【摘要】：文化產(chǎn)權(quán)交易所自2009年設(shè)立以來就飽受爭議,目前郵幣卡取代藝術(shù)品份額化業(yè)務(wù)成為資本市場新寵,并呈現(xiàn)出繁榮的表象。然而,正是在此背景下,文化產(chǎn)權(quán)交易所卻在行政與市場力量博弈中演變?yōu)?非驢非馬"的異象,并因此脫離證券管理部門的監(jiān)管而面臨著一定的金融風(fēng)險(xiǎn);與此同時(shí),深圳文化產(chǎn)權(quán)交易所則守正出奇,在堅(jiān)守法律底線與自身定位的前提下,通過改革創(chuàng)新探索文化領(lǐng)域多層次資本市場建設(shè),并正在成為我國文化產(chǎn)業(yè)發(fā)展的重要加速器。因此,我們認(rèn)為政府要積極引導(dǎo)這種新趨勢,并通過市場競爭確立其在文化產(chǎn)權(quán)交易領(lǐng)域的領(lǐng)導(dǎo)地位;同時(shí),要加強(qiáng)郵幣卡業(yè)務(wù)的監(jiān)管,以防范金融風(fēng)險(xiǎn),只有這樣才能最終實(shí)現(xiàn)文化產(chǎn)權(quán)交易所由亂而治的跨越。
[Abstract]:The Cultural property Exchange has been controversial since it was set up in 2009, and is now emerging as a sign of prosperity in the capital market by replacing the art market with a currency card. However, it is against this background that the Cultural property Exchange has evolved into a vision of "not a donkey but a horse" in the game of administrative and market forces, and is therefore facing certain financial risks from the supervision of the securities management department; at the same time, The Shenzhen Cultural property Exchange, on the premise of sticking to the legal bottom line and its own orientation, explores the multi-level capital market construction in the cultural field through reform and innovation, and is becoming an important accelerator of the development of cultural industry in China. Therefore, we believe that the government should actively guide this new trend and establish its leading position in the field of cultural property rights transactions through market competition. At the same time, it is necessary to strengthen the supervision of the postal card business in order to guard against financial risks. Only in this way can we finally realize the leapfrogging of the exchange of cultural property rights.
