北京市平谷區(qū)文化產(chǎn)業(yè)發(fā)展研究

【摘要】:作為世界范圍內(nèi)快速發(fā)展的新興產(chǎn)業(yè)形態(tài),文化產(chǎn)業(yè)對(duì)一國或一個(gè)地區(qū)的經(jīng)濟(jì)社會(huì)發(fā)展起著重要的推動(dòng)和促進(jìn)作用,成為拉動(dòng)經(jīng)濟(jì)發(fā)展的又一重要增長極,因而受到學(xué)術(shù)界的廣泛關(guān)注。我國的文化產(chǎn)業(yè)發(fā)端于上世紀(jì)七十年代末,經(jīng)過三十余年的發(fā)展,已經(jīng)在國民經(jīng)濟(jì)中占有重要的地位,被納入國家發(fā)展戰(zhàn)略,成為重點(diǎn)發(fā)展的國民經(jīng)濟(jì)支柱產(chǎn)業(yè)之一,并被視為增強(qiáng)國家軟實(shí)力和綜合競爭力的重要因素。北京市作為我國的政治文化中心、文明古都及歷史文化名城,憑借獨(dú)有的歷史文化優(yōu)勢、區(qū)位優(yōu)勢、經(jīng)濟(jì)優(yōu)勢、人才優(yōu)勢和政策環(huán)境優(yōu)勢,其文化產(chǎn)業(yè)發(fā)展走在了全國前列,已率先將文化產(chǎn)業(yè)發(fā)展成為地區(qū)的重要支柱產(chǎn)業(yè)。 平谷區(qū)屬于北京市遠(yuǎn)郊區(qū)縣,其區(qū)域功能定位是首都發(fā)展新區(qū)和生態(tài)涵養(yǎng)發(fā)展區(qū)。發(fā)展文化產(chǎn)業(yè),有利于推動(dòng)平谷區(qū)經(jīng)濟(jì)社會(huì)實(shí)現(xiàn)跨躍式發(fā)展。通過對(duì)平谷區(qū)基本區(qū)情、文化資源與文化產(chǎn)業(yè)概況進(jìn)行分析,可以看到該區(qū)發(fā)展文化產(chǎn)業(yè)而臨的有利條件和不利因素:一方面,平谷區(qū)具備特有的音樂文化資源、大桃文化資源、旅游文化資源、觀賞石文化資源和生態(tài)文化資源,以及得天獨(dú)厚的區(qū)位優(yōu)勢和厚重的歷史文化資源,為其發(fā)展文化產(chǎn)業(yè)提供了極為有利的條件,目前已經(jīng)初步形成了以音樂文化產(chǎn)業(yè)、旅游文化產(chǎn)業(yè)、大桃文化產(chǎn)業(yè)、觀賞石文化產(chǎn)業(yè)、生態(tài)文化產(chǎn)業(yè)等五大產(chǎn)業(yè)為支撐,并覆蓋其他文化產(chǎn)業(yè)的文化產(chǎn)業(yè)體系;另一方面,平谷區(qū)經(jīng)濟(jì)發(fā)展相對(duì)滯后,在人才、資金知名度等方面與其他區(qū)縣還存在一定差距,制約了文化產(chǎn)業(yè)的發(fā)展。在進(jìn)一步對(duì)平谷區(qū)文化產(chǎn)業(yè)發(fā)展沿革、現(xiàn)狀及對(duì)區(qū)域經(jīng)濟(jì)社會(huì)的影響進(jìn)行研究的基礎(chǔ)上,與北京市其他遠(yuǎn)郊區(qū)縣進(jìn)行對(duì)比分析,明確了平谷區(qū)文化產(chǎn)業(yè)發(fā)展的優(yōu)勢和瓶頸,合理規(guī)劃出平谷區(qū)文化產(chǎn)業(yè)發(fā)展的總體思路與具體目標(biāo)。 在今后一段時(shí)期,平谷區(qū)應(yīng)當(dāng)按照“合理布局、開拓創(chuàng)新、規(guī)模聚集、品牌營造”的發(fā)展思路,從發(fā)展文化產(chǎn)業(yè)、建設(shè)文化產(chǎn)業(yè)園區(qū)、舉辦文化品牌活動(dòng)、發(fā)展與文化產(chǎn)業(yè)相關(guān)的其他產(chǎn)業(yè)四個(gè)方面著手,將平谷區(qū)打造成具有重要影響力的特色文化名區(qū)。重點(diǎn)目標(biāo)是:以音樂文化產(chǎn)業(yè)為主導(dǎo),全力建設(shè)“中國樂谷”;著重發(fā)展優(yōu)勢產(chǎn)業(yè),全面推進(jìn)文化產(chǎn)業(yè)強(qiáng)區(qū)建設(shè)。具體目標(biāo)是:建設(shè)國內(nèi)最大的樂器研發(fā)、制造和交易中心;打造國內(nèi)最有影響力的原創(chuàng)和數(shù)字音樂基地;推進(jìn)音樂產(chǎn)業(yè)與相關(guān)產(chǎn)業(yè)的產(chǎn)業(yè)融合;建立高端音樂消費(fèi)場所;發(fā)展大桃文化產(chǎn)業(yè),做大做強(qiáng)桃文化。品牌;發(fā)展旅游文化產(chǎn)業(yè),實(shí)施旅游富民工程;發(fā)展觀賞石文化產(chǎn)業(yè),打造北方奇石交易展示中心;發(fā)展生態(tài)文化產(chǎn)業(yè),大力打造京東生態(tài)綠谷。
[Abstract]:As a new industrial form of rapid development in the world, cultural industry plays an important role in promoting and promoting the economic and social development of a country or a region, and has become another important growth pole of economic development. As a result, academic attention has been widespread. The cultural industry of our country started at the end of 1970s. After more than 30 years of development, it has already occupied an important position in the national economy, has been incorporated into the national development strategy, and has become one of the pillar industries of the national economy. And is considered to enhance the national soft power and comprehensive competitiveness of an important factor. As the political and cultural center of our country, the ancient civilization capital and the famous historical and cultural city, with its unique historical and cultural advantages, regional advantages, economic advantages, talent advantages and policy and environmental advantages, Beijing's cultural industry has developed in the forefront of the country. Has