【摘要】:金融是現(xiàn)代經(jīng)濟的核心,商業(yè)銀行是金融業(yè)的主體。隨著我國金融業(yè)的對外開放,國有商業(yè)銀行不良資產(chǎn)問題已成為束縛我國金融體制與經(jīng)濟健康發(fā)展的桎梏。不良貸款的危害性是毋庸置疑的,這一問題已成為中國銀行業(yè)體系中的主要隱患,基于國有商業(yè)銀行在中國金融業(yè)的重要地位,國有銀行的不良貸款問題引起了金融界的高度重視。中國建設銀行鄭州直屬支行是建行的基層分支機構,其不良貸款整體狀況良好,每年均可完成省行下達的不良貸款控制計劃。從2009年-2012年不良貸款的數(shù)量有明顯減少,但從2013年開始不良貸款呈現(xiàn)出明顯的上升趨勢。在實際操作中,不良貸款的管理及處置上仍然存在不少問題,對于部分存量不良貸款和一些即將成為不良貸款的項目還不能夠有效地解決和及時遏制。因此,針對國有商業(yè)銀行不良貸款問題的研究不僅具有重要的理論意義,而且具有突出的實踐參考價值,可以使國有商業(yè)銀行在不良貸款問題上能夠做出更有針對性的判斷。 本文在國內(nèi)外不良貸款管理理論的基礎上,通過比較分析法、理論與實證相結合的方法對建行鄭州直屬支行的不良貸款問題進行了深入研究,根據(jù)建行鄭州直屬支行不良貸款工作的現(xiàn)狀、不良資產(chǎn)情況,對不良貸款的管理現(xiàn)狀進行分析,指出建行鄭州直屬支行存在的內(nèi)部管理問題:風險防控機制不健全、管理的精細化程度不夠、考核激勵措施不到位、清收處置進度遲緩。然后結合經(jīng)濟發(fā)達國家、轉軌國家和亞洲金融危機國家三種類型的代表銀行在處置不良貸款方面的經(jīng)驗及啟示,為本文不良貸款管理方案提供借鑒;最后針對前文提出的不良貸款管理方面存在的問題,提出了4個具體的管理對策:在優(yōu)化信貸結構的基礎上加強風險控制、完善內(nèi)部控制加強IT技術應用、完善激勵考核制度加強員工培訓、構建矩陣式內(nèi)部集中管理的不良貸款處置模式。通過這4個對策,實現(xiàn)不良貸款管理的規(guī)范化、標準化,力求建行鄭州直屬支行不良貸款業(yè)務管理工作實現(xiàn)健康有序的發(fā)展,為信貸業(yè)務提供有效的清收保障機制。
[Abstract]:Finance is the core of modern economy, and commercial bank is the main body of financial industry. With the opening up of our financial industry, the problem of non-performing assets of state-owned commercial banks has become a shackle to the healthy development of our financial system and economy. The harmfulness of non-performing loans is beyond doubt. This problem has become a major hidden danger in China's banking system. Based on the important position of state-owned commercial banks in China's financial sector, The problem of non-performing loans of state-owned banks has aroused great attention in the financial circles. Zhengzhou Branch of China Construction Bank is the basic branch of CCB. Its non-performing loan is in good condition, and it can complete the bad loan control plan issued by provincial bank every year. The number of non-performing loans declined significantly from 2009 to 2012, but began to show a marked upward trend in 2013. In practice, there are still many problems in the management and disposal of non-performing loans, which can not be effectively solved and prevented in time for some stock non-performing loans and some projects that will soon become non-performing loans. Therefore, the research on the problem of non-performing loans of state-owned commercial banks is not only of great theoretical significance, but also of outstanding practical reference value, which can enable state-owned commercial banks to make more targeted judgments on the problem of non-performing loans. Based on the theory of non-performing loan management at home and abroad, this paper makes a deep research on the problem of non-performing loan in Zhengzhou branch of CCB through the method of comparative analysis, theory and demonstration. According to the current situation of non-performing loan work and non-performing assets in Zhengzhou branch of CCB, this paper analyzes the current management situation of non-performing loan, and points out the internal management problems of Zhengzhou branch of CCB: the risk prevention and control mechanism is not perfect. The degree of refinement of management is not enough, the examination incentives are not in place, the progress of collection and disposal is slow. Then combined with the experience and inspiration of three types of representative banks of developed countries, transition countries and Asian financial crisis countries in dealing with non-performing loans, this paper provides a reference for the management scheme of non-performing loans. Finally, in view of the existing problems in the management of non-performing loans, four concrete management countermeasures are put forward: strengthening risk control on the basis of optimizing credit structure, perfecting internal control and strengthening IT technology application. Improve the incentive assessment system to strengthen staff training, and build a matrix internal centralized management of non-performing loans disposal model. Through these four countermeasures, we can realize the standardization and standardization of non-performing loan management, strive for the healthy and orderly development of the management of non-performing loan business of the Zhengzhou branch of China Construction Bank, and provide an effective mechanism for clearing up and receiving the credit business.
