【摘要】:近幾年,伴隨著國(guó)家為促進(jìn)農(nóng)村經(jīng)濟(jì)的快速發(fā)展給予“三農(nóng)”更為寬泛的政策傾向和強(qiáng)有力的財(cái)政投入,我國(guó)農(nóng)村經(jīng)濟(jì)和信用環(huán)境提升到了一個(gè)新的層次,農(nóng)村經(jīng)濟(jì)發(fā)展也日益呈現(xiàn)一些新的特點(diǎn),其對(duì)金融服務(wù)需求也發(fā)生了相應(yīng)的變化,突出表現(xiàn)在存貸差不斷擴(kuò)大化、貸款需求的多樣化、貸款額度的不斷提高和貸款的方便快捷等方面。隨著我國(guó)市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,我國(guó)金融體制也進(jìn)行了不斷的改革,對(duì)于銀行信貸風(fēng)險(xiǎn)的監(jiān)管日趨嚴(yán)格,特別是以信貸業(yè)務(wù)為核心的中小型農(nóng)商行正面臨著前所未有的挑戰(zhàn),不良貸款反彈,防范化解難度增大等問(wèn)題日益顯現(xiàn)。尋求信貸業(yè)務(wù)更合理的市場(chǎng)定位和更科學(xué)的發(fā)展模式、制訂適合自身發(fā)展的信貸風(fēng)險(xiǎn)管理已成為目前農(nóng)商行所迫切需要解決的問(wèn)題。本文所選擇的石河子交銀村鎮(zhèn)銀行自成立至今憑借其自身規(guī)模小、管理嚴(yán)、經(jīng)營(yíng)靈活且效率高的特點(diǎn)在豐富和完善當(dāng)?shù)剞r(nóng)村金融體系,規(guī)范和強(qiáng)化該地域融資機(jī)制等方面的積極作用日漸凸顯,但由于石河子交銀村鎮(zhèn)銀行作為一種新興的農(nóng)村金融機(jī)構(gòu),自身起步較晚、根基淺、信貸風(fēng)險(xiǎn)管理水平低,加之當(dāng)?shù)剞r(nóng)村信用狀況復(fù)雜等原因,其面臨較為嚴(yán)峻的信貸風(fēng)險(xiǎn),而內(nèi)在信貸風(fēng)險(xiǎn)程度越高,信貸風(fēng)險(xiǎn)管理難度大,信貸風(fēng)險(xiǎn)問(wèn)題越容易突出。本篇論文以“新疆石河子交銀村鎮(zhèn)銀行股份有限公司”(以下簡(jiǎn)稱“石河子交銀村鎮(zhèn)銀行”)為研究對(duì)象,對(duì)其信貸風(fēng)險(xiǎn)現(xiàn)狀調(diào)查研究,發(fā)現(xiàn)了村鎮(zhèn)銀行存在著經(jīng)營(yíng)規(guī)模小,吸收存款的難度大,流動(dòng)性明顯不足,自身抗風(fēng)險(xiǎn)能力差;對(duì)公存款薄弱,資金成本較高,信貸業(yè)務(wù)品種單一,客戶基礎(chǔ)較弱,不良貸款反彈壓力較大,貸后管理水平有待提高,客戶經(jīng)理業(yè)務(wù)技能、責(zé)任心仍需提升;貸款擔(dān)保方式單一,制約業(yè)務(wù)的發(fā)展;信貸風(fēng)險(xiǎn)管理意識(shí)缺乏等方面的問(wèn)題。針對(duì)這些問(wèn)題,本文對(duì)石河子交銀村鎮(zhèn)銀行的信貸風(fēng)險(xiǎn)管理構(gòu)建了評(píng)價(jià)模型,采用了編制調(diào)查問(wèn)卷的評(píng)價(jià)方法,并得出相應(yīng)結(jié)論。指出存在的問(wèn)題及其成因,最后借鑒國(guó)內(nèi)外商業(yè)銀行信貸風(fēng)險(xiǎn)管理模式,提出了石河子交銀村鎮(zhèn)銀行信貸風(fēng)險(xiǎn)管理的改進(jìn)對(duì)策。
[Abstract]:In recent years, with the country giving broader policy tendency and strong financial input to promote the rapid development of rural economy, the rural economy and credit environment of our country has been promoted to a new level.The development of rural economy also presents some new characteristics day by day. The demand for financial services has also changed correspondingly, which is manifested in the increasing difference between deposits and loans, and the diversification of loan demand.The continuous improvement of the loan quota and the convenience of the loan and so on.With the development of market economy in our country, the financial system of our country has been reformed constantly, and the supervision of bank credit risk is becoming more and more strict, especially the small and medium-sized agribusiness with credit business as the core is facing the unprecedented challenge.Non-performing loans rebounded to prevent the difficulty of resolving such problems become increasingly apparent.Seeking more reasonable market orientation and more scientific development mode of credit business and establishing credit risk management suitable for their own development has become an urgent problem for agricultural and commercial banks to solve at present.The Shihezi Jiaoyin Village Bank selected in this paper has enriched and improved the local rural financial system by virtue of its small scale, strict management, flexible management and high efficiency since its establishment.The positive role of standardizing and strengthening the regional financing mechanism is becoming more and more prominent. However, as a new rural financial institution, Shihezi Jiaoyin Village Bank has its own late start, shallow foundation and low level of credit risk management.In addition, the local rural credit situation is complex, it faces more severe credit risk, and the higher the degree of internal credit risk, the more difficult the credit risk management, the more easy to highlight the credit risk problem.This paper takes "Shihezi Jiaoyin Town Bank Co., Ltd." (hereinafter referred to as "Shihezi Jiaoyin Village Bank") as the research object, investigates the present situation of its credit risk, and finds that the village bank has a small scale of operation.The difficulty of absorbing deposits is great, the liquidity is obviously insufficient, and their ability to resist risks is poor; the public deposits are weak, the cost of funds is high, the credit business is single, the customer base is weak, and the pressure of non-performing loans to rebound is greater.The management level after loan needs to be improved, the customer manager's business skill and responsibility still need to be improved; the way of loan guarantee is single, which restricts the development of business; the lack of credit risk management consciousness and so on.Aiming at these problems, this paper constructs an evaluation model for credit risk management of Shihezi Jiaoyin Village Bank, adopts the evaluation method of compiling questionnaire, and draws the corresponding conclusions.The existing problems and their causes are pointed out. Finally, based on the credit risk management model of domestic and foreign commercial banks, the author puts forward the improvement countermeasures of bank credit risk management in Shihezi Jiao-yin Village.
