廣州北岸文化碼頭創(chuàng)意產(chǎn)業(yè)園項(xiàng)目建設(shè)關(guān)鍵要素的研究

【摘要】:近年來(lái),隨著我國(guó)經(jīng)濟(jì)快速發(fā)展,產(chǎn)業(yè)結(jié)構(gòu)處于轉(zhuǎn)型升級(jí)的重要階段。各大城市進(jìn)行了舊城改造和“退二進(jìn)三”戰(zhàn)略部署,在此背景下,現(xiàn)代服務(wù)業(yè)中的以人力資本為主的文化創(chuàng)意產(chǎn)業(yè)園應(yīng)運(yùn)而生并發(fā)展迅猛,其中以舊廠房改造的文化創(chuàng)意產(chǎn)業(yè)園區(qū)占了相當(dāng)?shù)谋壤H欢,園區(qū)規(guī)劃是否符合經(jīng)濟(jì)和相關(guān)產(chǎn)業(yè)發(fā)展規(guī)律;園區(qū)建設(shè)和運(yùn)營(yíng)模式是否符合文化創(chuàng)意產(chǎn)業(yè)戰(zhàn)略發(fā)展的趨勢(shì);能否真正走向健康發(fā)展的軌道,對(duì)此我們有必要進(jìn)行深入的思考。 本文采用項(xiàng)目管理的理論和方法以A地產(chǎn)集團(tuán)投資開發(fā)建設(shè)的廣州北岸文化碼頭創(chuàng)意產(chǎn)業(yè)園項(xiàng)目為研究對(duì)象,,對(duì)其前期決策、規(guī)劃設(shè)計(jì)、項(xiàng)目實(shí)施與控制、低碳生態(tài)環(huán)保技術(shù)應(yīng)用進(jìn)行了實(shí)證研究。A集團(tuán)兼為項(xiàng)目的投資方、建設(shè)方和園區(qū)運(yùn)營(yíng)商,分析重點(diǎn)包括項(xiàng)目效益、建設(shè)過(guò)程控制和運(yùn)營(yíng)模式等,研究發(fā)現(xiàn),首先,項(xiàng)目采取的政府主導(dǎo)作用與運(yùn)營(yíng)商的投入及有限期的運(yùn)營(yíng)相結(jié)合的開發(fā)模式,既可以減輕政府一次性投入開發(fā)費(fèi)用的資金壓力,也可以利用運(yùn)營(yíng)商的策劃經(jīng)營(yíng)資源建立起符合產(chǎn)業(yè)發(fā)展規(guī)劃的產(chǎn)業(yè)園區(qū)規(guī)模,而設(shè)定運(yùn)營(yíng)期限,政府可以根據(jù)實(shí)際狀況調(diào)整經(jīng)營(yíng)模式,適應(yīng)更新形式的發(fā)展,最終達(dá)到從政府角度出發(fā)充分兼顧社會(huì)效應(yīng)、經(jīng)濟(jì)效應(yīng)及投資方利益,形成多贏局面的目標(biāo);其次,具體在項(xiàng)目效益方面,經(jīng)對(duì)項(xiàng)目全部投入產(chǎn)出的財(cái)務(wù)現(xiàn)金流量進(jìn)行了測(cè)算,按10%的基準(zhǔn)收益率計(jì)算的財(cái)務(wù)凈現(xiàn)值為-8589萬(wàn)元,投資回收期9.96年,所得稅后的財(cái)務(wù)內(nèi)部收益率為5.09%,本項(xiàng)目的經(jīng)濟(jì)效益很低,但項(xiàng)目定位是高起點(diǎn)、高標(biāo)準(zhǔn),其社會(huì)效益非常明顯,可極大提高運(yùn)營(yíng)企業(yè)的知名度;第三,本項(xiàng)目建設(shè)內(nèi)容多,涉及舊建筑的改造,新建筑的建設(shè),同時(shí)受制于政府交地時(shí)間,本項(xiàng)目在工程進(jìn)度、質(zhì)量、成本的控制上難點(diǎn)較多,因此必須制定應(yīng)對(duì)風(fēng)險(xiǎn)的組織、經(jīng)濟(jì)、技術(shù)措施,并在過(guò)程中貫徹落實(shí);第四,將低碳環(huán)保的方式融入園區(qū)建設(shè)及景觀當(dāng)中,確保從建筑到景觀共同構(gòu)筑環(huán)?沙掷m(xù)發(fā)展生態(tài)圈; 本論文發(fā)現(xiàn)該項(xiàng)目建設(shè)的關(guān)鍵要素在于項(xiàng)目定位體現(xiàn)新型創(chuàng)意產(chǎn)業(yè)發(fā)展形態(tài);規(guī)劃設(shè)計(jì)融入項(xiàng)目目標(biāo)理念;投入與收益把控基于對(duì)市場(chǎng)的預(yù)測(cè)與項(xiàng)目策劃;施工過(guò)程中嚴(yán)控三要素。通過(guò)本次研究總結(jié),以期對(duì)實(shí)現(xiàn)產(chǎn)業(yè)園可持續(xù)經(jīng)營(yíng)和提高園區(qū)建設(shè)領(lǐng)域的管理水平有所裨益。
[Abstract]:In recent years, with the rapid development of China's economy, the industrial structure is in an important stage of transformation and upgrading.Among them, the cultural and creative industrial park with the old factory building transformation accounted for a considerable proportion.However, whether the park planning conforms to the laws of economic and related industry development, whether the construction and operation mode of the park conforms to the trend of the strategic development of cultural and creative industries, whether it can really move towards the track of healthy development,We need to think deeply about this.This paper adopts the theory and method of project management to study the creative industry park project of Guangzhou North Bank Cultural Wharf, which is invested by A Real Estate Group, and makes decision, planning, design, implementation and control of the project.An empirical study on the application of low-carbon eco-environmental protection technology. Group A is also the investor of the project, the constructor and the park operator. The analysis focuses on the project benefit, construction process control and operation mode, etc. The research finds that, first of all,The government leading role adopted by the project, combined with the investment of the operator and the limited period of operation, can not only reduce the pressure of the government to invest in the development cost at one time, but also reduce the financial pressure of the project.It is also possible to use the operators' planning and operating resources to establish the scale of the industrial park in line with the industrial development plan, and to set up the operating period for which the government can adjust the business model according to the actual situation and adapt to the development of the updated form.Finally, the goal of taking into account the social effect, the economic effect and the interests of the investors from the government perspective is reached. Secondly, in terms of the project benefit, the financial cash flow of the project is calculated.The financial net present value calculated by the 10% benchmark rate of return is-85.89 million yuan, the investment payback period is 9.96 years, and the financial internal rate of return after income tax is 5.09. The economic benefit of this project is very low, but the project positioning is a high starting point and a high standard.Its social benefits are very obvious, which can greatly improve the visibility of the operating enterprises. Third, this project has a lot of contents, involving the transformation of old buildings and the construction of new buildings, and at the same time it is subject to the time of the government handing over land, and the project is in progress and quality.There are many difficulties in cost control, so we must formulate organizational, economic and technical measures to deal with the risks, and implement them in the process. Fourth, we should integrate low-carbon and environmentally friendly ways into the construction and landscape of the park.To ensure the construction of environmental protection and sustainable development ecosphere from architecture to landscape;This paper finds that the key elements of the project construction are that the project orientation embodies the new creative industry development pattern, the planning and design is integrated into the project objective concept, the investment and income control is based on the market prediction and the project planning;Strict control of three elements in the construction process.Through the summary of this study, it is beneficial to realize the sustainable management of industrial park and improve the management level in the field of park construction.
