【摘要】：隨著社會(huì)的發(fā)展和經(jīng)濟(jì)的繁榮，文化產(chǎn)業(yè)在國(guó)民經(jīng)濟(jì)中所占的比重越來越大，已經(jīng)成為國(guó)民經(jīng)濟(jì)的支柱產(chǎn)業(yè)之一。秦皇島市發(fā)展文化產(chǎn)業(yè)有許多有利因素，深厚的文化傳統(tǒng)，豐富的旅游資源和廣闊的地緣優(yōu)勢(shì)。但必須看到，秦皇島市文化產(chǎn)業(yè)發(fā)展尚存在規(guī)模小、市場(chǎng)需求不強(qiáng)以及人才匱乏等不利條件。隨著人民群眾生活水平的不斷提高，人們的消費(fèi)結(jié)構(gòu)正在發(fā)生重大變化，文化消費(fèi)在各種消費(fèi)中所占比重將越來越大。大力發(fā)展文化產(chǎn)業(yè)，把秦皇島建成“文化名城”和“濱海文化產(chǎn)業(yè)強(qiáng)市”，是秦皇島市經(jīng)濟(jì)社會(huì)發(fā)展的一項(xiàng)戰(zhàn)略選擇。客觀地評(píng)價(jià)秦皇島市文化產(chǎn)業(yè)的發(fā)展水平，對(duì)充分了解文化產(chǎn)業(yè)發(fā)展現(xiàn)狀以及預(yù)測(cè)未來發(fā)展趨勢(shì)十分必要。 首先，本文從文化產(chǎn)業(yè)的概念、文化產(chǎn)業(yè)的分類、文化產(chǎn)業(yè)的特征、文化產(chǎn)業(yè)發(fā)展的特點(diǎn)、文化產(chǎn)業(yè)評(píng)價(jià)的研究現(xiàn)狀等方面分析了文化產(chǎn)業(yè)及其相關(guān)理論和研究成果，，對(duì)秦皇島市文化產(chǎn)業(yè)發(fā)展?fàn)顩r進(jìn)行了梳理，并由此分析說明了對(duì)秦皇島市文化產(chǎn)業(yè)發(fā)展的評(píng)價(jià)是必要的。 其次，分析了影響文化產(chǎn)業(yè)發(fā)展的因素，在參考已有研究成果的基礎(chǔ)上，根據(jù)秦皇島市文化產(chǎn)業(yè)發(fā)展現(xiàn)狀及特點(diǎn)，構(gòu)建秦皇島市文化產(chǎn)業(yè)發(fā)展評(píng)價(jià)指標(biāo)體系，利用客觀賦權(quán)法——熵權(quán)法的多指標(biāo)評(píng)價(jià)方法，構(gòu)建了文化產(chǎn)業(yè)發(fā)展的熵評(píng)價(jià)模型。運(yùn)用評(píng)價(jià)模型，對(duì)秦皇島市“十一五”期間文化產(chǎn)業(yè)發(fā)展進(jìn)行綜合評(píng)價(jià)。 最后，通過對(duì)秦皇島市“十一五”期間文化產(chǎn)業(yè)發(fā)展的綜合評(píng)價(jià)結(jié)果及其分析，給出了秦皇島“十二五”期間乃至更長(zhǎng)一段時(shí)間內(nèi)文化產(chǎn)業(yè)發(fā)展的針對(duì)性政策建議。從而建立了評(píng)價(jià)結(jié)果與改進(jìn)措施的有機(jī)聯(lián)系，有利于文化產(chǎn)業(yè)部門的自我管理和完善。
[Abstract]:With the development of society and the prosperity of economy, cultural industry has become one of the pillar industries in the national economy. There are many favorable factors in the development of cultural industry in Qinhuangdao city, such as deep cultural tradition, rich tourism resources and wide geographical advantages. However, it must be seen that the development of cultural industry in Qinhuangdao still has some disadvantages, such as small scale, weak market demand and lack of talents. With the continuous improvement of people's living standards, people's consumption structure is undergoing great changes, and cultural consumption will account for more and more of all kinds of consumption. It is a strategic choice for the economic and social development of Qinhuangdao to develop cultural industry vigorously and build Qinhuangdao into a "famous cultural city" and "strong coastal cultural industry". It is necessary to evaluate objectively the development level of cultural industry in Qinhuangdao city, which is necessary to fully understand the present situation of cultural industry development and forecast the development trend in the future. First of all, this paper analyzes the cultural industry and its related theories and research results from the following aspects: the concept of cultural industry, the classification of cultural industry, the characteristics of cultural industry development, the research status quo of cultural industry evaluation, etc. The development of cultural industry in Qinhuangdao is analyzed, and the evaluation of cultural industry in Qinhuangdao is necessary. Secondly, the paper analyzes the factors that affect the development of cultural industry, on the basis of reference to the existing research results, according to the current situation and characteristics of the development of cultural industry in Qinhuangdao, it constructs the evaluation index system of the development of cultural industry in Qinhuangdao. The entropy evaluation model for the development of cultural industry is constructed by using the objective weighting method, the entropy weight method and the multi-index evaluation method. Using the evaluation model, this paper evaluates the development of cultural industry in Qinhuangdao during the 11th five-year plan. Finally, through the comprehensive evaluation and analysis of the development of cultural industry in Qinhuangdao "11th Five-Year Plan", the author gives some policy suggestions for the development of cultural industry in Qinhuangdao "12th Five-Year Plan" period or even longer period. Therefore, the organic connection between the evaluation results and the improvement measures is established, which is beneficial to the self-management and perfection of the cultural industry department.
