【摘要】：研究目標(biāo):政府研發(fā)補貼、研發(fā)活動加計扣除稅收減免以及高技術(shù)企業(yè)稅收減免對企業(yè)研發(fā)效率的影響。研究方法:應(yīng)用隨機前沿模型(SFA)測度和比較中國各省份大中型工業(yè)企業(yè)的研發(fā)效率并檢驗三種財政激勵政策對研發(fā)效率的影響。研究發(fā)現(xiàn):各省份大中型工業(yè)企業(yè)研發(fā)效率逐年提高,但省份間整體研發(fā)效率差距較大,且東部沿海地區(qū)研發(fā)效率整體較中西部地區(qū)高;政府研發(fā)補貼和企業(yè)研發(fā)活動加計扣除減免都與研發(fā)效率呈穩(wěn)定負(fù)相關(guān),而高新技術(shù)企業(yè)稅收減免與研發(fā)效率則呈穩(wěn)定正相關(guān)。研究創(chuàng)新:從效率角度探究我國當(dāng)前三種主要財政激勵政策對企業(yè)研發(fā)績效的影響。研究價值:從新的視角為我國未來財政政策如何定位和設(shè)計實施提供經(jīng)驗證據(jù)。
[Abstract]:Research objectives: government R & D subsidies, The effects of tax deductions for R & D activities and tax deductions for high-tech enterprises on R & D efficiency. Research methods: using stochastic frontier model (SFAA) to measure and compare the R & D efficiency of large and medium-sized industrial enterprises in various provinces of China. The research finds that the R & D efficiency of large and medium-sized industrial enterprises in various provinces is increasing year by year, and the impact of three kinds of fiscal incentive policies on R & D efficiency is also tested. However, the overall R & D efficiency in the eastern coastal areas is higher than that in the central and western regions, and the government R & D subsidies and the deductions and deductions for R & D activities of enterprises have a stable negative correlation with the R & D efficiency. The tax relief of high-tech enterprises and R & D efficiency are stable and positive correlation. Research and Innovation: from the perspective of efficiency to explore the three major financial incentives to the impact of corporate R & D performance. Research value: from a new perspective. The angle provides empirical evidence for how to position and design the future fiscal policy of our country.
