【摘要】：長期以來,創(chuàng)新是一個國家保持國際領(lǐng)先地位的有效手段,也是推動社會整體持續(xù)、穩(wěn)步、快速發(fā)展的源動力。尤其近年來,隨著知識經(jīng)濟的到來,只有不斷加強自主創(chuàng)新能力,推動創(chuàng)新型經(jīng)濟持續(xù)發(fā)展,建設(shè)創(chuàng)新型國家,才能從真正意義上提升我國綜合實力,實現(xiàn)經(jīng)濟的轉(zhuǎn)型升級和持續(xù)增長。作為自主創(chuàng)新關(guān)鍵載體的創(chuàng)新型企業(yè),雖然在法律法規(guī)、資金投入以及稅收等方面得到了一定的傾斜與優(yōu)惠,但因自身"風(fēng)險高、投入高、效益高"等基本特點,造成其發(fā)展的不確定性非常大,加之外部融資環(huán)境的嚴峻,從而出現(xiàn)創(chuàng)新與自身資金缺乏之間的矛盾。怎樣解決這一問題,這就要求我們將創(chuàng)新型企業(yè)金融支持作為一個重要課題進行研究。本人從工作實際出發(fā),開展了常州創(chuàng)新型企業(yè)金融支持研究,對于確保常州經(jīng)濟持續(xù)健康穩(wěn)定發(fā)展具有重要的理論價值和現(xiàn)實意義。論文在參考了大量文獻資料的基礎(chǔ)上,首先重點闡述了政府在提升金融支持創(chuàng)新型企業(yè)金融支持方面的有關(guān)理論,主要包括政府治理理論、公共選擇理論和公共產(chǎn)品理論。隨后,以美國、日本兩個創(chuàng)新型企業(yè)金融支持發(fā)展比較健全的國家為例,歸納總結(jié)有關(guān)經(jīng)驗做法。以此為基礎(chǔ),采用問卷調(diào)查與訪談相結(jié)合的方式針對常州創(chuàng)新型企業(yè)和擔(dān)保公司開展問卷調(diào)查,重點圍繞常州創(chuàng)新型企業(yè)融資需求和金融供給情況展開,并提出針對常州創(chuàng)新型企業(yè)的金融支持對策建議,同時,總結(jié)歸納了對我國創(chuàng)新型企業(yè)金融支持的啟發(fā)。
[Abstract]:For a long time, innovation is an effective means for a country to maintain its leading position in the world, and it is also a source of driving force to promote the sustained, steady and rapid development of society as a whole. Especially in recent years, with the arrival of knowledge economy. Only by constantly strengthening the ability of independent innovation, promoting the sustained development of innovative economy and building an innovative country, can we enhance our country's comprehensive strength in a real sense. As the key carrier of independent innovation, innovative enterprises, although in the laws and regulations, capital investment and tax have been a certain tilt and preferential. However, because of its "high risk, high investment, high efficiency" and other basic characteristics, the uncertainty of its development is very large, coupled with the severe external financing environment. As a result, there is a contradiction between innovation and lack of capital. How to solve this problem, which requires us to take innovative enterprise financial support as an important subject. The research on financial support of innovative enterprises in Changzhou is of great theoretical value and practical significance to ensure the sustained, healthy and stable development of Changzhou economy. First of all, the government in the promotion of financial support innovative enterprise financial support related theories, mainly including government governance theory, public choice theory and public goods theory. Then, to the United States. Japan, two countries with relatively sound financial support for innovative enterprises, as an example, summed up the relevant experience and practices, and based on this. With the combination of questionnaires and interviews, the paper carries out a questionnaire survey on innovative enterprises and guarantee companies in Changzhou, focusing on the financing demand and financial supply of innovative enterprises in Changzhou. At the same time, the author puts forward some suggestions on financial support for innovative enterprises in Changzhou. At the same time, it summarizes the inspiration of financial support for innovative enterprises in China.
