【摘要】:21世紀(jì)隨著經(jīng)濟(jì)的蓬勃發(fā)展,文化產(chǎn)業(yè)的發(fā)展已經(jīng)成為眾多新經(jīng)濟(jì)勢力發(fā)展中的翹楚,而一個國家文化水平的高低已儼然成為衡量一個國家綜合實力的重要標(biāo)準(zhǔn)之一。1992年,我國首次提出將文化產(chǎn)業(yè)的發(fā)展作為經(jīng)濟(jì)發(fā)展重要的參考指標(biāo),加大對文化產(chǎn)業(yè)的發(fā)展力度,同時出臺了一系列的文化產(chǎn)業(yè)扶持政策。在中央第五次工作座談會、西藏自治區(qū)第八次黨代會等眾多重大會議上,均指出要響應(yīng)全國深化文化體制改革的號召,全力以赴發(fā)展文化產(chǎn)業(yè),打造具有西藏特色的文化產(chǎn)業(yè)經(jīng)濟(jì),使其逐步成為西藏新的特色支柱產(chǎn)業(yè),轉(zhuǎn)變以及優(yōu)化現(xiàn)有的產(chǎn)業(yè)發(fā)展結(jié)構(gòu)。伴隨著文化產(chǎn)業(yè)不斷的發(fā)展,政府對其規(guī)劃、扶持和引導(dǎo)等政策的支持變得尤為重要,學(xué)術(shù)界也展開了激烈討論。 結(jié)合公共政策學(xué)的有關(guān)理論知識,利用比較分析與文獻(xiàn)檢索法相結(jié)合、案例分析法、宏觀分析與微觀分析相結(jié)合的方法,對西藏自治區(qū)的文化產(chǎn)業(yè)政策發(fā)展歷程與現(xiàn)狀進(jìn)行梳理,分析存在的問題與產(chǎn)生的原因,尋求西藏文化產(chǎn)業(yè)發(fā)展政策的完善方案。根據(jù)現(xiàn)有的材料數(shù)據(jù)分析,現(xiàn)有的文化產(chǎn)業(yè)政策主要存在主管部門聯(lián)動助推機(jī)制不強(qiáng)、政策涵蓋面不夠、政策制定過于籠統(tǒng)、政策落實不到位、缺乏政策評估體系等問題,如要全力推進(jìn)文化產(chǎn)業(yè)快速發(fā)展,尋求完善方案刻不容緩。 本文共分為六章。第一章:緒論。主要介紹了研究背景及意義、研究方法及目的、研究內(nèi)容及創(chuàng)新點。第二章:主要介紹了公共政策支持文化產(chǎn)業(yè)發(fā)展的必要性及理論基礎(chǔ),以及相關(guān)的概念界定和國內(nèi)外研究綜述。第三章:對西藏文化產(chǎn)業(yè)發(fā)展的公共政策支持現(xiàn)狀進(jìn)行詳細(xì)的描述和歸納,對現(xiàn)行公共政策取得的成效以及存在的問題和成因進(jìn)行分析。第四章:通過分析新疆、云南的文化產(chǎn)業(yè)政策,進(jìn)行比較和借鑒,歸納出切實可行的參考意見。第五章:詳盡的提出促進(jìn)西藏文化產(chǎn)業(yè)發(fā)展的公共政策建議,期盼可以為政府部門制定相關(guān)政策提供參考,為西藏文化產(chǎn)業(yè)的發(fā)展盡一份綿薄之力。第六章:對本文研究的內(nèi)容進(jìn)行一個歸納總結(jié),指出研究的不足之處。 本文通過對西藏文化產(chǎn)業(yè)發(fā)展政策研究,期望為西藏大力發(fā)展文化產(chǎn)業(yè)貢獻(xiàn)一份力量,為自治區(qū)政府制定發(fā)展規(guī)劃和指導(dǎo)政策提供參考意見。
[Abstract]:In 21th century, with the vigorous development of economy, the development of cultural industry has become the leader of the development of many new economic forces. The level of a country's cultural level has become one of the important standards to measure the comprehensive strength of a country. In 1992, our country proposed the development of cultural industry as an important reference index for economic development for the first time. At the 5th working forum of the Central Committee and 8th party congresses of the Tibet Autonomous region and many other major meetings. Both pointed out that it is necessary to respond to the call of the whole country to deepen the reform of the cultural system, go all out to develop cultural industries, build a cultural industrial economy with Tibetan characteristics, and gradually turn it into a new characteristic pillar industry in Tibet. With the continuous development of the cultural industry, the government's policy support for its planning, support and guidance has become particularly important, and the academic community has also launched a heated discussion. Combined with the relevant theoretical knowledge of public policy, this paper combines comparative analysis with literature retrieval, case analysis, macro analysis and micro analysis. This paper combs the development course and present situation of the cultural industry policy in Tibet Autonomous region, analyzes the existing problems and causes, and seeks the perfect plan for the development policy of the cultural industry in Tibet. The existing cultural industry policy mainly exists some problems, such as the linkage mechanism of the competent department is not strong, the policy coverage is not enough, the policy formulation is too general, the policy implementation is not in place, and the policy evaluation system is lacking. If you want to promote the rapid development of cultural industry, seek to improve the program without delay. This paper is divided into six chapters. The first chapter: introduction. Mainly introduces the research background and significance, research methods and purposes. The second chapter introduces the necessity and theoretical basis of public policy to support the development of cultural industry. As well as the definition of relevant concepts and a review of domestic and foreign research. Chapter III: the status of public policy support for the development of cultural industries in Tibet is described and summarized in detail. Through the analysis of the cultural industry policy of Xinjiang and Yunnan, this paper compares and draws lessons from the analysis of the achievements, problems and causes of the current public policy. Chapter 4th: through the analysis of the cultural industry policy in Xinjiang and Yunnan. Chapter 5th: detailed public policy recommendations to promote the development of cultural industries in Tibet, hoping to provide reference for government departments to formulate relevant policies. Chapter 6th: summarize the contents of this paper and point out the deficiencies of the research. By studying the development policy of cultural industry in Tibet, this paper hopes to contribute to the development of cultural industry in Tibet, and to provide reference for the government of the autonomous region in formulating the development plan and guiding policy.
