基于SFA的湖北省高技術(shù)專利產(chǎn)業(yè)化效率評價(jià)研究

【摘要】:近年來,湖北省出臺了一系列政策和措施,鼓勵高技術(shù)產(chǎn)業(yè)RD成果轉(zhuǎn)化,高技術(shù)產(chǎn)業(yè)創(chuàng)新環(huán)境進(jìn)一步優(yōu)化。依托雄厚的科教創(chuàng)新資源和創(chuàng)新政策,湖北省高技術(shù)產(chǎn)業(yè)創(chuàng)新成果突出,但是其專利產(chǎn)業(yè)化受到市場、企業(yè)性質(zhì)、政策等因素的影響而進(jìn)程緩慢。對于湖北省高技術(shù)專利產(chǎn)業(yè)化效率的評價(jià),更加深入分析湖北省高技術(shù)產(chǎn)業(yè)短板,有利于湖北省進(jìn)一步落實(shí)創(chuàng)新政策,建設(shè)“創(chuàng)新型湖北”。本文以2005-2014年湖北省高技術(shù)產(chǎn)業(yè)專利成果為研究對象,基于隨機(jī)前沿分析方法,選取新產(chǎn)品銷售收入和專利申請量的比值作為產(chǎn)出變量,RD人員全時(shí)當(dāng)量和RD經(jīng)費(fèi)內(nèi)部支出作為投入變量,市場和企業(yè)性質(zhì)以及政府激勵作為影響因子,構(gòu)建超越對數(shù)的生產(chǎn)函數(shù),運(yùn)用Frontier4.1對數(shù)據(jù)進(jìn)行處理和運(yùn)算,得出以下結(jié)論:從效率均值來看,醫(yī)藥制造業(yè)的專利產(chǎn)業(yè)化效率值最高,電子及通信設(shè)備制造業(yè)、電子計(jì)算機(jī)及辦公設(shè)備制造業(yè)和醫(yī)療設(shè)備及儀器儀表制造業(yè)居中,而航天航空制造業(yè)較低;在不同的滯后期假定下,湖北省高技術(shù)專利產(chǎn)業(yè)化效率也有所變化,人力和資本要素的投入發(fā)揮作用實(shí)現(xiàn)最優(yōu)的資源配置存在一定的滯后期;市場對于湖北省高技術(shù)專利產(chǎn)業(yè)化效率作用突出,企業(yè)性質(zhì)在一定程度上影響著專利產(chǎn)業(yè)化效率,而政府資金在湖北省高技術(shù)專利產(chǎn)業(yè)化進(jìn)程中并未完全發(fā)揮其作用。
[Abstract]:In recent years, Hubei Province has issued a series of policies and measures to encourage the transformation of R D achievements in high-tech industries, further optimize the innovation environment of high-tech industries, and rely on abundant scientific and educational innovation resources and innovation policies. The innovation achievement of high-tech industry in Hubei Province is outstanding, but its patent industrialization is influenced by market, enterprise nature, policy and so on. A more in-depth analysis of Hubei's high-tech industry will be beneficial to the further implementation of innovative policies and the construction of "innovative Hubei". This paper takes the patent achievements of Hubei's high-tech industries from 2005 to 2014 as the research object, based on the stochastic frontier analysis method. The ratio of new product sales income to patent application is chosen as the output variable, the full-time equivalent of R D personnel and the internal expenditure of R D funds are taken as input variables, and the market and enterprise nature and government incentives are taken as the influencing factors. This paper constructs a production function beyond logarithm, processes and calculates the data by using Frontier4.1, and draws the following conclusions: the efficiency of patent industrialization of pharmaceutical manufacturing industry is the highest, and the manufacturing of electronic and communication equipment is the highest in terms of the average efficiency. The electronic computer and office equipment manufacturing industry and the medical equipment and instrumentation manufacturing industry are in the middle, while the aerospace and aviation manufacturing industries are relatively low. Under different postlag assumptions, the efficiency of the industrialization of high-tech patents in Hubei Province has also changed. The investment of manpower and capital has a certain lag in realizing the optimal allocation of resources, the market plays a prominent role in the industrialization of high-tech patents in Hubei Province, and the nature of enterprises affects the efficiency of patent industrialization to a certain extent. However, government funds have not played a full role in the industrialization of high-tech patents in Hubei Province.