taken the lead in the development of cultural industry into an important pillar industry in the region. Pinggu district belongs to the suburb of Beijing and its regional function is the new area of capital development and ecological conservation development area. The development of cultural industry is conducive to promoting economic and social development in Pinggu District. By analyzing the situation, cultural resources and cultural industry of Pinggu District, we can see the favorable conditions and unfavorable factors for the development of cultural industry. On the one hand, Pinggu District has unique musical and cultural resources. Great peach cultural resources, tourist cultural resources, ornamental stone cultural resources and ecological cultural resources, as well as unique geographical advantages and heavy historical and cultural resources, have provided extremely favorable conditions for the development of cultural industries. At present, it has initially formed a cultural industrial system supported by five major industries, such as music culture industry, tourism culture industry, big peach culture industry, ornamental stone culture industry, ecological culture industry, and covering other cultural industries. On the other hand, The economic development of Pinggu is relatively lagging behind, and there is a certain gap between Pinggu and other counties in terms of talent and fund popularity, which restricts the development of cultural industry. On the basis of further research on the development history, current situation and impact on regional economy and society of Pinggu District, the comparative analysis is made with other suburban counties in Beijing, and the advantages and bottlenecks of cultural industry development in Pinggu District are clarified. Rational planning of the overall development of cultural industry in Pinggu District and specific objectives. For some time to come, Pinggu District should follow the development mentality of "rational layout, pioneering innovation, large-scale gathering and brand building", and should start with the development of cultural industries, the construction of cultural industrial parks, and the holding of cultural brand activities. To develop other industries related to cultural industry, Pinggu District is made into a famous cultural region with important influence. The key goals are: to take the music and culture industry as the leading force, to build the "Chinese music valley", and to develop the superior industry and to promote the construction of the strong cultural industry area in an all-round way. The specific goals are: to build the largest musical instrument R & D, manufacturing and trading center in China; to create the most influential original and digital music base in China; to promote the integration of music industry and related industries; to establish high-end music consumption sites; Develop big peach culture industry, make big become strong peach culture. Brand; develop the tourism culture industry, implement the project of tourism prosperity; develop the ornamental stone culture industry, build the northern Qishi trade exhibition center; develop the ecological culture industry, and make great efforts to create the JingDong ecological green valley.
