【摘要】：隨著世界經(jīng)濟多元化、一體化格局的形成和發(fā)展,各國都在致力于探索和實施“走出去”戰(zhàn)略,尤其黨中央十八大精神和“一帶一路”(絲綢之路經(jīng)濟帶和21世紀海上絲綢之路)戰(zhàn)略的實施為中國企業(yè)帶來了新一輪“走出去”的機遇。中國對外承包工程企業(yè)海外業(yè)務發(fā)展迅猛,國際競爭力顯著提升。業(yè)務規(guī)模的擴大和項目復雜程度的增加對企業(yè)的管理能力提出更高要求。中國對外承包工程企業(yè)在“走出去”的過程已經(jīng)積累了一定的經(jīng)驗,擁有較豐富的國際工程管理經(jīng)驗,但是與國際大承包商相比還存在一定的差距。我國現(xiàn)有的對外承包工程項目物資采購管理模式中,物資供給結構比較松散、物資采購管理比較粗放,缺乏系統(tǒng)性的規(guī)劃和綜合性的運作,很難滿足工程項目物資的大規(guī)模采購要求。因此,加強我國對外承包工程物資采購管理研究很有必要。筆者通過分析對外承包工程項目物資采購管理特點及發(fā)生問題根源,并提出了相應的物資懫購管理方案,在提高物資懫購效率的同時降低物資采購金額,在保證滿足項目物資質量要求和數(shù)量需求的基礎上,達到了節(jié)約物資懫購成本的目的,提高對外承包工程項目的經(jīng)濟效益。
[Abstract]:With the diversification of the world economy and the formation and development of the integration pattern, all countries are devoting themselves to exploring and implementing the "going out" strategy. In particular, the spirit of the 18th National Congress of the CPC Central Committee and the implementation of the strategy of "Belt and Road" (Silk Road Economic Belt and 21st Century Maritime Silk Road) have brought a new round of opportunities for Chinese enterprises to "go out". Overseas business is growing rapidly, The expansion of business scale and the increase of project complexity have put forward higher requirements on the management ability of enterprises. China's foreign contracting engineering enterprises have accumulated certain experience in the process of "going out". It has rich experience in international engineering management, but there is still a certain gap compared with the large international contractors. In the current procurement management mode of foreign contracting projects, the material supply structure is relatively loose. Material procurement management is relatively extensive, lack of systematic planning and comprehensive operation, it is difficult to meet the requirements of large-scale procurement of materials in engineering projects. It is necessary to strengthen the research on the procurement management of foreign contracting engineering materials in our country. By analyzing the characteristics and the root causes of the problems, the author puts forward the corresponding material purchase management scheme. On the basis of improving the efficiency of material purchasing and reducing the purchase amount of materials, and on the basis of satisfying the quality requirements and quantity requirements of the project, the purpose of saving the material purchase cost and improving the economic benefit of the project contracted out to foreign countries is achieved.
