【摘要】：在經(jīng)濟全球化的今天,文化產(chǎn)業(yè)在國民經(jīng)濟發(fā)展中的地位日益提高,已成為許多國家經(jīng)濟的重要增長點,成為國家經(jīng)濟結(jié)構(gòu)調(diào)整和社會可持續(xù)發(fā)展的原動力之一,成為世界各國經(jīng)濟貿(mào)易博弈的重要戰(zhàn)場�？v觀我國文化產(chǎn)業(yè)園的發(fā)展,可以發(fā)現(xiàn)：文化產(chǎn)業(yè)園發(fā)展勢頭猛,數(shù)量增加快,如曲阜明故城文化產(chǎn)業(yè)園、淄博齊文化生態(tài)產(chǎn)業(yè)園、聊城的水滸文化產(chǎn)業(yè)園、濰坊青州文化產(chǎn)業(yè)園、青島創(chuàng)意100產(chǎn)業(yè)園等。發(fā)展文化產(chǎn)業(yè)園無疑是地方加快文化產(chǎn)業(yè)發(fā)展、提高本地區(qū)文化產(chǎn)業(yè)競爭力的一個捷徑：同時對于增加就業(yè),開辟旅游資源,改善當(dāng)?shù)氐墓ぷ�、生活和人文環(huán)境,促進整個地區(qū)經(jīng)濟社會的可持續(xù)發(fā)展都具有重要意義。目前,我國文化產(chǎn)業(yè)園建設(shè)總體處于發(fā)展初期,尚在摸索階段,對產(chǎn)業(yè)園發(fā)展的規(guī)律認識還不夠,暴露了一些問題：如一些地方一哄而上,相繼建成了“動漫園區(qū)”、“游樂園區(qū)”、“影視產(chǎn)業(yè)基地”等一批文化產(chǎn)業(yè)園項目,然而,由于規(guī)劃論證不充分,定位不準(zhǔn)確,造成了產(chǎn)業(yè)化水平低,研發(fā)活力不強,效益不理想的局面。盲目投資、管理不善、盈利模式失效等因素在內(nèi)的一系列原因,都將致使影視城在運營過程中遇到一些困難和挑戰(zhàn),同時也使我們反思建設(shè)的必要性與投資決策的科學(xué)性。本文對當(dāng)?shù)佚R魯動漫影視城的發(fā)展背景、區(qū)位環(huán)境、政策優(yōu)勢和文化優(yōu)勢等方面的匯總,通過成本效益分析法、定性與定量相結(jié)合等方法,對項目建設(shè)做了效益評估,包括經(jīng)濟效益、社會效益、生態(tài)效益等,以評估其是否具備必要性、可行性、合理性以及費用、效益進行評估。同時,對我國影視城項目建設(shè)的經(jīng)驗和目前存在的問題進行了總結(jié),對于提高影視城項目投資效益、優(yōu)化資源配置效率提出意見,對項目投資決策做出方向性指導(dǎo),以期對項目的規(guī)劃起到借鑒作用,提高其科學(xué)性和合理性。
[Abstract]:In today's economic globalization, the cultural industry has become an important growth point in the economy of many countries and one of the driving forces for the adjustment of the national economic structure and the sustainable development of the society, with the increasing status of the cultural industry in the development of the national economy. Become the world economic and trade game of an important battlefield. Looking at the development of the cultural industry park in China, we can find that the cultural industry park develops rapidly and the quantity increases rapidly, such as Qufu Ming old city cultural industry park, Zibo Qi cultural ecological industry park, Liaocheng Shuihu cultural industry park, Weifang Qingzhou Cultural Industry Park, Qingdao Creative 100 Industrial Park and so on. The development of cultural industrial parks is undoubtedly a shortcut for local governments to speed up the development of cultural industries and enhance the competitiveness of local cultural industries: at the same time, it is necessary to increase employment, open up tourism resources, and improve the local work, living and cultural environment. It is of great significance to promote the sustainable development of regional economy and society. At present, the construction of cultural industry park in our country is in the early stage of development, still in the stage of groping, the understanding of the law of the development of industry park is not enough, some problems have been exposed: for example, some places have built "animation park" one after another. "amusement park area", "film and television industry base" and other cultural industrial park projects, however, due to inadequate planning and demonstration, inaccurate positioning, resulting in a low level of industrialization, R & D vitality is not strong, the efficiency is not ideal. A series of reasons, such as blind investment, poor management and invalid profit mode, will lead to some difficulties and challenges in the course of operation of Film and Television City, and also make us reflect on the necessity of construction and the scientific nature of investment decision. This paper summarizes the development background, location environment, policy advantage and cultural advantage of Qilu animation and TV city, and evaluates the benefits of the project construction by means of cost-benefit analysis, qualitative and quantitative analysis and so on. It includes economic benefit, social benefit, ecological benefit and so on, to evaluate its necessity, feasibility, rationality, cost and benefit. At the same time, the paper summarizes the experience and existing problems in the construction of Chinese film and TV city projects, and puts forward some suggestions for improving the investment efficiency and optimizing the resource allocation efficiency of the project, and makes the directional guidance to the project investment decision. With a view to the planning of the project to play a reference role, improve its scientific and reasonable.
