【摘要】：戰(zhàn)略性新興產(chǎn)業(yè)共性技術(shù)是基礎(chǔ)研究和應(yīng)用研究之間的關(guān)鍵環(huán)節(jié),在整個技術(shù)創(chuàng)新鏈條中處于至關(guān)重要的支撐地位,是戰(zhàn)略性新興產(chǎn)業(yè)核心競爭力的源頭和保證。但是,共性技術(shù)創(chuàng)新的公共物品性、外部性、不確定性和主體的"經(jīng)濟人"特性,引發(fā)了共性技術(shù)供給不足、供給低效的市場失靈問題,成為了我國戰(zhàn)略性新興產(chǎn)業(yè)面臨的重大瓶頸和障礙。因此,為了彌補市場調(diào)控的不足,政府有必要發(fā)揮主導作用,在戰(zhàn)略性新興產(chǎn)業(yè)共性技術(shù)創(chuàng)新中認真做好規(guī)劃指導、資金支持、制度保障、組織協(xié)調(diào)和信息支撐等工作安排,從而推動共性技術(shù)創(chuàng)新活動的積極開展,并最終促進我國戰(zhàn)略性新興產(chǎn)業(yè)的培育和發(fā)展。
[Abstract]:The commonness technology of strategic emerging industry is the key link between basic research and application research . It is the source and guarantee of the core competitiveness of strategic emerging industry . However , in order to make up the shortage of market regulation , the government has to play a leading role in planning guidance , financial support , system guarantee , organization coordination and information support , so as to promote the positive development of common technological innovation activities , and finally promote the cultivation and development of strategic emerging industry in our country .
