軍民融合型企業(yè)研發(fā)人員的激勵(lì)機(jī)制研究

【摘要】:軍民融合發(fā)展是國(guó)家性戰(zhàn)略,具有全局性,企業(yè)作為產(chǎn)業(yè)發(fā)展的主體是軍民融合產(chǎn)業(yè)高速發(fā)展的保障,其健康、快速、可持續(xù)的發(fā)展對(duì)我國(guó)軍工設(shè)備設(shè)施、資源信息、科研技術(shù)等起著重要作用。在技術(shù)融合與技術(shù)擴(kuò)散過(guò)程中軍民融合型企業(yè)的發(fā)展高度依賴(lài)研發(fā)人員,因此研發(fā)人員對(duì)工作的積極性、創(chuàng)新性也應(yīng)該成為企業(yè)關(guān)注的重點(diǎn),F(xiàn)目前雖然多數(shù)高新技術(shù)企業(yè)已在積極的采用各項(xiàng)激勵(lì)措施來(lái)促使研發(fā)人員更高效、更有創(chuàng)造性地完成工作,但是由于軍民融合型企業(yè)屬于新興企業(yè),在宏觀上制度建設(shè)仍在起步階段,許多激勵(lì)政策尚未完全落實(shí)到位;在微觀上,部分企業(yè)由國(guó)有企業(yè)改制而來(lái)造成體制機(jī)制僵化激勵(lì)手段單一,部分民參軍企業(yè)將主要的任務(wù)放在了企業(yè)的盈利上并沒(méi)有將關(guān)注點(diǎn)放在研發(fā)人員的激勵(lì)上。同時(shí),軍民融合還面臨著技術(shù)安全、產(chǎn)業(yè)發(fā)展、戰(zhàn)略選擇等問(wèn)題,種種原因?qū)е萝娒袢诤线@類(lèi)企業(yè)缺乏對(duì)研發(fā)人員相應(yīng)的激勵(lì),因此研究造成研發(fā)人員激勵(lì)不足的原因及針對(duì)原因提出解決辦法十分重要。本文通過(guò)對(duì)國(guó)內(nèi)外關(guān)于激勵(lì)機(jī)制的研究以及軍民融合、軍民融合型企業(yè)、激勵(lì)機(jī)制、激勵(lì)理論等概念及理論的界定,對(duì)所要研究的內(nèi)容夯實(shí)了理論基礎(chǔ)。隨后,本文對(duì)軍民融合型企業(yè)的的基本情況及典型地區(qū)發(fā)展情況進(jìn)行了描述,并對(duì)所存在的問(wèn)題及原因進(jìn)行了分析。其次,本文通過(guò)對(duì)軍民融合型企業(yè)的優(yōu)化措施提出了建議,包括宏觀層面與微觀層面的。最后,對(duì)綿陽(yáng)科技城軍民融合型企業(yè)的情況進(jìn)行了分析并提出對(duì)應(yīng)的建議。
[Abstract]:The development of military-civilian integration is a national strategy with overall situation. As the main body of industrial development, enterprises are the guarantee of the rapid development of military-civilian integration industry, and its healthy, rapid and sustainable development is of great importance to China's military equipment, facilities and resources. Scientific research and technology play an important role. In the process of technology integration and technology diffusion, the development of military-civilian integration enterprises is highly dependent on R & D personnel, so R & D personnel are motivated to work. Innovation should also be the focus of attention. Now, while most high-tech enterprises are actively adopting incentives to enable R & D personnel to do their work more efficiently and creatively, However, as the military-civilian integration enterprises are emerging enterprises, the system construction is still in its infancy, and many incentive policies have not been fully implemented; at the micro level, Some enterprises have been restructured by state-owned enterprises, resulting in a single institutional mechanism and rigid incentives. Some civil service enterprises have focused their main tasks on the profits of the enterprises and have not focused on the incentives of R & D personnel. At the same time, Military and civilian integration also faces problems such as technical safety, industrial development, strategic choice, and so on. For various reasons, enterprises such as military and civilian integration lack the corresponding incentives for R & D personnel. Therefore, it is very important to study the causes of the lack of incentive for R & D personnel and to put forward solutions to the causes. This paper studies the incentive mechanism at home and abroad and the integration of military and civil, military-civil integration enterprises, incentive mechanism, The definition of the concept and theory of incentive theory has laid a solid theoretical foundation for the content to be studied. Then, this paper describes the basic situation of the military-civilian integration enterprise and the development of the typical region. The problems and reasons are analyzed. Secondly, this paper puts forward some suggestions on the optimization measures of military-civilian integration enterprises, including macro-level and micro-level. Finally, This paper analyzes the situation of the military-civilian integration enterprises in Mianyang Science and Technology City and puts forward corresponding suggestions.
