǐng)域維系公正環(huán)境有著舉重若輕的地位。鑒于市場稽查員在煙草專賣局中所處的特殊地位,提高市場稽查員崗位勝任能力、建立針對其有效的培訓(xùn)管理體系對企業(yè)未來的發(fā)展、提高核心競爭力至關(guān)重要。本文選取遼源市煙草專賣局市場稽查員作為研究對象。首先,通過對市場稽查員崗位員工進行問卷調(diào)查,對調(diào)查結(jié)果進行整理分析,深入了解企業(yè)市場稽查員的崗位特點,并結(jié)合遼源市煙草專賣局人力資源現(xiàn)狀,分析現(xiàn)有其崗位培訓(xùn)系統(tǒng)還有諸多問題,提出根據(jù)勝任力模型來構(gòu)建市場稽查員的培訓(xùn)體系。其次,基于勝任力和勝任力模型等相關(guān)理論,結(jié)合前人研究成果,圍繞遼源市煙草專賣局的具體工作實際,構(gòu)建市場稽查員的勝任力模型,開展各種勝任特征的評估,按照崗位需求勝任能力與現(xiàn)有勝任力作比較,尋找距離,再對比現(xiàn)有的培訓(xùn)系統(tǒng),進行依據(jù)勝任能力的培訓(xùn)需求調(diào)研分析,制定包括培訓(xùn)目標(biāo)、培訓(xùn)內(nèi)容、培訓(xùn)方法等內(nèi)容的詳細(xì)可行的培訓(xùn)計劃,完善培訓(xùn)實施,最后開展能夠提升勝任力的培訓(xùn)評估,建立科學(xué)的基于勝任力模型的培訓(xùn)體系。本文以理論和實踐相結(jié)合,充分發(fā)揮勝任力模型在煙草市場稽查員培訓(xùn)管理中的作用,主要針對基于勝任力模型培訓(xùn)體系的研究思路和實際運用進行闡述,設(shè)計與遼源市煙草專賣局企業(yè)環(huán)境相適應(yīng)的培訓(xùn)流程,建立依據(jù)勝任力模型的市場稽查員培訓(xùn)管理系統(tǒng),進而完善遼源市煙草專賣局的市場稽查員崗位的培訓(xùn)體系。本研究的理論探索、培訓(xùn)體系的構(gòu)建,將為遼源市煙草專賣局市場稽查員培訓(xùn)管理提供科學(xué)的、現(xiàn)實的參考。
[Abstract]:The market inspector is the chief operator of the enforcement of national laws and regulations to maintain the order of the tobacco industry in China's Tobacco Monopoly Bureau and the core business staff of the Tobacco Monopoly Bureau.According to the composition of the law enforcers, inspectors are numerous and stand on the first line of law enforcement. Whether it is the accurate implementation of the laws and regulations of the tobacco industry or the external performance of the tobacco enterprises' law enforcement justice, they are directly determined by their skills and literacy.In the tobacco industry to maintain a fair environment has a light weight.In view of the special position of the market inspector in the tobacco monopoly bureau, it is very important to improve the post competence of the market inspector and establish an effective training management system for the future development of the enterprise and the improvement of the core competitiveness.This article selects the market inspector of the tobacco monopoly bureau of Liaoyuan as the research object.First of all, through the market inspector post staff questionnaire survey, the investigation result carries on the arrangement analysis, deeply understands the enterprise market inspector's post characteristic, and unifies the Liaoyuan tobacco monopoly bureau human resources present situation,Based on the analysis of many problems in the existing job training system, a training system for market inspectors is proposed according to competency model.Secondly, based on competency and competency model and other relevant theories, combined with previous research results, around the specific work of Liaoyuan Tobacco Monopoly Bureau, build the competency model of market inspectors, carry out a variety of competency assessment.Compare the competency of the post with the existing competency, find the distance, compare the existing training system, investigate and analyze the training needs according to the competency, formulate the training target, training content,The detailed and feasible training plan of the training method and so on, perfect the training implementation, finally carry out the training evaluation which can enhance the competence, establish the scientific training system based on the competency model.This paper combines theory and practice to give full play to the role of competency model in the training management of inspectors in tobacco market. It mainly expounds the research ideas and practical application of training system based on competency model.This paper designs the training process adapted to the enterprise environment of Liaoyuan Tobacco Monopoly Bureau, establishes the training management system of market inspector based on competency model, and then consummates the training system of market inspector post in Liaoyuan Tobacco Monopoly Bureau.The theoretical exploration and the construction of training system in this study will provide scientific and realistic reference for the training management of market inspectors in Liaoyuan Tobacco Monopoly Bureau.
