【摘要】：產(chǎn)學(xué)研創(chuàng)新聯(lián)盟的穩(wěn)定發(fā)展對我國自主創(chuàng)新能力的提高具有重要推動作用。從政府資助、政府減免稅收和政府考核3種政府治理途徑入手,建立企業(yè)、學(xué)研機構(gòu)和政府三方博弈的動態(tài)復(fù)制方程,據(jù)此對產(chǎn)學(xué)研創(chuàng)新聯(lián)盟穩(wěn)定性進(jìn)行分析。同時,運用Matlab7.0軟件進(jìn)行模擬仿真,結(jié)果表明:在政府治理下,企業(yè)和學(xué)研機構(gòu)相互促進(jìn)、相互帶動,雙方均向有利于產(chǎn)學(xué)研創(chuàng)新聯(lián)盟穩(wěn)定的方向演化,并最終保持穩(wěn)定,使得企業(yè)和學(xué)研機構(gòu)間的合作創(chuàng)新上升為協(xié)同創(chuàng)新關(guān)系;當(dāng)企業(yè)和學(xué)研機構(gòu)的合作處于協(xié)同創(chuàng)新的良性發(fā)展時,則無需政府治理,此時政府會退出治理。
[Abstract]:The steady development of industry, university and research innovation alliance plays an important role in promoting the improvement of our country's independent innovation ability. On the basis of the dynamic replication equation of the tripartite game between the academic research institution and the government, the stability of the innovation alliance between industry, university and research is analyzed. At the same time, the simulation is carried out by using Matlab7.0 software. The results show that under the government governance, the enterprises and the research institutions promote each other. Mutual drive, both sides to the direction of stability in favor of innovation alliance, and ultimately maintain stability, so that the cooperative innovation between enterprises and research institutions rose to a cooperative innovation relationship; When the cooperation between enterprises and research institutions is in the benign development of collaborative innovation, there is no need for government governance, and the government will withdraw from governance.
