【摘要】:在經(jīng)濟(jì)全球化的大背景下,中國“一帶一路”戰(zhàn)略對國內(nèi)企業(yè)承接國際工程項目的融資與設(shè)備原材料出口給予了大量優(yōu)惠政策,我國大型工程建設(shè)企業(yè)借勢選擇“走出去”參與國際工程項目承包市場的競爭,經(jīng)過數(shù)十年的經(jīng)驗積累和技術(shù)發(fā)展,我國企業(yè)承包國際工程項目的建設(shè)水平和高性價比使其在國際市場占據(jù)了一席之地。但隨著傳統(tǒng)的國際工程項目承包方式由DDB(Design-Bid-Build,設(shè)計-招標(biāo)-建設(shè))模式、DB(Design-Build,設(shè)計-建造)模式向EPC(Engineer-Procure-Construct,設(shè)計-采購-施工)模式轉(zhuǎn)變,業(yè)主對工程承包商的要求從單純的工程質(zhì)量和成本提升到了項目管理水平和專業(yè)化服務(wù)水平這樣更高的層次,同時也為企業(yè)承包國際工程項目帶了更大的風(fēng)險。為了降低項目管理上的壓力和風(fēng)險,越來越多的業(yè)主和EPC承包方愿意將工程中大型機(jī)電設(shè)備的設(shè)計、采購、物流以及現(xiàn)場安裝調(diào)試等環(huán)節(jié)分包給一個或多個專門的設(shè)備成套部門和企業(yè),一些傳統(tǒng)的工程承包企業(yè)也開始開發(fā)并重視設(shè)備成套業(yè)務(wù)。本文從設(shè)備成套項目承包方的視角,首先詳細(xì)總結(jié)EPC承包模式和設(shè)備成套項目的內(nèi)容和特點,并分析中國工程承包企業(yè)作為EPC承包方進(jìn)行設(shè)備成套業(yè)務(wù)分包的原因和需求。然后對設(shè)備成套項目承包企業(yè)的類型以及各自的優(yōu)勢進(jìn)行了分析。接下來以設(shè)計為核心的設(shè)備成套項目承包方為例,通過分析供應(yīng)鏈中設(shè)備、資金以及信息流通的內(nèi)容和特點,構(gòu)建了設(shè)備成套項目的供應(yīng)鏈模式。最后以中國電建集團(tuán)中南勘測設(shè)計研究院承包設(shè)備成套項目的經(jīng)驗為例,借助本文所構(gòu)建的供應(yīng)鏈模式解析了供應(yīng)鏈管理思想在其企業(yè)設(shè)備成套項目發(fā)展中的應(yīng)用以及目前面臨的問題,并提出了實現(xiàn)項目供應(yīng)鏈信息化管理、采用供應(yīng)鏈流程精細(xì)化的質(zhì)量管理方法和構(gòu)建與供應(yīng)商的合作伙伴關(guān)系等幾點優(yōu)化意見。
[Abstract]:Against the backdrop of economic globalization, China's "Belt and Road" strategy has given a large number of preferential policies to domestic enterprises to undertake financing for international engineering projects and export equipment raw materials. Large engineering construction enterprises in China have seized the opportunity to "go out" and participate in the competition in the international engineering project contracting market. After decades of experience accumulation and technological development, The level of construction of international engineering projects contracted by Chinese enterprises and their high cost performance ratio make them occupy a place in the international market. However, with the traditional international project contracting mode, DDB-Design-Bid-Build, Design-Build- design, Design-Build-. Construction) mode to EPCG Engineer-Databre-Construct, Design-Purchasing-Construction) model, The requirements of the project contractor have been raised from simple engineering quality and cost to a higher level such as project management level and specialized service level. In order to reduce the pressure and risk of project management, more and more owners and EPC contractors are willing to design and purchase large mechanical and electrical equipment. Logistics and on-site installation and commissioning are subcontracted to one or more specialized equipment complete sets of departments and enterprises. Some traditional engineering contracting enterprises have also begun to develop and attach importance to equipment complete sets of business. First of all, the contents and characteristics of EPC contracting mode and complete set of equipment projects are summarized in detail. It also analyzes the reason and demand of Chinese engineering contracting enterprises as EPC contractor to carry out complete equipment business subcontracting. Then, it analyzes the types and respective advantages of equipment complete project contracting enterprises. As an example, the contractor of the core equipment set project, By analyzing the contents and characteristics of equipment, capital and information flow in the supply chain, the supply chain model of the complete equipment project is constructed. Finally, the experience of the complete equipment contract project in Zhongnan Survey and Design Research Institute of China Electric Power Construction Group is taken as an example. With the aid of the supply chain model constructed in this paper, the paper analyzes the application of supply chain management in the development of enterprise equipment complete sets of projects and the problems faced at present, and puts forward the realization of project supply chain information management. The quality management method of supply chain process and the construction of partnership with suppliers are adopted to optimize the quality management.
