【摘要】：文化產(chǎn)業(yè)是當今服務業(yè)的重要組成部分，是產(chǎn)業(yè)結構、經(jīng)濟結構調整的切入點，是推動中國擺脫“中等收入國家陷阱”的重要推進力量，將推動我國經(jīng)濟發(fā)展從投資驅動、政府驅動、成本和價格驅動轉向市場驅動、品質驅動和創(chuàng)新驅動的高附加值經(jīng)濟增長模式，完成從中國制造向中國創(chuàng)造的轉變。近年來，伴隨著文化體制改革的推進和相關政策措施的支持，我國文化產(chǎn)業(yè)進入快速增長的新時期，已經(jīng)成為國家重要的戰(zhàn)略性產(chǎn)業(yè)。 “十二五”是江蘇省全面實現(xiàn)小康并向基本現(xiàn)代化邁進的關鍵時期，也是鹽城經(jīng)濟社會加快發(fā)展、轉型升級的重要時期。市委、市政府把發(fā)展文化產(chǎn)業(yè)作為優(yōu)化經(jīng)濟結構、轉變經(jīng)濟發(fā)展方式和實現(xiàn)科學發(fā)展的重要抓手，統(tǒng)籌安排、全力推進。目前，我市文化產(chǎn)業(yè)發(fā)展態(tài)勢良好，，已成為全市經(jīng)濟的重要組成部分。為一步加快鹽城文化產(chǎn)業(yè)發(fā)展步伐，本文從文化產(chǎn)業(yè)發(fā)展理論、文化產(chǎn)業(yè)管理理論和政府職能作用理論入手，對鹽城市文化產(chǎn)業(yè)發(fā)展現(xiàn)狀和職能進行分析，總結借鑒國內外文化產(chǎn)業(yè)發(fā)展中政府作用發(fā)揮，建設性地提出鹽城文化產(chǎn)業(yè)發(fā)展中的政府合理定位。
[Abstract]:The cultural industry is an important part of today's service industry, an entry point for industrial structure and economic restructuring, an important driving force for China to get rid of the "middle-income country trap" and a driving force for China's economic development from investment. Government-driven, cost-and price-driven shifts to market-driven, quality-driven and innovation-driven high value-added economic growth models to complete the shift from made in China to created in China. In recent years, with the promotion of cultural system reform and the support of relevant policies and measures, China's cultural industry has entered a new period of rapid growth and has become an important strategic industry of the country. The 12th Five-Year Plan is a key period for Jiangsu Province to realize a well-off society in an all-round way and to advance towards the basic modernization. It is also an important period for economic and social development and transformation and upgrading in Yancheng. The municipal party committee and the municipal government regard the development of cultural industry as an important grasp of optimizing the economic structure, changing the mode of economic development and realizing scientific development. At present, the city's cultural industry development is good, has become an important part of the city's economy. In order to speed up the development of the cultural industry in Yancheng, this paper analyzes the present situation and functions of the cultural industry in Yancheng, starting with the theory of the development of cultural industry, the theory of management of cultural industry and the theory of the function of the government. This paper summarizes and draws lessons from the role of the government in the development of cultural industry at home and abroad, and puts forward the reasonable position of the government in the development of cultural industry in Yancheng.
