【摘要】：本文以2005-2014年的中國A股民營高新技術(shù)上市公司為樣本,實證分析了高新技術(shù)企業(yè)認定對民營企業(yè)技術(shù)創(chuàng)新的激勵效應(yīng)及政治關(guān)聯(lián)對其的調(diào)節(jié)作用。研究結(jié)果顯示,高新技術(shù)企業(yè)認定顯著激勵了民營企業(yè)技術(shù)創(chuàng)新,且這種激勵效應(yīng)只存在于非家族企業(yè)、2008年后新認定的高新技術(shù)企業(yè)和認定前無稅收優(yōu)惠的企業(yè)中。進一步的檢驗發(fā)現(xiàn),政治關(guān)聯(lián)顯著正向調(diào)節(jié)高新技術(shù)企業(yè)認定的技術(shù)創(chuàng)新激勵效應(yīng),且這種調(diào)節(jié)效應(yīng)只存在于政府干預(yù)較多、金融發(fā)展水平低和知識產(chǎn)權(quán)保護程度低的地區(qū)。本文的檢驗結(jié)果表明在我國正式制度不斷完善的同時,依然存在企業(yè)謀求政治關(guān)聯(lián)的尋租行為,且政治關(guān)聯(lián)依然發(fā)揮著重要的資源獲取作用。
[Abstract]:Based on the sample of China A-share private high-tech listed companies from 2005 to 2014, this paper empirically analyzes the incentive effect of high-tech enterprises' identification on private enterprises' technological innovation and the regulatory effect of political connections on it. High-tech enterprises have obviously encouraged the technological innovation of private enterprises, and this incentive effect only exists in non-family enterprises. After 2008, the newly recognized high-tech enterprises and the enterprises without tax preference before the recognition are found to be further tested. Political connections significantly positively regulate the incentive effect of technological innovation recognized by high-tech enterprises, and this kind of regulatory effect only exists in the government intervention. The test results of this paper show that while the formal system of our country is constantly improving, there is still the rent-seeking behavior of enterprises seeking political connection, in which the level of financial development is low and the degree of intellectual property protection is low. And political connections still play an important role in obtaining resources.
