【摘要】：科技型中小企業(yè)技術(shù)創(chuàng)新基金自設(shè)立以來,已經(jīng)度過了十五個春秋,創(chuàng)新基金一直不斷優(yōu)化資助機(jī)制,使更多孵化期及初創(chuàng)期科技型中小企業(yè)能改善資金條件,享受創(chuàng)新基金優(yōu)惠扶持政策,從而改善了科技型中小企業(yè)的融資環(huán)境。然而,在實(shí)踐中,技術(shù)創(chuàng)新基金仍面臨著許多現(xiàn)實(shí)困境,存在諸多不利因素,減弱了創(chuàng)新基金的實(shí)施效果,影響了創(chuàng)新基金的長遠(yuǎn)發(fā)展。因此,通過分析創(chuàng)新基金實(shí)施情況及企業(yè)發(fā)展現(xiàn)狀,研究如何正確發(fā)揮技術(shù)創(chuàng)新基金的政策引導(dǎo)作用,對于解決科技型中小企業(yè)資金缺乏,促進(jìn)科技型企業(yè)技術(shù)創(chuàng)新的發(fā)展具有重要的理論意義和現(xiàn)實(shí)意義。論文以熊比特創(chuàng)新理論、投資乘數(shù)與加速理論以及國家創(chuàng)新系統(tǒng)理論為理論依據(jù),以發(fā)現(xiàn)問題—研究問題—提出對策的行文思路,采用理論與實(shí)證相結(jié)合的研究方法,定量分析了技術(shù)創(chuàng)新基金成立以來的實(shí)施效果,并對技術(shù)創(chuàng)新基金的運(yùn)行系統(tǒng)做出了綜合的評價分析。首先,本文界定了技術(shù)創(chuàng)新基金及科技型中小企業(yè)的概念,明確本文研究范疇,然后基于我國科技型中小企業(yè)獲得技術(shù)創(chuàng)新基金支持的力度及政策具體實(shí)施現(xiàn)狀,運(yùn)用數(shù)據(jù)包絡(luò)(DEA)分析法,從科技型中小企業(yè)獲得匹配資金投入與企業(yè)效益產(chǎn)出的角度,綜合比較分析了技術(shù)創(chuàng)新基金的投資效益。實(shí)證研究結(jié)果肯定了技術(shù)創(chuàng)新基金在解決科技型中小企業(yè)融資難問題上起到的引導(dǎo)作用,同時表明創(chuàng)新基金優(yōu)化了科技型中小企業(yè)的融資環(huán)境,推動了科技型中小企業(yè)科技創(chuàng)新效率的提升,然而,不可回避的是技術(shù)創(chuàng)新基金在扶持傾向,扶持機(jī)制,政策制定等方面仍有較多亟待完善之處。最后,在研究技術(shù)創(chuàng)新基金整體運(yùn)行情況的基礎(chǔ)上,分析了創(chuàng)新基金存在的問題及成因,基于此,本文提出分別針對國家、企業(yè)及地方三個層面的具體政策建議,以期提高技術(shù)創(chuàng)新基金運(yùn)用效率及促進(jìn)科技型中小企業(yè)快速健康發(fā)展的目標(biāo),通過國家、地方及企業(yè)的相互合作共同作用,構(gòu)建完善的科技型中小企業(yè)技術(shù)創(chuàng)新融資平臺,充分發(fā)揮技術(shù)創(chuàng)新基金的扶持及引導(dǎo)作用,創(chuàng)造良好的融資環(huán)境,進(jìn)而增強(qiáng)科技型中小企業(yè)持續(xù)創(chuàng)新能力,推動科技型中小企業(yè)健康快速發(fā)展。
[Abstract]:SME Technology Innovation Fund since its establishment, has spent fifteen years, innovation fund has been constantly optimize the funding mechanism, the incubation period and more start-up SME can improve the financial conditions, enjoy preferential policies to support innovation fund, the SME financing environment improvement. However, in practice in the technology innovation fund is still faced with many difficulties, there are many unfavorable factors, weaken the effect of innovation fund, long-term impact on the development of the innovation fund. Therefore, through the analysis of the status of implementation of innovation fund and enterprise development, research on how to correctly play the guiding role of technology innovation fund policy, to solve the funding of science and technology the lack of small and medium enterprises, has important theoretical and practical significance to promote the development of the technological innovation of science and technology enterprises. Based on the theory of innovation than. With the acceleration of investment multiplier theory, and the theory of national innovation system as a theoretical basis, in order to find the problems and put forward countermeasures of the problems of the idea of this thesis, using the research methods of combination of theory and empirical, quantitative analysis of the effect of technological innovation since the establishment of the fund, and the operation system of technology innovation fund made a comprehensive analysis evaluation. Firstly, this paper defines the concept of technology innovation fund and SME, clear the scope of this study, then China's scientific and technological enterprises based on technology innovation fund to support efforts and policy implementation situation, using data envelopment analysis (DEA) method, to obtain matching funds input and output from the angle of enterprise benefit small and medium-sized enterprises, a comprehensive comparative analysis of Technology Innovation Fund for the benefit of investment. The empirical results confirm that technology innovation fund in solving the problem of science and technology The guiding role of financing difficulties of small and medium-sized enterprises play, at the same time that the science and technology innovation fund to optimize the financing environment for SMEs, promote the efficiency of technological innovation of SME Promotion, however, it is unavoidable to support mechanism of technology innovation fund in support of tendency, policy and other aspects, there are still needs to be improved place. Finally, on the basis of the overall operation of technology innovation fund research, analyzes the problems and causes, innovation fund existence based on this, in this paper according to country specific policy recommendations in three aspects of enterprise and local, in order to improve the technology innovation fund use efficiency and promote the rapid and healthy development of small and medium-sized enterprises the target, through the national, local interaction and enterprise cooperation, construction of science and technology to improve the SME technology innovation financing platform, give full play to the technology innovation base The supporting and guiding role of gold can create a good financing environment, thereby enhancing the sustainable innovation ability of small and medium-sized technology enterprises, and promoting the healthy and rapid development of technological SMEs.
