【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展和社會(huì)的不斷進(jìn)步,我國(guó)大量興建高速鐵路,高速鐵路的成功建設(shè)和運(yùn)營(yíng)標(biāo)志著我國(guó)鐵路正式進(jìn)入了高鐵時(shí)代。高速鐵路工程建設(shè)耗資巨大,其中物資采購(gòu)費(fèi)用占到了總成本的60%以上,做好對(duì)物資采購(gòu)的管理對(duì)于成本的控制至關(guān)重要。我國(guó)高速鐵路建設(shè)有著里程長(zhǎng)、工期緊、質(zhì)量要求高等特點(diǎn),這就對(duì)高速鐵路物資采購(gòu)提出了更高的要求,做好物資采購(gòu)管理工作是實(shí)現(xiàn)高速鐵路工程進(jìn)度、質(zhì)量和成本等方面管理目標(biāo)的重要保障。供應(yīng)商是物資采購(gòu)供應(yīng)的上游主體,供應(yīng)商的選擇對(duì)于工程項(xiàng)目至關(guān)重要。將物資供應(yīng)商納入管理范疇,實(shí)行對(duì)供應(yīng)商源頭把關(guān),對(duì)合格供應(yīng)商的選擇評(píng)價(jià)的過程進(jìn)行研究,確�？茖W(xué)公正;同時(shí)對(duì)于合作供應(yīng)商的履約情況進(jìn)行客觀的分析評(píng)價(jià),督促管理其及時(shí)高效的完成合同任務(wù),對(duì)高速鐵路建設(shè)具有重要的意義。本文以高速鐵路建設(shè)甲控物資的供應(yīng)商為研究對(duì)象,總結(jié)分析了供應(yīng)商評(píng)價(jià)指標(biāo)和評(píng)價(jià)方法的國(guó)內(nèi)外研究現(xiàn)狀。根據(jù)高速鐵路建設(shè)甲控物資特點(diǎn),結(jié)合評(píng)價(jià)指標(biāo)設(shè)置的原則,對(duì)甲控物資供應(yīng)商準(zhǔn)入的影響因素和績(jī)效評(píng)價(jià)影響因素進(jìn)行了分析,建立了高速鐵路甲控物資供應(yīng)商準(zhǔn)入評(píng)價(jià)指標(biāo)體系和高速鐵路甲控物資績(jī)效評(píng)價(jià)指標(biāo)體系,并對(duì)每一指標(biāo)進(jìn)行了量化方法的設(shè)置。隨后建立了層次分析的結(jié)構(gòu)模型,結(jié)合9標(biāo)度法構(gòu)造了準(zhǔn)入評(píng)價(jià)指標(biāo)和績(jī)效評(píng)價(jià)指標(biāo)的兩兩判斷矩陣,通過計(jì)算得到了甲控物資供應(yīng)商準(zhǔn)入指標(biāo)權(quán)重和績(jī)效評(píng)價(jià)指標(biāo)權(quán)重。最后,應(yīng)用這兩個(gè)評(píng)價(jià)體系,對(duì)CY高速鐵路的供應(yīng)商進(jìn)行了評(píng)價(jià),驗(yàn)證了這兩個(gè)體系的科學(xué)性和先進(jìn)性。
[Abstract]:With the rapid development of our economy and the continuous progress of our society, a large number of high-speed railways have been built in our country. The successful construction and operation of high-speed railway marks that our railway has entered the era of high-speed rail. The construction of high-speed railway project costs a lot of money. The cost of material procurement accounts for more than 60% of the total cost, and the management of material procurement is very important to the cost control. The construction of high-speed railway in China is characterized by long mileage, tight construction period, high quality requirements, etc. This puts forward higher requirements for material procurement of high-speed railway, and good material procurement and management is an important guarantee to achieve the management objectives of high speed railway project in terms of progress, quality and cost, etc. Suppliers are the upstream main body of material procurement and supply. The selection of suppliers is very important for engineering projects. The material suppliers should be brought into the scope of management, the source of suppliers should be checked, and the process of selection and evaluation of qualified suppliers should be studied in order to ensure scientific and fair. At the same time, conduct objective analysis and evaluation on the performance of the cooperative suppliers, urge the management to complete the contract tasks in a timely and efficient manner, It is of great significance to the construction of high-speed railway. This paper summarizes and analyzes the research status of supplier evaluation index and evaluation method at home and abroad. According to the characteristics of A & C materials in the construction of high speed railway, combined with the principle of setting evaluation index, Based on the analysis of the influencing factors and the performance evaluation factors of the A-control material supplier, the index system of the high-speed railway A-control material supplier's admittance evaluation and the high-speed railway A-control material performance evaluation index system are established. The quantitative method of each index is set up, and then the structure model of AHP is established, and the pairwise judgment matrix of admission evaluation index and performance evaluation index is constructed with 9 scale method. The weight of admission index and performance evaluation index are obtained by calculation. Finally, applying these two evaluation systems, the supplier of CY high-speed railway is evaluated, which verifies the scientific and advanced nature of the two systems.
