【摘要】：文化產(chǎn)業(yè),已成為現(xiàn)代經(jīng)濟(jì)的重要支柱,成為一國綜合國力的重要標(biāo)志。它作為當(dāng)代社會新財(cái)富創(chuàng)造形態(tài)及其所產(chǎn)生的巨大的經(jīng)濟(jì)效應(yīng)正日益引起普遍關(guān)注。在我國,文化產(chǎn)業(yè)更是備受關(guān)注的“朝陽產(chǎn)業(yè)”、“無煙產(chǎn)業(yè)”。充分發(fā)揮各地文化資源優(yōu)勢,走文化興省、興市之路,是一個(gè)地區(qū)振興和發(fā)展的必然選擇；是提高地區(qū)整體競爭力、重塑發(fā)展整體形象的必由之路。朝陽市是一個(gè)經(jīng)濟(jì)發(fā)展相對落后但文化產(chǎn)業(yè)發(fā)展條件十分良好的地區(qū),是一個(gè)擁有許多世界上獨(dú)一無二的文化資源的城市,重點(diǎn)發(fā)展文化產(chǎn)業(yè),將能帶動經(jīng)濟(jì)的全面崛起。 通過書刊、網(wǎng)絡(luò)、內(nèi)部數(shù)據(jù)庫等渠道查閱大量文獻(xiàn)、報(bào)告等資料,在對文化產(chǎn)業(yè)管理部門和相關(guān)專家進(jìn)行調(diào)研的基礎(chǔ)上,以公共管理理論、文化產(chǎn)業(yè)理論和政策為依據(jù),將經(jīng)濟(jì)學(xué)中增長極理論引入到文化產(chǎn)業(yè)發(fā)展研究中來,結(jié)合朝陽市發(fā)展實(shí)際,深入探討了朝陽發(fā)展文化產(chǎn)業(yè)面臨的現(xiàn)狀,不僅指出了取得的成績,同時(shí)分析了所存在的問題,包括產(chǎn)業(yè)發(fā)展驅(qū)動力不足；市場主體支撐力不強(qiáng)；結(jié)構(gòu)不合理；文化資源潛在優(yōu)勢未能有效發(fā)揮；資金投入不足；專業(yè)人才匱乏。并探討了這些問題的成因,還對朝陽市文化產(chǎn)業(yè)發(fā)展做了SWOT分析。在深入調(diào)查的基礎(chǔ)上,提出了解決朝陽發(fā)展文化產(chǎn)業(yè)的對策建議：強(qiáng)化政策導(dǎo)向,提供項(xiàng)目、融資和服務(wù)等全方位的保障,加強(qiáng)朝陽市文化產(chǎn)業(yè)發(fā)展的宣傳推介力度,積極引進(jìn)和培養(yǎng)文化產(chǎn)業(yè)人才,發(fā)揮文化社會組織作用等。 希望通過這個(gè)問題的解決,能引起國內(nèi)外專家學(xué)者對朝陽市文化產(chǎn)業(yè)的關(guān)注,為朝陽市政府決策提供一定的參考價(jià)值。加快文化產(chǎn)業(yè)大發(fā)展是實(shí)現(xiàn)朝陽全面崛起的必然選擇和必由之路,期望朝陽市文化產(chǎn)業(yè)實(shí)現(xiàn)跨越式發(fā)展。
[Abstract]:Cultural industry has become an important pillar of modern economy and an important symbol of a country's comprehensive national strength. As a new form of wealth creation in contemporary society and its enormous economic effects, it is attracting more and more attention. In China, cultural industry is more concerned about the "sunrise industry", "smokeless industry." To give full play to the advantages of local cultural resources and to take the road of developing the province and city through culture is the inevitable choice for the revitalization and development of a region, and is the only way to improve the overall competitiveness of the region and to reshape the overall image of the development. Chaoyang is a region with relatively backward economic development but very good conditions for the development of cultural industry. Chaoyang is a city with many unique cultural resources in the world. The emphasis on the development of cultural industry will lead to the overall rise of the economy. Through books, periodicals, networks, internal databases and other channels to consult a large number of documents, reports and other materials, on the basis of the investigation of cultural industry management departments and related experts, based on the theory of public management, cultural industry theory and policies, This paper introduces the theory of growth pole in economics into the study of the development of cultural industry, combines the development practice of Chaoyang city, and probes into the present situation of Chaoyang's development of cultural industry, not only points out the achievements, but also analyzes the existing problems. It includes insufficient driving force of industrial development; weak supporting power of market main body; unreasonable structure; potential advantage of cultural resources can not be effectively brought into play; insufficient investment of funds; lack of professionals. The causes of these problems are discussed, and the SWOT analysis of Chaoyang's cultural industry development is also made. On the basis of in-depth investigation, the paper puts forward countermeasures and suggestions to solve the problem of Chaoyang's development of cultural industry: strengthening policy guidance, providing comprehensive protection for projects, financing and services, and strengthening publicity and promotion efforts for the development of Chaoyang's cultural industry. Actively introduce and train cultural industry talents, play a role in cultural and social organization. It is hoped that through the solution of this problem, experts and scholars at home and abroad will pay attention to the cultural industry of Chaoyang City, and provide some reference value for the government decision of Chaoyang City. Speeding up the development of cultural industry is the inevitable choice and only way to realize the rising of Chaoyang in an all-round way. It is expected that Chaoyang's cultural industry will realize the leap-forward development.
