內(nèi)蒙古地區(qū)大學(xué)生創(chuàng)業(yè)支持體系的現(xiàn)狀調(diào)查及改進策略研究

【摘要】:創(chuàng)業(yè)對促進經(jīng)濟增長、擴大就業(yè)容量和推動技術(shù)創(chuàng)新有著非常重要的作用。大學(xué)生自主創(chuàng)業(yè)成為了高等教育規(guī)模不斷擴大后解決就業(yè)問題的一個重要途徑。所以,政府、社會組織和高校從多方面采取措施來支持大學(xué)生創(chuàng)業(yè),逐漸建立起了由政府、社會、高校三個創(chuàng)業(yè)支持主體組成的大學(xué)生創(chuàng)業(yè)支持體系。有研究發(fā)現(xiàn),目前內(nèi)蒙古地區(qū)高校大學(xué)生創(chuàng)業(yè)支持體系還存在諸多問題。為此,本研究以內(nèi)蒙古大學(xué)、內(nèi)蒙古師范大學(xué)、內(nèi)蒙古農(nóng)業(yè)大學(xué)三所高校的本科生和負責(zé)創(chuàng)業(yè)工作的教師為調(diào)查對象,采取問卷法、訪談法來調(diào)查內(nèi)蒙古大學(xué)生創(chuàng)業(yè)支持體系的現(xiàn)狀與問題。研究的內(nèi)容主要有:一是研究大學(xué)生創(chuàng)業(yè)支持體系的政策規(guī)定。二是研究內(nèi)蒙古地區(qū)大學(xué)生創(chuàng)業(yè)的政府、高校、社會支持情況。通過整理研究調(diào)研數(shù)據(jù),對內(nèi)蒙古地區(qū)大學(xué)生創(chuàng)業(yè)支持體系從政府支持、社會支持、高校支持三方面進行描述分析,反映內(nèi)蒙古高校大學(xué)生創(chuàng)業(yè)支持體系現(xiàn)狀。三是研究內(nèi)蒙古地區(qū)大學(xué)生創(chuàng)業(yè)支持體系改革完善路徑措施。研究結(jié)果表明,內(nèi)蒙古政府對大學(xué)生創(chuàng)業(yè)的支持存在以下問題:首先在政策許可方面,存在創(chuàng)業(yè)政策宣傳不足,缺乏政策解讀的平臺等問題。二是在資金扶持方面,存在創(chuàng)業(yè)基金和銀行貸款難申請等問題。三是在創(chuàng)業(yè)教育支持方面,存在創(chuàng)業(yè)培訓(xùn)工作安排不到位,創(chuàng)業(yè)培訓(xùn)班的師資力量不足等問題。四是在服務(wù)方面,缺少專門的創(chuàng)業(yè)管理服務(wù)機構(gòu)和系統(tǒng)的培訓(xùn)管理機構(gòu)等問題。社會對大學(xué)生創(chuàng)業(yè)的支持存在社會認可度不夠、創(chuàng)業(yè)服務(wù)機構(gòu)不健全等問題。高校對大學(xué)生創(chuàng)業(yè)的支持也在以下幾方面存在問題:一是高校出臺的政策涉及面窄、宣傳不足。二是高校的創(chuàng)業(yè)教育課程內(nèi)容單一,體系不完善。三是高校提供的創(chuàng)業(yè)資金不足,對創(chuàng)業(yè)資金的宣傳也不到位。四是高校在創(chuàng)業(yè)服務(wù)方面缺乏應(yīng)有激情,對創(chuàng)業(yè)信息的解讀不到位,也沒有設(shè)立創(chuàng)業(yè)教育實踐平臺。本研究提出完善大學(xué)生創(chuàng)業(yè)支持體系的建議是:內(nèi)蒙古自治區(qū)政府在政策許可方面加大創(chuàng)業(yè)政策宣傳力度,完善法規(guī)制度體系等措施。在創(chuàng)業(yè)資金方面,可以采取擴大創(chuàng)業(yè)基金申請范圍,降低銀行貸款申請門檻等措施。在創(chuàng)業(yè)教育方面,采取加強對創(chuàng)業(yè)培訓(xùn)班的宣傳,調(diào)整開班制度等措施。在服務(wù)方面,采取建立專門的創(chuàng)業(yè)管理服務(wù)機構(gòu)與系統(tǒng)的培訓(xùn)管理機構(gòu)等措施。社會可以通過增加企業(yè)見習(xí)實習(xí)機會、加大創(chuàng)業(yè)資金支持力度等來支持大學(xué)生創(chuàng)業(yè)。高校也可以從政策、資金、教育、服務(wù)四方面來提高對大學(xué)生創(chuàng)業(yè)的支持。
[Abstract]:Entrepreneurship plays a very important role in promoting economic growth, expanding employment capacity and promoting technological innovation. Self-employment of college students has become an important way to solve the employment problem after the expansion of higher education. Social organizations and universities have taken various measures to support college students' entrepreneurship, and gradually set up a support system for college students' entrepreneurship, which is composed of government, society and universities. At present, there are still many problems in the entrepreneurship support system of college students in Inner Mongolia. For this reason, the present study focuses on Inner Mongolia University, Inner Mongolia normal University, and Inner Mongolia normal University. The undergraduates of three universities of Inner Mongolia Agricultural University and the teachers in charge of pioneering work were investigated by questionnaire method. The main contents of the research are as follows: first, the policy provisions of the entrepreneurship support system for college students. The second is to study the government, colleges and universities in Inner Mongolia. Social support. By collating the research data, this paper describes and analyzes the entrepreneurial support system of college students in Inner Mongolia from three aspects: government support, social support, and university support. It reflects the current situation of entrepreneurship support system for college students in Inner Mongolia. Third, it studies the path measures of reform and improvement of entrepreneurship support system for college students in Inner Mongolia. The research results show that, The following problems exist in the support of Inner Mongolia government to college students' entrepreneurship: first, in terms of policy permission, there are problems such as insufficient publicity of entrepreneurship policy, lack of platform for policy interpretation, etc. Second, in terms of financial support, There are problems such as the difficulty of applying for venture funds and bank loans. Third, in terms of support for entrepreneurship education, there are problems such as inadequate arrangements for entrepreneurship training, insufficient teachers for entrepreneurship training courses, and so on. Fourth, in terms of service, Lack of specialized entrepreneurial management service institutions and systematic training management agencies, etc. The social support for university students' entrepreneurship is not enough social recognition, Some problems exist in the following aspects: first, the policies issued by colleges and universities are narrow and the propaganda is insufficient; second, the contents of entrepreneurship education courses in colleges and universities are single. The system is not perfect. The third is the lack of venture capital provided by colleges and universities, and the propaganda of venture capital is not in place. Fourth, colleges and universities lack due passion in entrepreneurial services, and the interpretation of entrepreneurial information is not in place. There is also no practical platform for entrepreneurship education. This study puts forward some suggestions to improve the entrepreneurship support system for college students: the Inner Mongolia Autonomous region government has increased the publicity of entrepreneurship policy in terms of policy permission. Measures such as perfecting the system of laws and regulations. In terms of venture capital, we can take measures such as expanding the scope of application for venture capital and lowering the threshold for bank loan applications. In terms of entrepreneurship education, we should strengthen the publicity of entrepreneurship training courses. Adjust the shift system and other measures. In terms of service, take measures such as establishing specialized entrepreneurial management service organizations and systematic training management institutions. Colleges and universities can also improve their support for college students' entrepreneurship from four aspects: policy, capital, education and service.
