【摘要】：文化產(chǎn)業(yè)是21世紀(jì)的新興產(chǎn)業(yè),在我國,它是隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展和改革開放的進(jìn)程逐步興起和發(fā)展的。文化產(chǎn)業(yè)是具有廣闊發(fā)展前景且投資回報(bào)高的行業(yè)之一。 現(xiàn)代社會(huì)各種產(chǎn)業(yè)的利潤主要是依靠技術(shù)進(jìn)步和自主創(chuàng)新來實(shí)現(xiàn)，相比較而言，，文化產(chǎn)業(yè)不僅具備這兩方面的特性，而且是自主創(chuàng)造能力強(qiáng)、技術(shù)含量非常高的一個(gè)門類。加之政策因素與市場(chǎng)因素的共同作用，文化產(chǎn)業(yè)的投資回報(bào)率比較高，這使得文化產(chǎn)業(yè)在相當(dāng)長的一段時(shí)間內(nèi)都將是投資的熱土。如何根據(jù)文化產(chǎn)業(yè)發(fā)展的實(shí)際來適時(shí)調(diào)整政府的文化管理職能,是關(guān)系到我國文化產(chǎn)業(yè)良性發(fā)展的關(guān)鍵問題。 本文從文化產(chǎn)業(yè)和政府文化職能的概念入手,考察了文化體制改革中政府在文化管理的職責(zé)、手段以及模式方面的轉(zhuǎn)變,并分析了在體制改革過程中出現(xiàn)的偏差和存在的問題。深入分析我國文化產(chǎn)業(yè)資金的來源和特點(diǎn)、缺點(diǎn),在借鑒國際上發(fā)達(dá)國家的成功經(jīng)驗(yàn)基礎(chǔ)之上，并結(jié)合我國自身實(shí)際,探索我國文化產(chǎn)為投融資困境的路徑。最后,本文提出了新時(shí)期政府重構(gòu)職能系統(tǒng),明確政府職能定位,建立新型行政方式,以促進(jìn)文化產(chǎn)業(yè)全面、健康、可持續(xù)發(fā)展。
[Abstract]:Cultural industry is a new industry in the 21st century. In our country, it is gradually rising and developing with the development of market economy and the process of reform and opening up. Cultural industry is one of the industries with broad development prospects and high return on investment. The profits of various industries in modern society mainly rely on technological progress and independent innovation to achieve. Compared with these two aspects, the cultural industry not only has these two characteristics, but also is a category with strong independent creative ability and very high technology content. In addition, with the joint action of policy factors and market factors, the return on investment of cultural industry is relatively high, which makes the cultural industry will be the hot ground of investment for a long time. How to adjust the cultural management function of the government according to the reality of the development of cultural industry is the key problem related to the benign development of cultural industry in our country. Starting with the concepts of cultural industry and government cultural function, this paper investigates the transformation of government's responsibility, means and mode of cultural management in the reform of cultural system, and analyzes the deviation and existing problems in the process of system reform. This paper deeply analyzes the sources, characteristics and shortcomings of the funds of China's cultural industry, on the basis of drawing lessons from the successful experience of the developed countries in the world, and combining with the reality of our country, explores the way for the cultural production of our country to be in the predicament of investment and financing. Finally, this paper puts forward that the government reconstructs the functional system, clarifies the orientation of the government function, and establishes a new administrative mode in order to promote the comprehensive, healthy and sustainable development of the cultural industry.
