【摘要】:在知識(shí)經(jīng)濟(jì)時(shí)代,人力資源作為企業(yè)的首要資源,關(guān)系到企業(yè)的未來發(fā)展、企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn)。企業(yè)的人力資源管理已由傳統(tǒng)的職能管理階段逐步上升到戰(zhàn)略性人力資源管理階段,而人力資源規(guī)劃作為人力資源管理的基礎(chǔ)性工作,是企業(yè)戰(zhàn)略與人力資源管理之間的承接口,顯得更為重要。旅游業(yè)是當(dāng)今世界發(fā)展最迅速、最具發(fā)展?jié)摿Φ男屡d行業(yè)之一,在國(guó)民經(jīng)濟(jì)中的地位日益顯現(xiàn)。SB旅游集團(tuán)是云南省旅游龍頭企業(yè),為發(fā)揮國(guó)有企業(yè)的引領(lǐng)作用,在“一帶一路”戰(zhàn)略布局下努力實(shí)現(xiàn)云南旅游強(qiáng)省的目標(biāo),SB旅游集團(tuán)制訂了建立以旅游業(yè)和現(xiàn)代服務(wù)業(yè)為主的綜合性大型旅游企業(yè)集團(tuán)的戰(zhàn)略目標(biāo)。如何構(gòu)建戰(zhàn)略性人力資源規(guī)劃體系保障企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn),成為企業(yè)的當(dāng)務(wù)之急。本文在吸收國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,對(duì)人力資源規(guī)劃的發(fā)展趨勢(shì)和戰(zhàn)略性人力資源管理體系的建立,以及戰(zhàn)略性人力資源規(guī)劃的意義和作用進(jìn)行了較為深入的分析研究。通過對(duì)國(guó)內(nèi)外戰(zhàn)略性人力資源管理的理論研究,指出戰(zhàn)略性人力資源管理是新經(jīng)濟(jì)時(shí)代企業(yè)人力資源管理的必然趨勢(shì)。本文采取理論分析和實(shí)證應(yīng)用相結(jié)合的研究方法,結(jié)合SB旅游集團(tuán)的基本情況、“十三五”戰(zhàn)略目標(biāo)和人力資源管理現(xiàn)狀,以旅游企業(yè)面臨的宏觀環(huán)境和SB旅游集團(tuán)人力資源管理自身的內(nèi)部環(huán)境為前提,依據(jù)現(xiàn)有人力資源配置情況,找準(zhǔn)SB旅游集團(tuán)人力資源管理中存在的問題和工作重點(diǎn),多方面聽取下屬企業(yè)領(lǐng)導(dǎo)和集團(tuán)領(lǐng)導(dǎo)的意見和看法,運(yùn)用數(shù)據(jù)統(tǒng)計(jì)的方法對(duì)收集數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析,通過內(nèi)外部環(huán)境分析,對(duì)SB旅游集團(tuán)“十三五”期間戰(zhàn)略性人力資源規(guī)劃進(jìn)行了設(shè)計(jì),并完善實(shí)施的條件和策略,建立規(guī)劃實(shí)施的保障體系,指導(dǎo)SB旅游集團(tuán)“十三五”期間人力資源職能戰(zhàn)略的實(shí)現(xiàn)。本文的研究成果從理論到實(shí)踐,具有清楚的邏輯性與極大的實(shí)操性,無論對(duì)理論工作者及實(shí)際工作者都有很好的參考價(jià)值。
[Abstract]:In the era of knowledge economy, human resources, as the primary resources of enterprises, are related to the future development of enterprises. The realization of the enterprise strategic goal. The human resource management of the enterprise has gradually risen from the traditional function management stage to the strategic human resource management stage, and the human resource planning is the basic work of the human resources management. Tourism is one of the most rapid and potential emerging industries in the world. The position in the national economy is increasingly apparent. SB Tourism Group is the leading tourism enterprise in Yunnan Province, in order to give full play to the leading role of state-owned enterprises. Under the strategic layout of "Belt and Road", we have worked hard to achieve the goal of a strong tourism province in Yunnan. SB Tourism Group has formulated the strategic goal of establishing a comprehensive large tourism enterprise group with tourism and modern service industry as the main body. How to build up the war. The strategic human resource planning system ensures the realization of the strategic objectives of the enterprise, On the basis of absorbing the domestic and foreign related research results, this paper aims at the development trend of human resource planning and the establishment of strategic human resource management system. And the significance and function of strategic human resource planning are analyzed and studied deeply. Through the theoretical research of strategic human resource management at home and abroad, It is pointed out that strategic human resource management is the inevitable trend of enterprise human resource management in the new economic era. Combined with the basic situation of SB Tourism Group, the strategic objectives of the 13th Five-Year Plan and the present situation of human resources management are based on the macro environment faced by tourism enterprises and the internal environment of human resources management of SB tourism group. According to the present situation of human resource allocation, we can find out the problems and key points in the human resource management of SB Tourism Group, and listen to the opinions and opinions of the subordinate enterprise leaders and group leaders from many aspects. Through the analysis of internal and external environment, the strategic human resource planning of SB Tourism Group during the 13th Five-Year Plan period is designed, and the conditions and strategies for its implementation are improved. Establishing the guarantee system of planning implementation, guiding the realization of the function strategy of human resources during the 13th Five-Year Plan period of SB Tourism Group. The research results of this paper are clear logic and great practical operation from theory to practice. Both theoretical and practical workers have a good reference value.
