【摘要】：隨著近年對原油進(jìn)口依存度的逐漸提高,擁有穩(wěn)定的原油進(jìn)口已經(jīng)成為影響我國國計(jì)民生和國家安全的大事。在這樣的背景下,我國的石油公司在過去的20年中逐漸實(shí)施“走出去”戰(zhàn)略,通過不同的合同模式在不同的國家進(jìn)行國際油氣勘探開發(fā)合作�；刭徍贤悄壳耙晾蕦ν庥蜌夂献髦形ㄒ徊捎玫暮贤Ｊ�,Y項(xiàng)目就是中石化與伊朗國家石油公司在回購合同模式下進(jìn)行合作的石油開發(fā)項(xiàng)目。本文梳理了Y項(xiàng)目采購管理工作中存在的諸多問題,包括組織結(jié)構(gòu)不恰當(dāng)、采購流程不符合實(shí)際、采購制度不完備、缺少自己的供應(yīng)商隊(duì)伍、手工化辦公效率低下、物資保供壓力大和本地化采購比例高等多個方面,并依據(jù)回購合同理論、采購管理理論、流程再造理論和供應(yīng)鏈理論,通過一定的研究方法,對這些問題進(jìn)行分析和討論,找到了這些問題的原因,在此基礎(chǔ)上,結(jié)合回購合同執(zhí)行中積累的采購管理工作經(jīng)驗(yàn),并通過向一些專家和同行請教,提出了解決Y項(xiàng)目采購管理相關(guān)問題的措施和方法,包括對把職能型的組織結(jié)構(gòu)升級成矩陣型組織結(jié)構(gòu),重點(diǎn)進(jìn)行采購、檢驗(yàn)、清關(guān)和庫房四個分流程的再造,健全采購管理制度,完善供應(yīng)商管理體系,創(chuàng)建采購管理信息化系統(tǒng),實(shí)行科學(xué)的強(qiáng)有力的催交手段,并通過一系列措施使本地化采購最大化,從而構(gòu)建出一套回購合同模式下采購管理的新方案。最后得出本文研究的結(jié)論:需要采取科學(xué)有效的手段,在相關(guān)理論知識的幫助下,對Y項(xiàng)目物資采購管理的各個方面進(jìn)行推動和完善,進(jìn)而形成一套系統(tǒng)而完善的工作方法,使Y項(xiàng)目的物資采購管理工作更加成熟。從而實(shí)現(xiàn)本文研究的意義,即提高Y項(xiàng)目物資采購管理水平,提高采購工作的質(zhì)量和效率,縮小與國際一流石油公司在采購管理上的差距,對同行業(yè)其他企業(yè)未來運(yùn)作回購合同模式產(chǎn)生借鑒作用。
[Abstract]:With the increasing dependence on crude oil imports in recent years, having stable crude oil imports has become a major event affecting the national economy and people's livelihood and national security in China. China's oil companies have gradually implemented the "going out" strategy in the past 20 years. International oil and gas exploration and development cooperation is carried out in different countries through different contract models. Repurchase contract is the only contract model used in Iran's foreign oil and gas cooperation at present. This paper combs the problems existing in the procurement management of Project Y, which is a cooperative oil development project under the model of repo contract. Including inappropriate organizational structure, inadequate procurement process, incomplete procurement system, lack of a team of suppliers, low efficiency of manual office, high pressure of material supply and supply and high proportion of local procurement, etc. According to repurchase contract theory, purchasing management theory, process reengineering theory and supply chain theory, this paper analyzes and discusses these problems through certain research methods, and finds out the causes of these problems. Combined with the experience of purchasing management accumulated in the implementation of repurchase contract, and through consulting some experts and peers, this paper puts forward the measures and methods to solve the problems related to the procurement management of Project Y, Including upgrading the functional organizational structure into a matrix organizational structure, focusing on the re-engineering of the four sub-processes of procurement, inspection, customs clearance and warehouse, improving the procurement management system, and perfecting the supplier management system. The establishment of procurement management information system, the implementation of scientific and powerful means to promote delivery, and through a series of measures to maximize local procurement, Finally, the conclusion of this paper is that it is necessary to take scientific and effective means, with the help of relevant theoretical knowledge, to construct a new purchasing management scheme under the model of repurchase contract. To promote and perfect all aspects of material purchase management of Y project, and then form a set of systematic and perfect working methods, which makes the material procurement management of Y project more mature, thus realizing the significance of this study. That is to improve the purchasing management level of Y project, improve the quality and efficiency of the procurement work, narrow the gap with the international first-class oil companies in procurement management, and provide reference to the future operation of repo contract model for other enterprises in the same industry.
