促進文化產(chǎn)業(yè)發(fā)展的公共政策研究

【摘要】:當今世界,文化產(chǎn)業(yè)已經(jīng)引起了世界各國的格外重視,成為各國扶持的重點對象,文化產(chǎn)業(yè)具有巨大的發(fā)展?jié)摿εc市場效益,國外發(fā)達國家積極出臺財政、稅收、法令等政策來為其文化產(chǎn)業(yè)的發(fā)展保駕護航,如美國、法國、日本等國。文化“軟實力”的競爭愈加激烈,而文化競爭的重點就在于文化產(chǎn)業(yè)發(fā)展的如何,因此文化產(chǎn)業(yè)所構(gòu)成的“軟實力”及其發(fā)展前景越來越為國外各國與地區(qū)重視。相比之下,我國的文化產(chǎn)業(yè)起步晚,與發(fā)達國家差距較大,我國文化市場潛力還沒有完全開發(fā)出來。文化產(chǎn)業(yè)是新世紀的朝陽產(chǎn)業(yè),它的繁榮程度對我國社會主義經(jīng)濟政治的發(fā)展具有重要意義,更會增加國家“軟實力”,提升國家國際影響力,同時對國家文化安全穩(wěn)定有積極意義。 我國文化產(chǎn)業(yè)的發(fā)展實踐表明,政府所制定的文化產(chǎn)業(yè)政策在文化產(chǎn)業(yè)發(fā)展的過程中起到了重要的推動作用,文化產(chǎn)業(yè)政策加快了文化產(chǎn)業(yè)的發(fā)展,優(yōu)化了文化產(chǎn)業(yè)結(jié)構(gòu),規(guī)范了市場競爭秩序,同時還促進文化企業(yè)組織結(jié)構(gòu)改革,增強我國文化產(chǎn)業(yè)的總體實力和中華文化的國際競爭力。要制定科學(xué)的文化產(chǎn)業(yè)政策,必須從文化產(chǎn)業(yè)政策立法、政策的制定體制和實施機制、人力資源政策及的國家文化安全入手,制定合理科學(xué)的、有前瞻性的、可實施性強的文化產(chǎn)業(yè)政策。同時必須以科學(xué)發(fā)展觀為指導(dǎo),遵循市場機制、并與當?shù)匚幕a(chǎn)業(yè)發(fā)展現(xiàn)狀結(jié)合,做到具體問題具體分析,為我國文化產(chǎn)業(yè)的快速發(fā)展保駕護航。 鑒于此,文章從扶持性公共政策的視角,通過文獻研究、比較分析、經(jīng)驗借鑒等方法,對我國文化產(chǎn)業(yè)發(fā)展現(xiàn)狀、現(xiàn)行文化產(chǎn)業(yè)政策的內(nèi)容進行分析,發(fā)現(xiàn)仍存在諸多問題,如政策缺失、無法可依現(xiàn)象仍然存在,文化產(chǎn)業(yè)政策對文化產(chǎn)業(yè)保護扶持力度較弱,文化產(chǎn)業(yè)財政稅收政策扶持力度較弱,文化產(chǎn)業(yè)政策針對性不強等。同時,借鑒國外發(fā)達文化強國相關(guān)政策經(jīng)驗,如美國實行的“不干預(yù)”政策,通過完善文化法規(guī)法律,借助稅收調(diào)整與財政撥款等經(jīng)濟措施加大對文化產(chǎn)業(yè)的扶持力度;日本與韓國以文化產(chǎn)業(yè)立國;法國注重完善文化立法,對文化產(chǎn)業(yè)實行稅制優(yōu)惠措施;巴西積極出臺相關(guān)政策加強對民俗文化的保護。在此基礎(chǔ)上,依據(jù)公共政策學(xué)等相關(guān)理論,在財政、稅收、投融資、土地供給與項目審批等方面提出相關(guān)支持政策,如擴大財政支出規(guī)模,增設(shè)稅收優(yōu)惠措施,用好投融資政策,完善土地供給以及項目審批政策。在社會文化政策方面,采用“三位一體”策略,重視文化產(chǎn)業(yè)人才的教育培養(yǎng),促進文化產(chǎn)業(yè)基地的建設(shè),建立健全文化產(chǎn)業(yè)政策制定和執(zhí)行的科學(xué)機制,完善文化產(chǎn)業(yè)法律法規(guī)政策,建立健全國家文化產(chǎn)業(yè)安全政策。
[Abstract]:In today's world, the cultural industry has attracted special attention from all countries in the world and has become the key object of their support. The cultural industry has enormous development potential and market benefits, and developed countries abroad have actively introduced finance and taxation. Laws and regulations to protect the development of their cultural industries, such as the United States, France, Japan and other countries. The competition of "soft power" of culture is becoming more and more fierce, and the emphasis of cultural competition lies in the development of cultural industry. Therefore, the "soft power" and its development prospect constituted by cultural industry are paid more and more attention to by foreign countries and regions. In contrast, China's cultural industry started late, and the gap between China and developed countries is large, and the potential of Chinese cultural market has not been fully developed. The cultural industry is a sunrise industry in the new century. Its prosperity is of great significance to the development of socialist economy and politics in China. It will also increase the "soft power" of the country and enhance its international influence. At the same time, it has positive significance to the national cultural security and stability. The development practice of cultural industry in our country shows that the policy of cultural industry made by the government plays an important role in promoting the development of cultural industry, and the policy of cultural industry accelerates the development of cultural industry and optimizes the structure of cultural industry. It also promotes the reform of the organizational structure of cultural enterprises and strengthens the overall strength of China's cultural industry and the international competitiveness of Chinese culture. In order to formulate a scientific cultural industry policy, we must start with the cultural industry policy legislation, the policy formulation system and the implementation mechanism, the human resources policy and the national cultural security, and formulate reasonable, scientific and forward-looking policies. The policy of culture industry that can be implemented strongly. At the same time, we must take the scientific development view as the guidance, follow the market mechanism, and combine with the present situation of the local cultural industry, so as to make concrete analysis of the concrete problems, and guarantee the rapid development of the cultural industry in our country. In view of this, the article from the perspective of supportive public policy, through literature research, comparative analysis, experience and other methods, cultural industry development in China, the content of the current cultural industry policy analysis, found that there are still many problems. Such as the lack of policy, the phenomenon can not still exist, cultural industry policy to cultural industry protection and support is weak, cultural industry financial and tax policy support is weak, cultural industry policy is not strong targeted, and so on. At the same time, we should draw lessons from the relevant policy experience of the developed cultural power in foreign countries, such as the "non-intervention" policy implemented by the United States, strengthen the support to the cultural industry through the improvement of the cultural laws and regulations, and with the help of economic measures such as tax adjustment and financial allocation. Japan and South Korea established a country with cultural industry; France paid attention to perfecting cultural legislation and implementing preferential measures of tax system for cultural industry; Brazil actively introduced relevant policies to strengthen the protection of folk culture. On this basis, according to the relevant theories of public policy science and other related theories, this paper puts forward the relevant supporting policies in the aspects of finance, taxation, investment and financing, land supply and project approval, such as expanding the scale of fiscal expenditure, adding tax preferential measures, etc. Make good use of investment and financing policy, improve land supply and project approval policy. In the aspect of social and cultural policy, we should adopt the strategy of "trinity", attach importance to the education and training of cultural industry talents, promote the construction of cultural industry base, and establish and perfect the scientific mechanism of making and implementing cultural industry policy. Improve the cultural industry laws and regulations, establish and improve the national cultural industry safety policy.
