【摘要】：隨著21世紀(jì)知識經(jīng)濟(jì)時(shí)代的到來,有著“朝陽產(chǎn)業(yè)”稱號的文化產(chǎn)業(yè)呈現(xiàn)出前所未有的迅猛發(fā)展態(tài)勢,文化產(chǎn)業(yè)在生產(chǎn)力的發(fā)展和綜合國力的提升上所顯現(xiàn)出的特殊價(jià)值已經(jīng)越來越受到世界各國的廣泛認(rèn)可。在世界整體趨勢和我國產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的共同作用下,大力發(fā)展文化產(chǎn)業(yè)已經(jīng)成為我國產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型、提升文化軟實(shí)力的重要抓手之一。山西省是我國典型的能源重工業(yè)基地,多年以來過度依賴煤炭資源的單一發(fā)展模式已經(jīng)使山西的發(fā)展受到嚴(yán)重的阻礙,轉(zhuǎn)型發(fā)展迫在眉睫。2010年,山西省成為國家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)。山西要抓住這一歷史機(jī)遇,進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,最重要的途徑之一就是要大力發(fā)展文化產(chǎn)業(yè)。而發(fā)展文化產(chǎn)業(yè)首要的就是文化產(chǎn)業(yè)政策的制定。在當(dāng)前綜改試驗(yàn)區(qū)背景下,制定符合山西省地方特色又敢于突破創(chuàng)新的文化產(chǎn)業(yè)政策,利用政策的引導(dǎo)性助推文化產(chǎn)業(yè)的發(fā)展,對于山西省綜改試驗(yàn)區(qū)的建設(shè)有著重大的意義。山西不僅有豐富的“地下資源”——謀炭資源,更有著用之不竭的“地上資源”——文化資源。本文通過對比煤炭資源對山西經(jīng)濟(jì)社會(huì)發(fā)展起到的重要作用以及沉重代價(jià),分析了山西發(fā)展文化產(chǎn)業(yè)的比較優(yōu)勢。立足山西綜改試驗(yàn)區(qū)建設(shè)的獨(dú)特背景,分析了發(fā)展文化產(chǎn)業(yè)與綜合配套改革的關(guān)系。十幾年來,山西為促進(jìn)文化產(chǎn)業(yè)的發(fā)展出臺(tái)了許多切實(shí)可行的政策并且取得了一定的成效,然而,山西省的文化產(chǎn)業(yè)發(fā)展還面臨著一些問題。改革不可能一蹴而就,文化強(qiáng)省的目標(biāo)也不可能三年五載就會(huì)實(shí)現(xiàn),在綜改試驗(yàn)區(qū)建設(shè)這一重要的歷史機(jī)遇下,做大做強(qiáng)山西省的文化產(chǎn)業(yè),還需要在產(chǎn)業(yè)政策的制定上繼續(xù)下功夫。國家綜改試驗(yàn)區(qū)建設(shè)的一個(gè)最大特點(diǎn)就是制度創(chuàng)新,為此,.本文著力研究山西省在綜改背景下文化產(chǎn)業(yè)的政策創(chuàng)新,主要政策建議有以下幾方面：轉(zhuǎn)變思想觀念、深化體制改革、創(chuàng)新經(jīng)濟(jì)政策、創(chuàng)新人才機(jī)制、促進(jìn)產(chǎn)業(yè)融合、企業(yè)自主創(chuàng)新。
[Abstract]:With the arrival of the knowledge economy era in the 21st century, the cultural industry, which has the title of "sunrise industry", has shown unprecedented rapid development. The special value of cultural industry in the development of productive forces and the promotion of comprehensive national strength has been more and more widely recognized by countries all over the world. Under the action of the whole world trend and the adjustment of China's industrial structure, vigorously developing the cultural industry has become one of the most important tasks in the transformation of our industrial structure and the promotion of cultural soft power. Shanxi Province is a typical energy and heavy industry base in China. The development of Shanxi Province has been seriously hindered by the single development model of excessive reliance on coal resources for many years. Shanxi Province has become a comprehensive reform pilot area for the transformation of the national resource economy. One of the most important ways for Shanxi to seize this historical opportunity and adjust its industrial structure is to vigorously develop cultural industry. And the first thing to develop cultural industry is the formulation of cultural industry policy. Under the background of the current comprehensive reform experimental area, it is of great significance for the construction of Shanxi comprehensive reform experimental area to formulate the cultural industry policy that conforms to the local characteristics of Shanxi Province and dare to break through the innovation, and to use the guidance of the policy to promote the development of the cultural industry. Shanxi has not only abundant underground resources, but also inexhaustible "aboveground resources"-cultural resources. By comparing the important role and heavy cost of coal resources on Shanxi's economic and social development, this paper analyzes the comparative advantages of Shanxi's development of cultural industry. Based on the unique background of the construction of Shanxi Comprehensive Reform Experimental area, the relationship between the development of cultural industry and the comprehensive supporting reform is analyzed. In the past ten years, Shanxi has put forward many feasible policies to promote the development of cultural industry and has achieved certain results. However, the development of Shanxi's cultural industry is still facing some problems. Reform cannot be accomplished overnight, nor can the goal of a strong cultural province be realized in three years and five years. Under the important historical opportunity of building a comprehensive reform pilot area, we will make the cultural industry in Shanxi Province bigger and stronger. There is also a need to continue to work on the formulation of industrial policies. One of the biggest characteristics of the construction of the National Comprehensive Reform pilot area is institutional innovation. This paper focuses on the policy innovation of cultural industry in Shanxi Province under the background of comprehensive reform. The main policy suggestions are as follows: changing ideology, deepening system reform, innovating economic policy, innovating talent mechanism, promoting industrial convergence.
